1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Motatau is based on the marae of Motatau. All whānau are linked through whakapapa to Ngati Hine. Kuia and kaumatua are strong language advocates for te reo Māori. Whānau are able to learn about their papakāinga.

3 Evaluation Focus

How well do mokopuna show their knowledge of te reo Māori and tikanga Māori?

Mokopuna show their knowledge and understanding of te reo Māori and tikanga Māori through their learning experiences. 

4 Findings

Nga Taumata Whakahirahira

Mokopuna learn in an environment where te reo Māori is a priority. Kaimahi use appropriate language strategies to support mokopuna language development. These include waiata, mōteatea, prompts, repetition and instruction. Mokopuna learn about the structure and purpose of language through karakia and pepehā. Tuākana are confident to use what they know in te reo Māori.   Mokopuna are exposed to quality authentic te reo Māori speakers such as kuia and kaumatua who model and use te reo o te kāinga. Mokopuna are developing as speakers of te reo Māori. 

Mokopuna are immersed in learning that affirms their connections to whānau, marae, hapu and iwi.  Kaimahi ensure mokopuna attend all pōhiri and events held at the marae. Kuia and kaumātua provide leadership during these times. Through this, mokopuna learn ngā tikanga me ngā kawa of the marae. They are observed taking part in the hariru and hongi. Mokopuna learn more and more everyday about who they are and where they are from. 

Mokopuna confidently explore their environment. Kaimahi often link mokopuna learning to their natural resources and the marae environment. Mokopuna learn about the domains of ngā atua māori and the impact they have on nature. Mokopuna are supported to investigate the ngahere beside the kohanga reo. They enjoy learning about insects, birds and nature. Mokopuna have an awareness and respect for living things. Kaimahi provide mokopuna with a range of activities that promote curiosity, investigation and creativity. With every new learning experience, mokopuna learn kupu that is specific to these encounters. Mokopuna are curious learners.  

Whānau Whakahaere

The whānau has a well-organized and efficient system in place to monitor the operations of the kōhanga reo.  The Tūtohinga defines processes and sets out a planned approach and direction for whānau. Monthly whānau hui are regular and well attended. Recording and reporting across the kōhanga reo is consistent. Hui minutes and kaiako reports are informative and detailed. Health, safety and personnel management policies and procedures are in place. Kaimahi appraisals are complete with an ongoing focus of professional development. The annual plan identifies key areas of operations and when these must be attended too. Mokopuna are at the heart of whānau management. 

Mokopuna learning needs are well catered for, monitored and reported. Kaimahi meet and plan collaboratively. Planning is comprehensive, detailed and aligned to Te Whāriki a te kōhanga reo.    This includes annual, term and weekly plans to guide kaimahi and ensure the programme is focused and purposeful. Planning identifies a variety of indoor and outdoor activities that aim to stimulate, motivate, challenge and extend mokopuna learning. Kaimahi use a range of strategies to record learning and development. Matai mokopuna and individual profile books are presented well, and information is focused specifically on the development of each mokopuna. Kaimahi have established a private facebook page to share daily learning stories with whanau. Kaimahi meet regularly to discuss and review their practices of the learning programme. Improvement is the focus at all kaimahi hui. Mokopuna are the center of planning, assessment and evaluation.

Key Next Steps

Strategic planning requires strengthening. Whānau have identified their goals and aspirations in their strategic plan. It is now time for whanau to record and monitor progress in relation to their aspirations. Mokopuna benefit when their future needs are well considered.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau strengthen strategic planning.

1 Context

Te Kōhanga Reo o Motatau is based on the marae of Motatau. The marae is the focal point of the community, in the heart of Ngāti Hine. The majority of children and whānau have whakapapa links to Ngāti Hine. The learning environment for children extends beyond the physical space of the kōhanga reo and includes their marae, ngahere and awa.

2 The Evaluation Findings

How well do the children show they belong to Motatau?

Children show they belong to Motatau through their learning and relationships with others.

Ngā Taumata Whakahirahira

Children are well resourced to learn and speak te reo Māori. The whānau is highly supportive of te reo Māori for their children because it reflects their tikanga and expresses local knowledge. Kaimahi use the dialect of Ngāti Hine. Children hear correct language structures used by kaumātua, kuia, kaimahi and whānau. These are combined with language patterns that are distinct to Motatau. Kaimahi and whānau are deliberately fostering the language used in Motatau. Children are developing as speakers of te reo Māori.

Children learn in an environment where their identity is nurtured. Kaimahi support children to regularly recite their pepeha and karakia and sing waiata relevant to their iwi. This reinforces knowledge of significant people, places and the language used in Motatau. Kaimahi ensure children take leadership roles in aspects of the programme to help build their confidence. Whanaungatanga is the foundation for all relationships. Everybody is linked through whakapapa. Interactions are based on aroha and manaaki. Kaimahi constantly remind the older children to care for and guide their tēina. Children are well adjusted and happy in their kōhanga reo. Children know who they are and where they come from.

Children have opportunities to explore the natural environment as learners. Kaimahi plan the learning programme around the immediate outdoor environments of the bush, swamp and the marae. The area offers a range of things to see, touch, feel and enjoy. The kōhanga reo has a wide range of resources, however the natural resources, knowledge and stories are more beneficial when learning about belonging to Motatau. Children enjoy learning about rongoā, making soap and identifying the native plants of the area. There are a variety of places to play, find adventure and explore. The whānau provide a unique learning programme that reflects what it means to belong to Motatau. Children are active and confident learners.

Planning and Evaluation

Kaimahi have clear processes in place for planning, assessment and programme evaluation. Children’s learning is well planned. Planning is displayed to guide the whānau and inform those who visit the kōhanga reo. A strong focus on using local resources such as whānau skills and knowledge is a feature of planning. Children’s learning is well documented and includes photos, individual pictures and records of outings. Good information about children’s learning motivates whanau to regularly contribute to their children’s learning. Kaimahi carry out regular programme evaluation. They carefully monitor the learning programme to ensure it caters for the diverse needs of children. Children’s learning is well documented.

The whānau is committed to supporting the kaupapa of kōhanga reo. Personnel records are current. These include job descriptions, contracts and police vetting. Kaimahi have recently completed self-appraisals and have identified future goals to improve their practice. Internal review occurs regularly at whānau hui. Reporting about key areas of operations are tabled to inform whānau. The whānau check the physical environment of the kōhanga reo to provide a safe learning space for children. Children benefit from ongoing improvements to the operations of the kōhanga reo.

Key Next Steps

It is important that whānau develop an annual plan. This will provide guidelines for whānau to ensure they meet their obligations around key areas of operations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified the following area of non-compliance. To improve current practice, the whānau must:

  • develop an annual plan that guides the operations of the kōhanga reo. [Regulation 47 – Education (Early Childhood Services) Regulations 2008; GMA8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • develop an annual plan.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Motatau will be in three years.
