1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Moteo is located in Puketapu next to Te Marae o Timi Kara. A small whānau group continue to strengthen their understanding of their roles and responsibilities.

3 Evaluation Focus

How well do mokopuna demonstrate an understanding of who they are and where they come from?

Mokopuna demonstrate an understanding of who they are and where through learning experiences centred around Ngāti Kahungunu.

4 Findings

Mokopuna are immersed in a programme that supports them to grow an understanding of who they are and where they come from. Kaimahi use waiata and activities to develop mokopuna knowledge and awareness of pepehā and local landmarks. The learning focus is linked to Ngāti Kahungunu. This reinforces mokopuna understanding of themselves and cultivates a sense of belonging. Mokopuna show an awareness of their identity.

Mokopuna are supported to progress as speakers of te reo Māori. Kaimahi communicate in te reo Māori and use strategies such as role modelling, repetition, questioning and praises to develop and consolidate mokopuna language capabilities. Waiata are an effective approach that kaimahi enthusiastically espouse and promote to reinforce mokopuna learning of te reo.  Mokopuna respond positively to kaimahi language acquisition strategies.

Mokopuna are settled and happy learners. Kaimahi show aroha, manaaki and tautoko towards mokopuna. They know them intimately and use their understanding to respond to mokopuna individual needs appropriately. Mokopuna are cared for.

Programme planning is a strength. The māhere a tau includes kaupapa whānui with clear links to Te Whāriki and Ngā Taumata Whakahirahira. This provides clear guidelines for the term and week planning. Mātai mokopuna capture mokopuna learning and progress. This information is shared with whānau kanohi ki te kanohi, through konae and online. Kaimahi are reflective and improvement focused.

Whānau are working together to realise and develop a sound understanding of their roles and responsibilities. They meet and communicate regularly through a range of ways. Their strategic plan is informed by Te Ara Tuapae and Te Ara Tuapae a Rohe. Goals have been identified and whānau are supported to realise them through an implementation plan. There is a focus on growing te reo Māori and kaimahi capability in the kaupapa through a collaborative approach. The annual plan provides clear guidance for all areas of operation. Finances are managed with the support of Te Tari a Rohe. Policies and procedures are in place and include clear guidance for whānau. Registers are well documented. Personnel files include all required information. Mokopuna and whānau needs are at the centre of management practices.

Key Next Steps

Whanau are not fully clear about their roles and responsibilities. Currently, the kaiako matua is carrying out key tasks that is the responsibility of whānau. During discussions with whānau, it was agreed that a developing guidelines for Te Pou Tuarua was necessary to develop clarity for kaimahi and to ensure they work effectively for the benefit of mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo.

Recommendation

ERO recommends working alongside Te Tari a Rohe and develop a plan to respond to the matters outlined above.

1 Context

Te Kōhanga Reo o Mōteo is next to Timi Kara Marae and Mōteo Marae. The kōhanga reo is on whānau land and surrounded by vineyards which are well known in the Hawke’s Bay area. Most whānau live in Napier and have access to the kōhanga reo van for their children. Since the previous ERO review, a new kaiako has been appointed.

2 The Evaluation Findings

How well do children actively participate in learning?

Children confidently participate in learning and are happy as they learn.

Ngā Taumata Whakahirahira

Children experience positive interactions and relationships. Kaimahi welcome children with warm smiles and hugs as they arrive each day. The kōhanga reo provides breakfast for the children. Children enjoy this time as they are able to talk with each other and their kaimahi. Children’s wellbeing is a priority. Kaimahi interactions with children throughout the day are positive. Kaimahi engage with children in fun and animated ways. They provide activities that keep children entertained and interested. Whanaungatanga is strong amongst children and adults. Children are settled and confident.

Children are connected to their cultural heritage and ways of being. Kaimahi provide meaningful experiences for children on the marae. Children participate in pōwhiri alongside kuia and kaumātua. They see what happens in the kitchen while on the marae. They learn about manaakitanga and how to care for others. Children confidently welcome visitors to their kōhanga reo. Children enjoy being active participants as tangata whenua. Kaimahi regularly provide opportunities for children to explore their whānau land and other areas of significance to the hapū and iwi. Children know who they are and where they come from.

Children are supported to learn te reo Māori. Kaimahi speak te reo Māori consistently with children and use fun strategies to extend and build their language development. Some tuākana are often asking and answering questions and sharing their thoughts with kaimahi and each other. Pēpi enjoy communicating their understanding of what they are learning and thinking through single words or body gestures. Children enjoy opportunities to confidently lead aspects of the learning programme such as karakia and mihimihi. Kaimahi promptly praise children for speaking te reo Māori. Children are developing as learners of te reo Māori.

Children have many opportunities to explore their learning environments. Kaimahi often walk children to the nearby marae which play a significant role in children’s learning. Children enjoy growing and harvesting kai from the gardens at the kōhanga reo. They learn about atua Māori, relevant karakia, and how these influence the conditions required for māra kai. Kaimahi support children to become kaitiaki of the whenua. Kaimahi provide activities and tasks for children that reinforce their learning, challenge their thinking and extend their vocabulary. Children have fun exploring their environment.

Planning and Evaluation

The kaiwhakahaere and kaiako work together to maintain systems that support the management of the kōhanga reo. The charter has been reviewed and updated. All health and safety policies and procedures are in place and align, where appropriate, to the Vulnerable Children’s Act 2014. An annual plan is in place and well displayed. This guides the weekly operation of the kōhanga reo. Whanau hui are held regularly and well attended. The kaiwhakahaere and kaiako manage the kōhanga reo in the best interest of the children.

Key Next Steps

Programme planning, programme evaluation and assessment require strengthening. Kaimahi do not clearly document learning outcomes for children or identify learning activities appropriate to their learning needs. Children’s learning and progress is not clearly monitored. There is no record to show what changes and improvements have been made to the programme. It is important that kaimahi seek professional learning and development to increase their skills and knowledge in these areas. Children’s learning is not effectively monitored and extended.

The kaiako and kaiwhakahaere are carrying most of the responsibilities for the operation of the kōhanga reo. The kaiako spends a lot of time supporting the kaiwhakahaere to manage the daily operations. It is important that the kaiako is able to focus more on the learning programme and work with the children. Whānau awhi on a day to day basis is also required to support kaimahi. This will support whānau to gain confidence in their abilities to engage more with te reo Māori. It is now time for the whānau to take on more responsibility for the operations of the kōhanga reo.

Whanau have yet to develop a strategic plan based on their long-term priorities. Currently Te Ara Tūāpae-ā-Rohe provides direction for all the kōhanga reo in the district. It is then expected that each kōhanga reo will develop a set of strategic actions to achieve the aspirations of the plan. This has not yet been fulfilled. In order for the whānau to prepare well for the future, they must identify key actions and monitor these to ensure the future of the kōhanga reo is sustainable.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Continue to work alongside the TKRNT to support the sustainability of the kōhanga reo, in particular for whānau to confidently support the daily operations of the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mōteo will be in three years.

1 Context

Te Kōhanga Reo o Moteo is next to Timi Kara Marae, which is inland from Napier. The small number of children on the roll has whakapapa links to each other and the area. Whānau live in Napier and take their children to and from Moteo each day.

The previous ERO report identified several positive features including the children’s daily programme, the learning environment, te reo Māori development, interactions and relationships and exploration of the wider world. Regular reporting about the children’s learning programme and planning for each child’s next steps were areas for development.

2 The Review Findings

How well are children developing understanding of their whānau, hapū and iwi connections?

Children are developing well in their understanding of their whānau, hapū and iwi links.

Mana Tangata and Mana Whenua

Children are confident in their learning environment. They know daily routines, protocols and events. Children adapt well to familiar adults who support them in their learning. Children are secure in their kōhanga reo environment.

Children are learning their roles as tangata whenua. They often participate in tangihanga, pōwhiri and special events at local marae. Tikanga and kawa are reinforced when other kōhanga reo visit. There is a strong sense of whanaungatanga, manaaki and aroha between children, whānau and visitors.

Children have a growing appreciation of the natural and physical worlds. Children learn pepeha to acknowledge their links to local landmarks, whānau, hapū and iwi. Children often go to places of interest in the community. Children have a strong sense of belonging.

Children learn in a supportive te reo Māori environment. Kaimahi speak te reo Māori at all times. They use various strategies to develop children’s language and to make learning interesting. Most children are able to understand and follow instructions and answer questions. Some children are familiar with the language structures associated with karakia, hīmene, waiata and pepehā. Children are developing well as emerging speakers of te reo Māori.

Children experience stimulating learning activities. The learning programme has structure and is well managed. There are opportunities for children to engage in small and large group learning, independent play, teacher directed activities and kaupapa mahi. The programme for the under twos includes stimulating sensory activities. The older children experience a range of activities which promote imaginative play, creativity, physical play and numeracy and literacy. Children are developing as confident and curious learners.

Planning and Evaluation

Whānau manage the kōhanga reo well. There are clear processes for personnel matters, financial management, office administration, health and safety and property management. Strategic priorities link to Te Ara Tūāpae and focus on te reo Māori and children’s sense of belonging. Whānau regularly discuss and monitor their strategic priorities and kōhanga reo operations to meet their accountability responsibilities and achieve their goals. Their commitment impacts positively on outcomes for children.

Processes for planning, evaluation and assessment are clear and comprehensive. Long and short term plans link to Te Whāriki, focus on identity and belonging and effectively guide kaimahi practice. Programme evaluations include informal and formal discussions. Kaimahi reflections are focussed on strengthening children’s sense of identity. Assessment practices include whānau input and documents children’s progress and successes. Children’s knowledge of their whānau, hapū and iwi links is essential to their learning and development.

Key Next Steps

The new kaiako is still developing her practice as the leader and getting to know the children and their families. She is being supported by Te Kōhanga Reo National Trust (TKRNT) during this phase.

Te Kōhanga Reo o Moteo is located inland from Napier. Children and kaimahi are all connected through whakapapa. Children are developing well in their understanding of their whānau, hapū and iwi links and receive stimulating learning experiences. Whānau manage different aspects of the kōhanga reo operations well.
