1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Nau Mai is located in Murupara. They have been operating from Te Kōhanga Reo o Tanenuiarangi site after their building was severely damaged by fire. Te Kōhanga Reo o Nau Mai is currently in the process of moving back to their newly renovated building.

3 Evaluation Focus

To what extent do mokopuna show they are happy and settled in their learning?

Although mokopuna are happy when interacting with their peers, it is not evident that they receive quality care and learning.

4 Findings

Mokopuna enjoy learning alongside their peers. They are supported to participate in karakia, mōteatea, whakatau and waiata. Kaimahi use prompts, repetition and instruction as strategies to support mokopuna te reo Māori development. Daily activities are focused mostly on literacy with some numeracy concepts.  These include shapes, days of the week, months of the year, and parts of the body.

Mokopuna excitement is apparent when they call out the answers to questions. Tuakana are caring and respectful around their tēina. Kaimahi often praise mokopuna for their efforts. Mokopuna appear settled and secure. 

Whānau and kaimahi do not fully understand what is required of them. There are a range of operational matters not attended to. Policies and procedures need attention. Planning, assessment and programme planning are in adequate. The key next steps identify priorities.

Key Next Steps

The management of the kōhanga reo requires urgent attention.  The lack of internal evaluation has identified concerns relating to the following areas:

  • insufficient and regular whānau hui, that leads to poor attention to operational matters

  • health and safety policies and procedures have not been ratified

  • whānau and kaimahi do not understand the requirements for health and safety

  • kaimahi safety checking is not current

  • whānau must establish processes to complete police vetting

  • Employment Relations Act 2000, whānau must develop and manage personnel matters

  • programme planning and mokopuna assessment need to be reviewed.

  • planning was not available and konae records did not contain critical elements required of assessment

  • programme evaluation needs to be developed and implemented. It is time for whānau to seek support for kaimahi to develop evaluation practice

  • insufficient access to resources. Mokopuna have limited opportunity to follow their interests.

  • daily inspections of equipment, premises and facilities are not carried out. Whānau must check hazards, document daily and ensure appropriate action is taken.

Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure all children’s workers who have access to children are safety checked in accordance with the Children Act 2014

  • ensure the practices of whānau responsible for providing learning opportunities and care demonstrate an understanding of mokopuna learning and development, and knowledge of tikanga and good practice in Kōhanga reo

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

1 Context

Te Kōhanga Reo o Nau Mai is located in Murupara. In July 2018, the kōhanga reo building was severely damaged by fire. The kōhanga reo is currently operating out of Te Kōhanga Reo o Te Tāne Nui a Rangi. The Ministry of Education amended the licence for Te Kōhanga Reo o Te Tāne Nui a Rangi to enable both kōhanga reo to operate on the same site. Te Kōhanga Reo National Trust has supported this change.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children show that they understand whanaungatanga through their interactions with their peers.

Ngā Taumata Whakahirahira

Children have established good relationships with their peers and kaimahi. Kaimahi encourage tuākana tēina relationships. The older children are considerate when around the babies. Kaimahi are gentle in their interactions with babies who look to kaimahi for reassurance. As part of the morning programme, children have opportunities to acknowledge everyone in the room through mihimihi. Children are confident in their interactions with visitors. There are strong whakapapa links amongst some families which children’s identity is affirmed. Children are able to connect comfortably with a range of people. The whānau believe that their children are loved and well cared for at the kōhanga reo. Children appear settled.

Children are encouraged to speak Māori. The whānau have aspirations for their children to be speakers of te reo Māori. The language of Tūhoe is the dominant dialect. Kaimahi explore a range of ways to support children’s language development including hand actions, repetition, waiata, pepeha, questions and games. The formal part of the morning programme enables children to learn language patterns through karakia, mōteatea and mihimihi. Kaiako use te reo Māori to focus children’s attention. All children follow instructions. Some children can use single word responses. Older children can recite familiar sentence structures when prompted. Children are at the early stages of learning te reo Māori.

Key Next Steps

It is important for kaiako and kaimahi to find practical ways to stimulate children’s learning and allow them to choose and be involved in activities of interest to them. The learning programme is strongly directed and determined by what is important to adults. Further work is required to ensure kaiako and kaimahi provide a range of interesting activities and resources that allow children to explore, be creative and follow their interests. Kaiako and kaimahi should seek support to strengthen planning for children’s interests and to organise the physical environment and resources in ways that extend children’s choices in learning.

Planning and Evaluation

Most aspects of whānau management are in place and well attended to. The kaiwhakahaere has implemented an annual plan to guide management of key tasks and ensure they meet critical timelines. The kaiwhakahaere monitors kōhanga reo operations. The charter has been updated and aligns all health and safety policies and procedures with regulations and current legislation. Financial management processes are transparent and endorsed by the auditor. Kaimahi job descriptions and employment contracts have been updated. Kaimahi evaluate the learning programme and identify what is required to improve the programme to meet the needs of the children. Internal evaluation has contributed in improvements in some key areas of kōhanga reo operations.

Key Next Steps

To support ongoing improvements in the quality of children’s learning, the whānau, kaiako and kaimahi must attend to the following key next steps:

  • ensure planning provides sufficient detail and direction for kaimahi to confidently implement the learning programme
  • extend assessment practices to document and provide evidence of children’s learning and progress over time
  • agree on the strategic priorities for both kōhanga reo and how these can be achieved to consolidate their future development
  • ensure all staff are well supported in their roles by reviewing the appraisal process to align with current job descriptions and by providing relevant and ongoing professional development
  • strengthen the quality of reporting about all kōhanga reo operations so that whānau and kaimahi can make sound and informed decisions about the management of the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • seek external support from Te Kōhanga Reo National Trust to address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Nau Mai will be in three years.

1 Context

Te Kōhanga Reo o Nau Mai is in Murupara. It is a house that has been adapted for kōhanga reo children and is surrounded by residential properties. The natural environment, including the river and forest, the marae and kura, are key resources in the area that provide meaningful contexts for children’s learning.

All children are related and known to each other. This has a positive influence on children’s relationships and interactions when they are at kōhanga reo or in the community.

The previous ERO report of 2011 identified several positive developments including whānau participation, the children’s daily programme, te reo Māori and personnel management including appraisals, Kaupapa planning, policy review and financial management were other areas of strengths. Areas that required improvement included resource provisions, staffing ratios, strategic planning, assessment practices and programme evaluation.

2 The Review Findings

How well do children experience whanaungatanga?

Children experience whanaungatanga in positive, uplifting ways.

Mana Tangata

Children are well cared for and are treated respectfully. Kaimahi work well together and are positive role models for children. They praise and acknowledge children’s efforts and successes and use reinforcement strategies to motivate children to learn. Children show positive behaviours towards each other including awhi, aroha and manaaki. Children are happy and settled in an environment that celebrates and values whanaungatanga.

Children are immersed in a rich te reo Māori speaking environment. Te reo Māori is valued by kaimahi and whānau. Kaimahi are confident, competent speakers of te reo Maori and are positive language role models for children. Children eagerly participate in language activities and games that support their te reo Māori development and affirms their whānau, hapū and iwi links. The older children use te reo Māori spontaneously in formal and social contexts. Children are emerging well as confident speakers of te reo Māori.

Children learn in an environment where their play is valued by kaimahi and whānau. They have access to a range of exciting learning activities which are well set out and cater for their different levels and ages. Children have opportunities to follow their interests and explore. Whānau support children in their learning at the kōhanga reo or when they go on outings. Children have fun as they learn alongside each other and explore the wider world.

Children have opportunities to learn from each other. Children learn and socialise in large and small groups or in their peer groups. These occasions allow tuakana to assist and model appropriate behaviours for the pēpi. Tuakana gain confidence and admiration from their peers as they lead aspects of the programme. Children love to recite their whakapapa and listen to their peers. Children are encouraged to value and awhi each other.

Children engage well with whānau and kaumātua who often visit the kōhanga reo. Close family ties help strengthen relationships which are underpinned by manaaki and aroha. Children often go on outings to work places that involve whānau members. These visits excite children and extend their knowledge of the wider world. Whānau contributions are valued and welcomed. Children have a growing awareness of their connections to their whānau and the wider community.

Planning and Evaluation

Children's learning and well being is central to kōhanga reo operations. The charter guides whānau with their roles and responsibilities and the kaupapa of kōhanga reo. Policies and procedures have undergone review. The whānau and kaimahi have taken all reasonable steps to provide a healthy and safe environment for the children. Finances are well managed with priority given to the children. Children benefit from well managed kōhanga reo operations in most areas.

Children benefit from effective planning that give staff clear guidelines and direction. Long and short term plans are comprehensive. Children experience well planned kaupapa that highlight concepts about te ao Māori and the wider world.

Key Next Steps

Whānau have not implemented kaimahi appraisals or identified their professional development goals. There is no strategic plan to guide the future direction of the kōhanga reo. Self review processes do not cover all key areas of the kōhanga reo operations.

Children’s progress and learning is not regularly monitored. Kaimahi do meet regularly to discuss children’s learning or what went well and what could be done better to improve the learning programme. Children’s progress is not recorded and monitored in a regular, clear way. As a result existing practices for assessments and evaluations do not effectively inform kaimahi and whānau about their children's learning and development. Kaimahi must ensure that they meet regularly to discuss children's learning and development including regular assessment and evaluation of children's learning.

ERO and the whānau agreed that they seek support from TKRNT to address the key next steps identified in this report.

Conclusion

Te Kōhanga Reo o Nau Mai is located at Murupara. The natural environment and marae, kura and iwi are key resources and are valuable sources of learning for children. Children experience whanaungatanga in positive and uplifting ways.
