1 Context

Te Kōhanga Reo o Ngā Kākano o Kihikihi is in Kihikihi, near Te Awamutu. The kōhanga reo was established in 1984. Children attending the kōhanga reo go on to Kihikihi Primary School which is alongside the kōhanga reo. Many whānau have been associated with the kōhanga reo and the primary school over several years.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children show whanaungatanga in many ways at kōhanga reo.

Ngā Taumata Whakahirahira

Children learn te reo Māori in a supportive environment. Kaimahi are competent speakers of te reo Māori. They model correct grammatical language structures. Kaimahi planning ensures that a range of appropriate strategies and resources are identified to support te reo Māori development. Children participate in formal activities such as karakia, hīmene, pepeha, and waiata to reinforce language patterns and to build their confidence. Kaimahi provide instructions, prompts, and guidance to children. Some of the older children use words and short phrases confidently. Children are developing as speakers of te reo Māori.

Children are developing a good understanding of who they are and where they come from. Kaimahi ensure children are settled and ready to start their day. They know their children well. Children move confidently around the kōhanga reo. They understand the boundaries of appropriate behaviour. Kaimahi have established clear routines. They support children to learn about their marae, maunga and awa. Children know they are connected to others through whakapapa and that they belong to the kōhanga reo.

Children have established good relationships with each other and adults. Babies have clearly identified their preferred carers and seek them out for attention and comfort. Children are happy and confident to approach and greet visitors. Kaimahi regularly praise and encourage children for their efforts and achievements. Children work quietly with and alongside their peers. Kaimahi are warm and caring with children. Kaimahi model teamwork and support each other throughout the daily programme. Children display aroha, manaaki and āwhina in their interactions with others.

Children have access to a range of resources to support their learning needs. Children have opportunities for both structured learning and free play. Inclusive practice is a highlight of the kōhanga reo where children are encouraged to work with each other. Kaimahi respond to children’s different learning needs through one to one interactions. Babies freely explore their space. They have access to a variety of equipment that challenges, excites and allows them to test their skills. Children demonstrate immense satisfaction as they learn and play.

Key Next Steps

While kaimahi use a range of strategies to support children’s use of te reo Māori, the older children are limited in the conversations they can have with others. Kaimahi do not build on these strategies to encourage conversational language between the tuakana and adults. Children do not benefit from language extension to encourage full discussions in te reo Māori.

Planning and Evaluation

Children benefit from the efficient way in which whānau manage the kōhanga reo. The whānau has good processes and systems to manage and operate the kōhanga reo. Whānau members are expected to attend regular hui. Minutes of meetings show good discussions and sound decision making. Policies are current and have guided the work of whānau. The appraisal process is well managed by the whānau and supports kaimahi to improve their practice. Professional training is supported by the whānau. The kōhanga reo strategic direction aligns to Te Ara Tūāpae and highlights goals for the future. Parents are regularly involved in operations and the daily programme. The kōhanga reo has a close and productive relationship with the local primary school and community. Children benefit from a kōhanga reo that is well managed.

Children’s development and learning is a priority. Planning guides kaimahi practice and ensures the programme is focussed and purposeful. There is strong emphasis on learning through exploration of the local environment, Te Kīngitanga and Pai Marire. Learning activities are carefully selected to stimulate, challenge and extend children. Kaimahi collect information to show children’s learning and progress over time. Kaimahi regularly evaluate the programme and their practice to inform how they can enhance children’s learning. Children enjoy learning.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Kaimahi continue to reflect and discuss how they will support conversations in te reo Māori among and with the older children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Kākano o Kihikihi will be in three years.

1 Context

Ko Hoturoa te tangata Ko Tainui te waka Ko Kakepuku te maunga Ko Paniu te awa Ko Maniapoto te iwi Ko Mangatoatoa te marae.

Te Kōhanga Reo o Ngā Kākano o Kihikihi is located in Kihikihi, Te Awamutu. Children from the surrounding area attend the kōhanga reo. Since relocating to Kihikihi School the kōhanga reo has recovered well from inherited issues. Members report that their focus on whānaungatanga, maintaining positive relationships and communication amongst whānau and the wider community, has helped them overcome a number of challenges. Strong and supportive whānau and wider community relationships enhance the kōhanga reo for children. The whānau chose Mana Whenua as the focus area for this review.

2 The Review Findings

The whānau chose Mana Whenua as their focus area for this Education Review. They were particularly interested in feedback about:

How well are children learning and developing at their kōhanga reo?

Children are happy and content at their kōhanga reo. They are learning and developing well.

Mana Whenua

Children are stimulated to learn and use te reo Māori. Children participate confidently in the morning activities of karakia, hīmene, waiata and mihimihi. They are learning these important aspects of whanaungatanga and tikanga.

Children show great confidence and enthusiasm when their whānau, including kaumatua, engage and explore te reo Māori with them. Te reo Māori is used throughout the day in a range of creative ways. Kaimahi focus on enriching and extending children’s knowledge and use of te reo Māori for learning and overall communication. Children enjoy learning the language through stories and listening to music. Children use te reo Māori well.

Children confidently explore their natural and physical environments. There is strong emphasis in the learning programme on promoting te ao Māori, the natural and physical worlds. Children are intrigued explorers as they learn about Ranginui and Papatuanuku through hands on activities, planned hikoi and excursions. They are encouraged to use all their senses as they actively interact with their surroundings. Children are familiar with Tanemahuta and the birds and animals of the forest. Children are aware of their surroundings and show a growing appreciation and respect for the natural physical environment. Their whānau actively interact with them as they explore. Children are learning te reo Māori me ngā tīkanga in meaningful and purposeful ways.

Babies are stimulated in their early development as curious and confident explorers. Babies have the freedom to explore and discover the world around them. Parents actively support kaimahi in the daily programme. Babies are happy and settled as they explore their surroundings. They receive lots of positive affirmation of care, affection and attention. Babies are happy and content at kōhanga reo.

Children enjoy having their whānau on hand for learning. Children’s success in early immersion education is a priority for the whānau. Whānau involvement and participation in the daily learning programme, operations and management of the kōhanga reo is high. Members assist kaimahi in their work with the children. They look after the learning environment and actively assist in children’s mealtimes and routines. They interact with children to support their learning and curiosities. Some children’s puzzles were donated to the kōhanga reo by whānau. Children’s learning at kōhanga reo is enhanced.

Key Next Steps

Children’s movements during the day can go unsupervised which heightens risks to children’s safety. Kaimahi and whānau must be vigilant and monitor children’s movements particularly on the veranda area. Maintaining children’s safety at all times is paramount.

Planning and Evaluation

The whānau manage their kōhanga reo well for their children. Whānau meet regularly to discuss and determine progress with key priorities for development that are planned through their whānau monthly hui. The performance and growth of the kōhanga reo for children are at the heart of whānau decisions. Strategic priorities are planned. Whānau have a clear direction for managing priorities into the future.

Kaimahi have a good understanding of planning, assessment and evaluation. Whānau contribute ideas. Planning is displayed for easy access. Special events are identified. Mātai mokopuna for tuakana include comments about individual progress linked to appropriate strands of learning. Focused comments about strengths, interests and progress are documented. Teina have a collection of pictures with captions. Kaimahi discuss and evaluate their programme and ways to improve their practice to better support their children. Kaimahi know their children well.

Key Next Steps

Strategic priorities and goals are not yet systematically reported or reviewed to show how success has lead to growth and improvement for whānau and children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • continue to use whānau self review to report on the success outcomes achieved overtime for children, and to monitor the overall performance of whānau management.

Conclusion

Ngā Kākano o Kihikihi Te Kōhanga Reo is located at Kihikihi, Te Awamutu. Whanaungatanga is a key value that is well established and practised. Whānau actively support their children in various ways. Kaimahi appreciate this support and are able to focus on children’s learning and development. Children are happy and settled.

The next ERO review of Te Kōhanga Reo o Ngā Kākano o Kihikihi will be in three years.
