1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ngā Kāwai is located adjacent to Corinna School in Cannon’s Creek, Porirua. Whānau are mostly new to the kōhanga reo. Whānau have connections to Horouta Marae and the local Purapura. Whānau aspire for the mokopuna to learn te reo Māori.

3 Evaluation Focus

To what extent do mokopuna show their understanding of te reo Māori?

Mokopuna are developing their understanding of te reo Māori.

4 Findings

Mokopuna are immersed in a te reo Māori environment. Kaimahi use appropriate strategies to support mokopuna language development. These include tohutohu, greetings, questioning and waiata. Kaimahi model values of aroha and manaaki. They work with mokopuna in a calm manner and their communication with mokopuna is gentle and affectionate. While tuakana use English at times, kaimahi consistently provide language examples to encourage mokopuna use of te reo Māori. Mokopuna learn about structure and purpose of language through karakia and pepehā. Pēpi show their understanding using body language, movement, facial expressions and babbling. Mokopuna are developing as emergent speakers of te reo Māori.

Key Next Steps

The management of the kōhanga reo operations requires urgent attention. A process of internal evaluation needs to be established. Currently there is no systems in place to monitor and evaluate improvements.  

Programme planning, programme evaluation and mokopuna assessment requires attention. It’s not clear how programme evaluation and mokopuna assessment is linked to programme planning. While there are some examples of good practice, there is more work to be done to strengthen kaimahi understanding of the links between planning, assessment, and evaluation. It’s time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna

While policies and procedures have been provided by the district office, the whānau have not ratified them. Whānau should consider processes to review their health and safety policies and procedures.  Mokopuna health and wellbeing cannot be guaranteed.

There is no annual plan in place. Key administrative tasks are not monitored or attended to in a timely manner. Mokopuna benefit when operational matters are monitored.

Personnel matters require attention. While kaimahi have job descriptions, employment contracts, and kaimahi safety checks completed, appraisals have not been carried out. Kaimahi practice would be enhanced through ongoing appraisals and professional development.

The whanau have aspirations for the future of the kōhanga reo. They have not developed a strategic plan to support the achievement of their goals. It is time for whānau to formalise their long-term priorities into a strategic plan. Mokopuna benefit when their future needs are considered.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care and ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • must review and update all health and safety policies and procedures for all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, excursions, child protection and behaviour management are met and maintained for children

1 Context

Te Kohanga Reo o Ngā Kāwai is in Porirua. Current whānau and kaimahi are continuing the legacy of their tūpuna ‘to achieve excellence through whānau o Ngā Kāwai’. Children’s success in te reo Māori is a priority for whānau. Whānau have established connections with the local kura and Horouta Marae.

2 The Evaluation Findings

How well do children show a sense of whanaungatanga in their relationships with others?

Children show a strong sense of whanaungatanga in their interactions with their peers, kaimahi and whanau.

Ngā Taumata Whakahirahira

Children are immersed in a te reo Maori environment. Children hear and use te reo Māori in informal and formal settings. Kaimahi use effective learning strategies to support te reo Māori development including repetition and modelling. Children recite their pepeha and share with tuākana, tēina and whānau. Children enjoy waiata and games throughout the day. They learn the language and tikanga of whakatau and pōwhiri. Children are developing as early learners of Te reo Māori.

Children experience positive interactions with others. They learn from each other as tuakana teina. Children learn that respect and care for others is valued. They experience awhi, tautoko, aroha and koa from kaimahi . Kaimahi support pēpi to participate in play. They often praise children’s efforts and achievements. There are many long standing whānau members in the kōhanga reo. Some have returned to Ngā Kāwai to visit, to volunteer support and attend special events or kaupapa of the kōhanga reo. Children have established meaningful relationships with these people. Children are confident and respectful towards each other.

Children show confidence in their environment and te ao Māori. They greet atua as they play outdoors. Children enjoy spacious indoor and outdoor play areas. They are very familiar with routines. Children have access to modern resources and learning areas where they learn to problem solve through creativity and imagination. They are able to make their own choices and to take responsibility for their learning. Kaimahi support children to explore their environment. Children enjoy opportunities to try new things and take risks with their peers. 

Planning and Evaluation

Kaimahi have a well-planned and organised approach to children’s learning. Planning is detailed and cohesive. There are clear links to Ngā Taumata Whakahirahira and Te Whāriki. Whānau members contribute their thoughts and ideas to planning. Kaimahi know their children well. They respond to their needs and interests and are able to articulate planning for individuals and groups. Children’s profile books celebrate children’s learning and growth. Assessment information is shared with whānau. Whānau and kaimahi work together to reflect on the effectiveness of the learning programme. Children’s learning is a priority.

The kōhanga reo is well managed. The charter identifies that whānau, te reo and tikanga Māori are the core kōhanga reo values. Policies are authentic to Ngā Kāwai and are regularly updated. Whānau and kaimahi work alongside each other to provide a robust internal evaluation process and a quality learning environment for children. Health and safety policies are current and in place. Personnel management is kaimahi led guided by whānau support. The kōhanga reo strategic plan clearly prioritises whānau roles and responsibilities. Many whānau members grow their confidence and development in te reo Māori through Te Kōhanga Reo National Trust(TKRNT) training courses. Children experience respectful relationships in a well managed kōhanga reo environment.

Key Next Steps

Kaimahi do not document their reflections on the learning programme. There is no formal evidence to show the effectiveness of the learning programme for children. Children do not benefit from a programme that identifies what went well and what can be improved.

There are no Te Whakapakari tohu holders among kaimahi. Whānau acknowledge that they will continue to encourage and support kaimahi to further their TKRNT training towards the completion of Whakapakari.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

  • ensure all hazard checking, recording and reporting requirements are upheld for the safety of children

  • adults providing education and care are familiar with relevant emergency drills and regularly carry these out with the children and ensure they have correct supporting documentation.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Whānau to continue to build capability and sustainability of kaimahi.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Kāwai will be in three years.
