1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ngā Manu Tuī is located in Aramoho, Whanganui. It stands on land gifted by the kuia of the whānau. Whānau aspire to strengthen te reo Māori for the mokopuna. They have implemented te reo Māori development which has been extended into the Purapura.

3 Evaluation Focus

How well do mokopuna show they are happy and settled?

Mokopuna appear happy, settled, and engaged in learning.

4 Findings

Mokopuna learn in a nurturing kōhanga reo. Te reo me ōna tikanga Māori are paramount, guided by their kuia, kaumatua and other significant whānau. Mokopuna learn and play in a calm and settled physical environment. They experience a programme that provides structure, choice and consistency. The learning environment is colourful, spacious, and well organised to meet the needs of different age groups. Kaimahi and mokopuna have fun exploring together. Laughing and giggling are common. Mokopuna are loved and well cared for by kaimahi who talk in a calm and gentle manner. Tuakana voluntarily support tēina across a range of activities. Pēpi are well supported to participate in the programme. Mokopuna are settled and enjoy purposeful learning.

Kaimahi have in place processes for planning and assessment. Planning is detailed and guides mokopuna learning. Kaimahi use matai tamaiti and learning stories to document mokopuna learning and progress. Mokopuna benefit from sound planning and assessment practices.

Whānau have sound management practices in place to monitor the kōhanga reo operations. The tūtohinga provides direction and a planned approach to guide whānau. Monthly hui is well attended. Reporting and decision-making processes in place including input from kuia and kaumātua who guide all management operations. Health, safety, and personnel management systems are in place. Appraisals inform the professional development needs of kaimahi. The strategic plan defines whānau aspirations and long-term goals and is supported by an annual action plan that identifies more immediate priorities. Mokopuna learning and wellbeing is the focus of whānau whakahaere.

Key Next Steps

Mokopuna learning can be further enhanced through strengthening programme evaluation. It’s time for kaimahi to take a planned approach to reflect on what the success were, what didn’t work and what needs to happen in order to raise the quality of the learning programme. Mokopuna benefit from focused approaches to programme evaluation.  

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

Actions for Compliance

To meet compliance requirements, they must:

  • establish a process to evaluate the effectiveness of the learning programme

1 Context

Te Kōhanga Reo o Ngā Manu Tūī is based in Whanganui. It was opened in 2015 in response to the significant roll growth at their tuākana kōhanga reo in the rohe. The whānau in both kōhanga reo share their skills and experience with planning and delivery. The kuia provides regular support for whānau in te reo Māori and tikanga Māori. The whānau and kaimahi meet regularly

2 The Evaluation Findings

How well do children show they are confident as learners?

Children demonstrate a high level of confidence as learners.

Ngā Taumata Whakahirahira

Children learn in positive learning environment. Whanaungatanga is an integral part of the learning programme. Kaimahi provide children with opportunities to connect with the land, river and people through waiata and karakia. The values of aroha, manaaki and āwhina support children to interact and relate to others positively. Meaningful relationships and interactions between adults and children foster a sense of security and wellbeing. Children are settled and happy.

Children’s individual needs are well considered. Kaimahi provide children with opportunities to work alongside others in groups and independently. Older children are encouraged to interact as tuakana with the younger babies. Kaimahi are enthusiastic role models, who make learning exciting. The indoor outdoor flow helps children to move happily and easily between these spaces. Whānau are encouraged to play and learn alongside their children. Children are confident learners

Children respond positively to instruction in te reo Māori. The kuia guides and monitors the use of te reo Māori by kaimahi, children and whānau. Kaimahi encourage dialogue during play and learning. They use questions and conversations with the older children and support babies to respond using body language. Older tamariki confidently participate in a wide range of karakia and waiata to support language development. Whānau are motivated to learn te reo Māori when they hear their children speaking. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Whānau have in place clear processes for planning, assessment and evaluation. There is a strong collaborative relationship with their tuakana Te Kōhanga Reo o Rangahaua to build learning programmes and kaiako capability. Kaimahi know the children well and what they require. Children’s progress and learning is monitored and recorded using Mātai Mokopuna and purposeful observation. Kaimahi meet regularly to discuss the effectiveness of the learning programme for all children. Children’s learning needs are a priority.

The kuia plays a significant role in providing guidance and support. Young whānau are learning their responsibilities and how they can contribute to the operations of the kōhanga reo. Kaimahi are clear about their roles and work well together. Professional and management guidance is provided by the kaiwhakahaere. Administration and management systems are well organised and accessible. The kaiwhakahaere is seeking to train other whānau members for the position to ensure the interests of the children are maintained. Financial management is clear and transparent. Whānau have an appraisal system in place and encourage regular and ongoing development for kaimahi. Whānau have a high degree of trust in the kaimahi and the quality of the learning programme. Children benefit from a positive whānau environment.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • Review and report about progress against their strategic goals and priorities.
