1 Context

Te Kōhanga Reo o Ngā Mokopuna o Te Awamarahi is based at Awamarahi marae. The marae is in Tuakau. Whānau and the marae affiliate to Tainui. They contribute to Tainui and Kingitanga events. Parents report that their children develop in confidence and express their identity in te reo Māori.

2 The Evaluation Findings

How well do children express connections?

Children are settled and appear connected to their whānau and friends.

Ngā Taumata Whakahirahira

Children hear te reo Māori in wider hapū and iwi contexts. Kaimahi provide children with opportunities to hear formal and informal uses of te reo Māori. The main language of communication within the learning environment is te reo Māori. Children are supported to recite their pepeha and lead karakia. They participate in local waiata and moteatea. Older children learn the role of kaikaranga. Babies hear te reo Maori at all times. Children show connections to te reo Māori.

Children make associations with their environment. The marae is used by kaimahi to teach children about their connections to their tūpuna, iwi and hapū. Children visit their marae daily. Connections to Kīngitanga and Tainui are supported through karakia and waiata. Regular participation at the marae broadens children’s understanding of kawa and tikanga. Children are learning their role as tangata whenua. They interact with whānau and their environment. Children show manaaki, aroha and tiaki.

Children experience positive relationships. Whānau model care and consideration in their interactions with others. Kaimahi have established a learning atmosphere that is calm and peaceful. Kaimahi are responsive to children and know their children well. They use this knowledge to support children to make connections. Tuakana help their teina. Teina learn from their tuakana. Children form strong caring bonds with each other. Children are happy.

Planning and Evaluation

The running of the kōhanga reo is actively supported by whānau. They meet regularly to discuss matters and make decisions. Most areas of the kōhanga reo are monitored including finances, personnel and administration. Strategic planning is ongoing. These plans are displayed with specific whānau goals that are complemented by an annual action plan. Whānau support and participation is recognised in a variety of ways, including fundraising, working bees, planned wananga and marae events. Children feel a sense of connection through strong whānau interest.

Key Next Steps

Planning, assessment and programme evaluation require strengthening. Planning does not currently address the needs of different groups of children. Assessment methods are yet to consistently show children’s learning and development over time. Programme evaluations do not always identify what worked well and any changes made to support children’s learning. Children’s individual and specific learning needs are yet to be addressed.

While whānau carry out and record regular fire drills, they acknowledge the need to record drills for earthquake and tsunami. It is timely for whānau to plan for, carry out and record evacuation drills for all probable emergencies. Children’s health and safety will benefit from attention to all evacuation drills.

Succession of specific roles and responsibilities is recognised by whānau as an ongoing challenge. While attempts have been made to grow leadership for Te Whāriki and administration, this has been largely unsuccessful. Children’s success will be enhanced by continued attention to building whānau capability.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • adults providing education and care are familiar with relevant emergency drills, including earthquake, and carry these out with children on an at least three monthly basis, record these drills and keep evidence of how evaluation of the drills has informed the annual review of the service’s emergency plan.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau work through the key next steps identified in this ERO report, including improvements with Te Whāriki planning, assessment and evaluation, and the management of whānau succession.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Mokopuna o Te Awamarahi will be in three years.

Evaluation

Te Kōhanga Reo o Ngā Mokopuna o Te Awamārahi is alongside Te Awamarahi Marae near Tuakau. The kōhanga reo and marae are strong advocates of Tainui tikanga and kawa and the Kīngitanga philosophy. Whānau are impressed with how the kōhanga reo supports their children’s learning. Children demonstrate that their identity as Māori and successful learners is nurtured well.

The next ERO review of Te Kōhanga Reo o Ngā Mokopuna o Te Awamārahi will be in three years.

1 Context

Te Kohanga Reo o Ngā Mokopuna o Te Awamārahi is situated on Te Awamārahi Marae on the outskirts of Tuakau. All kōhanga reo practices align to Waikato tikanga and kawa. The administrator is key to the maintenance and operations of the kōhanga reo. The marae and kōhanga reo share a common goal to ensure the tribe’s vision to grow its future leaders.

2 The Review Findings

How well do children show that their identity is being nurtured?

Children show that their identity as Māori and as learners is well nurtured at kōhanga reo.

Ngā Taumata Whakahirahira

Children enjoy an environment where their enthusiasm as learners is nurtured. They enjoy games, singing, dancing and working alongside kaimahi. Children can follow their interests and make decisions about their own learning. They have opportunities to be creative and explore ideas through problem solving. The kōhanga reo is well resourced. Older children are engaged in activities for long periods of time. Mirimiri is used to settle children into the daily routines of the kōhanga reo. Children are confident learners.

Children have meaningful connections with people, places and things. These relationships are based on whakapapa links. Children attend all activities on the marae. They demonstrate a sound understanding of Waikato kawa and tikanga related to manuhiri. Daily hugs with kaimahi and peers before and after kōhanga reo are a natural part of their routine. The kōhanga reo and marae are committed to the Kīngitanga movement. This is evident in their karakia, rituals related to kai time and their attendance at poukai. Children have a strong sense of their place in the kōhanga reo and community.

Children learn in an environment where te reo Māori is valued. Children have a good understanding of language functions such as karakia, whakapapa, mihimihi and roll call. Kaimahi use a variety of language patterns which children can confidently recite and respond to with very little support. Other successful strategies such as hand signs, repetition, instructions and questions support children’s language acquisition. Children’s successes in te reo Māori are celebrated. Children are well supported as developing speakers of te reo Māori.

Key Next Steps

Kaimahi are limited in their knowledge and use of te reo Māori with children. Currently kaimahi use what they know to sustain a te reo Māori speaking environment. Children’s te reo Māori language extension is limited by kaimahi knowledge and reo capability.

The learning programme has been planned and implemented with the older children in mind. The babies do not have a programme that caters for their physical, emotional and learning needs. At the moment they observe what the older children are doing but do not engage. Adult to child ratios do not currently support kaimahi to cater appropriately for babies.

Planning and Evaluation

Planning, programme evaluation and children’s assessment processes are in place. The planning is comprehensive and guides the learning programme. Kaimahi evaluate the learning programme and make changes as necessary. Assessment for the older children focuses on their learning. Whānau are well informed of what their children are learning and how they are progressing.

The charter, including policies and procedures has been reviewed. The charter provides clear guidelines for the way in which the kōhanga reo operates. Te reo Māori and whānau management are the key focus of the charter. The policies are current and procedures are in place. The health and safety of the children is the priority for the whānau.

The whānau has a strategic plan which aligns to the long term goals and objectives of the marae. Kaimahi qualifications, building maintenance and increasing the asset base are the focus of both the strategic plan and the annual plan for 2016. An action plan is in place to ensure that whānau aspirations for the future development of the kōhanga reo is realised. Whānau hui are regular and well attended. Clear, concise reporting ensures that key aspects of the kōhanga reo operations are reported against. Financial reporting is transparent and systems well maintained. Children are at the heart of decision making processes at the kōhanga reo.

Key Next Steps

Babies learning and developmental needs are not well monitored. While older children are well considered in assessment practices these do not extend to monitoring the specific learning milestones or needs of babies.

Kaimahi have an understanding about their roles and responsibilities, entitlements based on job descriptions, contracts, appraisal and professional development. A strategy is in place for them to attend wānanga as part of their professional development. Kaimahi are aware they align their dual roles to personnel policies and procedures.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

3.1 Implement an assessment process to monitor babies learning and progress

3.2 Ensure all reasonable steps are taken to provide staff employed job descriptions, employment contracts and professional development opportunities and resources through an appropriate appraisal system.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • plan programmes that are specifically targeted to meeting the needs of babies
  • whānau support kaimahi extend their knowledge and use of te reo Māori
  • establish an assessment process appropriate for babies
  • review and update all employment documentation and carry out kaimahi appraisals.
