1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ngā Puāwai is located next to the Nelson Marlborough Education Institute of Technology in Blenheim. The ERO August 2022 evaluation of Mana Whakahaere practices found kōhanga operations were being managed well. Mokopuna wellbeing, learning and whanaungatanga was the focus of decision making.

3 Evaluation Focus

How well do mokopuna benefit from learning that embraces their identity and belonging?

Mokopuna show a strong sense of belonging and identity through their positive learning experiences.

4 Findings - Mana Mokopuna

Mokopuna are immersed in an environment that fosters their identity. Kaimahi nurture mokopuna identity by providing opportunities to learn about their connections to their maunga, awa, iwi and whakapapa. This enables mokopuna to develop their understanding of who they are and how they relate to others. Mokopuna are developing an awareness of their role as tangata whenua through participating in whakatau manuhiri. Language learning strategies include waiata, prompts, repetition, and instruction. Tuakana are confident to use what they know in te reo Māori. Pēpi demonstrate their understanding through mimicking, body language and facial expressions. Daily routines consists of regular opportunities for tuākana confidently lead most aspects of the learning programme such as karakia and waiata. Te Pae Tuku Aka is a feature of the learning programme that introduces mokopuna to metaphoric language. Tuākana relationships with their tēina are positive and meaningful. Mokopuna self-esteem and confidence is enhanced through regular praise and encouragement. Mokopuna are learning about who they are and where they belong.

Key Next Steps

Whilst kaimahi contracts, job descriptions, kaimahi safety checks and pay parity attestations are in place, kaimahi performance appraisals are yet to be completed. Outcomes for mokopuna can be enhanced when there is a focus on building kaimahi skill and capability to become effective future leaders.

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must:

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

2 Context

Te Kōhanga Reo o Ngā Puāwai is located next to the Nelson Marlborough Educational Institute of Technology in Blenheim. It is the only service that provides total immersion education for young children in the Blenheim area.

3 Evaluation Focus

How well do mokopuna benefit from learning that embraces their identity and belonging?

The whānau provide an environment for mokopuna that embraces and fosters whanaungatanga.

4 Findings - Mana Whakahaere

Whānau work collaboratively to manage the day-to-day operations of the kōhanga reo. Whānau hui are held regularly. Practices in place promote a safe physical and emotional environment for mokopuna. The kōhanga reo financial position and budget is regularly reviewed and reported to whānau. Policies provide clear guidance for kaimahi and whānau. Health and safety registers are well kept, documented and signed. Monitoring and reporting is evident. Whānau processes ensure mokopuna wellbeing is at the centre of decision making.  

The strategic plan is informed by Te Ara Tuapae and identifies long and short-term priorities, and guides whānau goals and aspirations into the future. The plan promotes the uniqueness and success of the kōhanga reo kaupapa. Whānau have adopted Te Kōhanga Reo National Trust templates as part of their planning. Mokopuna benefit from whānau management that focuses on their needs and interests.

Whanaungatanga underpins planning, assessment, and programme evaluation. Year, term, monthly and weekly plans are set out well. They include desired learning outcomes, strategies, and resources to support programme implementation. Learning outcomes are specific to age groups. Kaimahi use a range of useful assessment methods. These include observations, portfolios and learning stories to capture mokopuna learning and progress. Kaimahi comments include kōrero mo ngā mahi, hononga ki te kaupapa and kōrero mo ngā hua o te ako. Kaimahi hui minutes include discussions about the strengths and areas for development of the learning programme, health and safety and operations. Mokopuna participate in learning experiences that enhance their sense of wellbeing and belonging.   

Key Next Steps

Human resource management practices need improvement. Appraisals of kaimahi require reviewing. Whānau should ensure that the appraisal process aligns to kaimahi job descriptions. It is also timely to consider how appraisals will lead to professional learning opportunities that enhance kaimahi practice. Mokopuna benefit when kaimahi continually build their knowledge and capability.

1 Context

Te Kōhanga Reo o Ngā Puāwai is located next to the Nelson Marlborough Educational Institute of Technology in Blenheim and the community māra kai. It is the only service that provides total immersion education for pre-schoolers. Whānau members have strong community networks to support the development and growth of the kōhanga reo.

2 The Evaluation Findings

How well do children participate in learning?

Children confidently participate in all learning experiences.

Ngā Taumata Whakahirahira

Children are learning to speak te reo Māori. Kaimahi use strategies such as body language, sign language, waiata and games to enhance children’s language development. Although English is frequently used by some of the older children, kaimahi model useful phrases to strengthen the knowledge and use of te reo Māori by children. They encourage children to converse with each other and with adults throughout the day. Children understand and respond appropriately to instructions. Children are developing their confidence to speak te reo Māori more regularly at their kōhanga reo.

Children confidently explore their learning environment. They learn about natural resources through sensory play and hands-on activities. Kaimahi provide opportunities for children to learn about atua Māori as part of what they do each day in the kōhanga reo, including through their daily routines and in whakaari. Children enjoy the company of other children and kaimahi while at kōhanga reo. Children have fun in their learning environment.

Children are supported to learn about who they are and where they are from. Kaimahi guide children to recite and share their pepeha with others in the kōhanga reo. Children take part in pōwhiri and mihi whakatau. They observe and participate in the process to welcome visitors into their space. Children are praised for their manaakitanga and the respect they show others. Whanaungatanga is valued in the kōhanga reo. Children appear settled and secure learners.

Planning and Evaluation

The whānau is developing confidence to manage the daily operations of the kōhanga reo with the support from the kaiwhakahaere. Whānau hui are held regularly and are well attended by whānau members. Processes for self review are in place. The charter has been reviewed and updated including all health and safety policies and procedures. All key operational matters are clearly identified on the annual plan and are closely monitored by the kaiwhakahaere. Te Ara Tūāpae is used as the framework for strategic planning. A key strategic priority is to increase whānau participation and involvement in the kōhanga reo. Children’s wellbeing, health and safety are assured.

Key Next Steps

Planning, assessment and evaluation requires strengthening. More detail is needed in programme planning to outline the specific strategies and resources required to deliver the identified kaupapa ako. The purpose of some planned activities for children is unclear. Assessment information does not show the scope of learning and progress of individual children. While kaimahi discuss and reflect on children’s learning, these discussions are not well documented to inform ongoing evaluation and improve the quality of the learning programme. Further development is required to establish robust planning, assessment and evaluation practices for kaimahi.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • strengthen planning, assessment and evaluation practices in the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Puāwai will be in three years.
