1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga reo o Ngā Puawai is located in Lower Hutt. It is licensed to cater for 20 mokopuna including two aged under two years of age at any one time. Whānau are presently recruiting a new kaiako. The kōhanga administrator is an experienced whānau member and took up the role earlier this year. Whānau aspire for a te reo Māori environment and pathway to Kura Kaupapa Māori. When ERO last evaluated the kōhanga in July 2019 there were plans for renovations to the building. These are yet to be achieved, support is being provided from the district office.

3 Evaluation Focus

How well do mokopuna show they are curious learners?

Whānau work together to provide a stimulating environment for mokopuna.

4 Findings - Mana Whakahaere

Whānau work collaboratively to manage the kōhanga reo. They have a good understanding of their roles and responsibilities. A strategic plan identifies short and long-term priorities for development. An annual plan details operational tasks across the year. Mokopuna health and safety is a priority. Appraisal processes are in place. Policies and procedures are reviewed at whānau hui. A variety of reports are presented including finances and kaimahi reports. Mokopuna benefit from good whānau management.

Planning and assessment processes are in place. Planning is a team effort and has a focus on mokopuna directed learning and age-appropriate activities and experiences. Intended learning is documented in daily, weekly, and long-term plans. Kaimahi know mokopuna strengths, interests and needs well. They gather a variety of information about mokopuna learning and successes through regular assessment. Kaimahi reflect on the learning programme during their hui. Mokopuna benefit from with purposeful learning activities and experiences that cater for their individual needs.

Key Next Steps

While kaimahi are highly reflective, they would benefit from increasing their understanding of effective planning, assessment and evaluation practices. It is timely for the whānau to seek support to build kaimahi skills and knowledge in this area to further enhance outcomes for mokopuna.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau seek ways to increase kaimahi capability to effectively plan and evaluate the curriculum.

Te Kōhanga Reo o Ngā Puāwai is located on Pomare School grounds in Lower Hutt. ERO’s recent evaluation found kōhanga reo operations are being managed adequately. An experienced kaiwhakahaere ensures administrative tasks are reviewed, monitored and reported. Mokopuna wellbeing are the focus of decision making. Kaimahi are supported to carry out their roles and responsibilities. A new kaiako was appointed after the Mana Whakahaere report was received.

3 Evaluation Focus

How well do mokopuna show they are curious learners?

Mokopuna show they are engaged and stimulated in their learning experiences.

4 Findings - Mana Mokopuna

Mokopuna are provided opportunities to participate in a range of learning experiences. The kōhanga reo is colourful, vibrant, and organised to meet the needs of the different age groups. Contemporary and traditional learning resources are accessible for mokopuna to make decisions about play and follow their interests. Kaimahi provide mokopuna with a range of activities that are fun, creative, and enjoyable. They value individual differences and consistently use positive affirmation to acknowledge mokopuna efforts and achievements. Mokopuna are confident and curious learners.

Kaimahi provide an environment that values te reo Māori me ngā tikanga Māori. They use appropriate strategies such as prompts, instructions, repetition, and modelling to support mokopuna te reo Māori development. The formal part of the day consists of regular opportunities for mokopuna to lead karakia and mihimihi. Kaimahi ensure mokopuna are included in whakatau where they learn about their role as tangata whenua. Through this, mokopuna learn ngā tikanga and kawa of their whare kōhanga reo. Tuakana are encouraged to be considerate when interacting with their teina. Kaimahi ensure all interactions are nurturing and caring. Mokopuna appear settled and happy.

Whānau continue to enhance the quality of operations by strengthening internal evaluation to further increase positive outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Ngā Puāwai is located in the grounds of Pōmare School in Lower Hutt. The whānau observe that their children are loved and well cared for in the kōhanga reo. They are focussed on renovations to the kōhanga reo facilities which will help to alleviate the significant waiting list of new children and whānau.

2 The Evaluation Findings

How well do children show aroha, manaaki and awhi?

Children express aroha, manaaki and awhi in their interactions with others.

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaimahi are confident speakers of te reo Māori and use language that is appropriate to children’s learning and development. They encourage children to take turns to recite basic sentence structure. Kaimahi work with individual children on correct language sounds and pronunciation. Children’s successes in learning te reo Māori are celebrated by all. Kaimahi respond to children’s language interactions with understanding and respect. Children are developing as early learners of te reo Māori.

Children are considerate of their friends, other people and the physical environment. Kaimahi ensure children regularly participate in whakatau for manuhiri to the kōhanga reo. Children are learning about their role as tangata whenua and how to behave appropriately in formal situations. Kaimahi settle children into their morning routines and are well prepared for each day. Kaimahi encourage children to take responsibility for the care of their whare and respect the resources. They provide a safe environment that promotes children’s well-being. Children are settled and secure.

Children are active explorers. Kaimahi provide a variety of fun and appropriate activities throughout the day. They sit alongside children to stimulate and extend their thinking and problem-solving skills as they work and play. Babies have opportunities to engage in sensory play. They enjoy experiences where they can touch and feel objects with different textures. Children move easily and confidently throughout the kōhanga reo with very little disruption to others who are working. Children are developing as active learners.

Planning and Evaluation

Whānau management of the kōhanga reo is well coordinated. Processes and procedures are in place to review, monitor and report on key tasks. All operations are aligned to Ngā Pou e Whā. The charter is updated and health and safety policies are current. Registers are in place and used regularly. Evacuation drills are well recorded and monitored. The annual plan clearly outlines key tasks to be attended to throughout the year. Finances are well managed and reported. The whānau manage the management and operation of the kōhanga reo in the best interest of the children.

Key Next Steps

Planning, assessment and evaluation practices require strengthening. Programme planning does not clearly identify what activities and resources are to be used to support children’s learning. Assessments do not link to what is planned for children and their learning. Children’s learning and progress are not clearly recorded. Programme evaluation does not clearly identify what worked, what can be improved and what steps can be taken to improve the learning programme.

Strategic planning includes short-term goals and is focussed on administrative tasks. The strategic plan does not set out the longer-term priorities and goals for the kōhanga reo. It would be timely for whānau to review and update their strategic plan to provide a clear future direction for the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluate, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen planning, assessment and evaluation of the children’s learning

  • update the strategic plan for the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

Children particularly enjoy sharing what they know about atua Māori in their physical and natural worlds. Inclusive and collaborative practices encourage children to challenge their thinking and develop their leadership in te ao Māori contexts. Children are well supported to learn te reo Māori.

Kaimahi care about their children’s learning. They closely follow children’s progress and milestones. Tīkanga is strongly embedded in transitions and routines. The koroua is invaluable in nurturing kaimahi, whānau and children in mātauranga Māori including tikanga. He uses oriori, chants, karakia and mirimiri to settle children. Children know their routines and learning expectations very well. They show respect and awareness of tīkanga associated with different kaupapa and activities. Children are confident and competent learners in their kōhanga reo environment.

Relationships and interactions are respectful. Children show love care and respect for each other, and their surroundings. Adults promote rangimārie, manaaki, aroha, and tiaki throughout the day in their daily interactions. Children enjoy being kaitiaki of their surroundings. Pēpi are monitored with care to build their confidence and develop independence. Older boys go to their koroua for assurance and guidance. Children are well cared for at kōhanga reo.

Key Next Steps

ERO recognises significant gains for individual children with te reo Māori and tīkanga across Te Whāriki. ERO recommends whānau and kaimahi work together to develop an approach that will record, capture and report children’s language development overtime.

Planning and Evaluation

The kōhanga reo is managed effectively by whānau. Hui are held regularly and cover all areas of management and operations. There is a high level of consultation with whānau. High standards of health, safety and care are maintained. Whānau fully understand their management responsibilities that are in line with Te Korowai and legislative requirements. Te reo Māori me ōna tīkanga underpins the way in which the kōhanga reo is managed for children. Children benefit from a well organised kōhanga reo.

Children’s holistic learning, development and wellbeing underpin programme planning through Te Whāriki. There is a highly responsive approach to managing Te Whāriki and promoting te reo Māori me ōna tīkanga. The koroua and kaimahi work effectively together to ensure that children’s needs are well catered for. Kaimahi know their children well. They regularly reflect on, and review their practices. Children participate in learning programmes that focus on their needs.
