1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ngā Purapura Hou is situated in the Kawerau District, Bay of Plenty. The kōhanga reo is licenced for 30 mokopuna including nine under two years of age at any one time. The whānau is mourning the loss of a prominent kuia of the kōhanga reo. They continue to uphold her legacy and provide positive outcomes for mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of whanaungatanga?

Mokopuna have positive and meaningful relationships and interactions with others.

Findings

Mokopuna are immersed in whanaungatanga. Most whānau are related through whakapapa. Kaimahi ensure all interactions between adults and mokopuna are nurturing and caring. Kaimahi are gentle and model values of aroha, manaaki and tiaki with mokopuna. Tuākana are encouraged to be considerate and caring when interacting with their tēina. Kaimahi expose mokopuna to language that nurtures their spiritual wellbeing. Kaimahi use deliberate strategies such as karakia, waiata and repetition to support mokopuna te reo Māori development. They provide tuākana opportunities to lead formal aspects of the learning programme such as pepehā through waiata. Kaimahi consistently praise mokopuna for their achievements. Mokopuna learn about their connection to others.

Mokopuna learn in an environment that is inviting and well organised. Whānau provide a range of strategies and resources to encourage mokopuna to interact with other. The indoor learning space is open plan with a good balance of busy and quiet areas. The outdoor play area promotes exploration and encourages mokopuna to combine play with physical activity. Mokopuna know their learning spaces and this fosters continued confidence as they enthusiastically participate as they pursue their interests. 

Kaimahi plan the learning programme, monitor mokopuna learning and progress and evaluate the quality of the learning programme. Planning is thorough, organised and documented. Kaimahi plan activities to suit different age groups, individual interests and mokopuna learning needs. Mokopuna individual learning journeys are captured in kōnae books. These contain a range of sources of information including photos of mokopuna engaged in a variety of learning kaupapa. Kōnae give attention to mokopuna participation, progress, and development. Kaimahi meet regularly to reflect and review their practice. They use this information to improve the quality of the learning programme. Mokopuna are confident and enjoy a programme that meets their learning needs.

Whanaungatanga influences the whānau approach to management of kōhanga reo operations. The Tūtohinga provides guidance and direction for the whānau and is underpinned by the values of Te Korowai. There are clear expectations for whānau about decision-making, management, responsibility, and accountability. Whānau hui minutes are informative and thorough. Health, safety and personnel policies and procedures align to legislation. Emergency evacuations are regularly practiced and documented. Whānau monitor health and safety practices to ensure the wellbeing of mokopuna is prioritised.

The whānau strategic plan is informed by Te Ara Tūāpae. This includes the goals and aspirations for the future direction and development of the kōhanga reo. An action plan includes resourcing, timeframes, and desired outcomes. The annual plan identifies key areas of operation, actions and timeframes. The whānau have shared responsibility to meet all priorities. Personnel management practices support kaimahi growth and development. Employment contracts and job descriptions provide clarity of expected responsibilities. Kaimahi appraisals are complete with an ongoing focus of enhancing kaimahi knowledge and skills.

Key Next Steps

Whānau and kaimahi shared their intention to enrol kaimahi on Te Kohanga Reo National Trust courses to further develop their knowledge and skills to be supportive and effective practitioners.

ERO supports this key next step which will continue to foster positive outcomes for mokopuna.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau collectively continue to enhance the quality of learning and care for Mokopuna.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Planning and Evaluation – including programme planning, assessment and evaluation, and whānau self-review, planning and reporting
  • Any other significant issues identified since the previous ERO review.

2 Context

Te Kōhanga Reo o Ngā Purapura Hou is in Kawerau. The previous ERO review report of June 2018 identified several areas for improvement in relation to planning and evaluation. The whānau have worked collaboratively to address these areas for improvement. They attribute the improvements since the previous ERO review to the increased commitment and active involvement of whānau members.

3 Findings

Planning and Evaluation

Programme planning, evaluation and assessment practices have improved. Kaimahi have worked collaboratively to establish more consistent approaches to programme planning, assessment and evaluation. Kaimahi hold weekly hui where they discuss kōhanga reo operations. There is greater awareness by kaimahi to link planned learning experiences to children’s progress.

The whānau has improved the organisation and management of their kōhanga reo. Regular hui are held with good attendance by the whānau. Reporting about kōhanga reo operations is regular. Aspects of personnel management have been addressed. A strategic plan is now in place. Further hui are planned to unpack necessary detail about the management of strategic goals. Policies have been reviewed. There is now a regular cycle of review in place. Whānau practices align to the expectations and standards outlined in the charter.

Self-review practices have also improved. Whānau wānanga are held throughout the year and focus on increasing their involvement in the kōhanga reo and learning about the kaupapa of kōhanga reo. Whānau are united in their contribution to their children’s education.

Key Next Steps

While there have been clear improvements since the previous ERO review, whānau and kaimahi should continue to build upon what they achieved to date and strengthen current practice.

Programme planning documents should provide detail and direction for what learning activities will be provided for each group of children in the kōhanga reo, what the learning goals will be, and how kaimahi will support this. Assessment must link back to the learning goals set in programme planning.

While there are good examples of effective programme evaluation by individual kaimahi, it is important for all kaimahi to share what is working well in the learning programme, and what can be changed to better cater for different groups of children.

The strategic plan requires more detailed information about what the specific goals are for the future of the kōhanga reo and how the whānau will achieve those goals in the short and longer term. Without this detail in the strategic planning, it will be difficult for the whānau to evaluate how well they are progressing towards achieving their aspirations for the kōhanga reo.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • focus on lifting the quality of current programme planning, evaluation and assessment practices
  • strengthen strategic planning to support the whānau to achieve their long-term aspirations for their kōhanga reo.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Purapura Hou will be in three years.

1 Context

Te Kōhanga Reo o Ngā Purapura Hou is in Kawerau. Most children and their whānau have whakapapa connections to Tūwharetoa ki Kawerau. The kōhanga reo whānau use the extensive knowledge and experience of their kuia for leadership and guidance. Following recent personnel issues kaimahi have taken on new roles. The whānau is committed to improving management of the kōhanga reo and outcomes for children.

2 The Evaluation Findings

How well do children show a sense of belonging?

Children show a strong sense of belonging to the kōhanga reo.

Mana Tangata

Children experience positive relationships. They are comfortable and confident in their interactions with adults and their peers. Participation of fathers and grandfathers is a special feature of whānau involvement. Children are immersed in aroha, manaaki and tiaki. Children readily seek assurance from adults. They learn about their whakapapa to affirm who they are and their place within their whānau, hapū and iwi. Children learn waiata to strengthen their understanding of the local pepeha. Children treat each other with care and respect.

Mana Reo

Children explore te reo Māori in a supportive environment. They are at varying levels of understanding. Kaimahi speak te reo Māori when working with children. They use a range of fun activities including prompts, questions and repetition to encourage children to speak te reo Māori. Older children respond to commands and closed questions in te reo Māori. Babies communicate through facial expressions and body language. Whānau learn te reo Māori alongside their children during teaching and learning activities. The kuia models high quality te reo Māori through kōrero, karakia and waiata. Children are developing as emergent speakers of te reo Māori.

Planning and Evaluation

Key Next Steps

Planning, assessment and programme evaluation needs strengthening. Kaimahi have long term planning in place. They have yet to develop short term plans. Kaimahi acknowledge there are gaps in their understanding of planning. Kaimahi have in place mokopuna portfolios. However, it is time for kaimahi to review this process in order to make clear links between the learning programme and children’s progress. Programme evaluation requires some attention. Kaimahi do not meet regularly to discuss what worked, what didn’t work and any improvements to the learning programme. It is time for whānau to seek professional support for kaimahi in order for them to enhance their practices with children. Children’s learning is hindered by a lack of quality planning, assessment and programme evaluation practices.

The kōhanga reo is not well managed. While there is good whānau involvement in daily activities whānau do not hold regular whānau hui to discuss and monitor kōhanga reo operations. The charter provides clear guidance for management however this is still being embedded in day to day operations. Whānau do not fulfil their management responsibilities to the kōhanga reo kaupapa. Whānau do not monitor all areas of kōhanga reo operations including strategic planning, personnel management, policy review, kaimahi reporting and health and safety issues. Internal review is inadequate. Children do not benefit from a kōhanga reo that is well organised and managed.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Provide wānanga to support whānau understanding of the kaupapa of te kōhanga reo and their obligations to the management of the kōhanga reo
  • Hold and record regular whānau hui to discuss and monitor kōhanga reo operations
  • Seek professional support to strengthen planning, assessment and evaluation practice
  • Strengthen internal review.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Purapura Hou will be within two years.
