1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

Te Kōhanga Reo o Ngā Tau e Toru is based at Te Horo School in Pipiwai, to the west of Whangārei. The kōhanga reo affiliates to the hapū of Te Orewai in Ngāti Hine. Tau Henare Marae and the local ancestral surrounds are integral to children’s learning of te reo Māori me ōna tikanga.

3 Evaluation Focus

How well do mokopuna show their knowledge of te reo Māori and tikanga Māori?

Mokopuna show their knowledge and understanding of te reo Māori and tikanga Māori through their learning experiences.

4 Findings

Mokopuna are immersed in learning that affirms their connections to whānau, hapu and iwi.  Whānau support mokopuna to participate in pohiri, whakatau and events held at the marae where they experience expert modelling of te reo and tikanga Māori. Kaumatua and kuia provide leadership during these times. Mokopuna hear te reo Māori used around them in both formal and informal settings. Kaimahi use language strategies such as questions, prompts and repetition to reinforce mokopuna te reo Māori development. They consistently praise mokopuna for their efforts.  A variety of activities are provided for mokopuna to use their imagination and promote curiosity as they explore and be creative. Kuia, kaimahi and whānau model aroha, manaaki and tiaki. Whanaungatanga underpins all interactions. Mokopuna enjoy learning about their links to whānau, hapū, iwi and whenua.  

Mokopuna learning is well catered for, monitored, and documented. Kaimahi work well together to plan mokopuna learning and regularly evaluate the quality of the learning programme. Planning is detailed and guides the implementation of kaupapa mahi that has clear links to Te Whāriki-a-Te-Kōhanga Reo. Mokopuna portfolios are focused on the development of each mokopuna. Kaimahi regularly discuss changes that enhance the learning programme. Mokopuna learning is a priority. 

Whānau have processes in place for managing the kōhanga reo. They meet regularly to discuss matters of interest and to make decisions for improvement. Regular recording and reporting across all aspects of the kōhanga reo operations is managed well. The annual plan identifies key areas of operations and when these must be attended to. Personnel management systems are in place.  Appraisals lead to professional development for kaimahi. The Tūtohinga outlines the expectations and guidelines needed to manage the kōhanga reo operations. Core health and safety policies and procedures are in place. Kaumatua and kuia contribute to decision making and help guide all operations. Mokopuna are the focus of whānau whakahaere

Key Next Steps

While the whānau have identified their goals and aspirations in the strategic plan, it’s important to develop an action plan to record and monitor progress and to assist whānau to realise their aspirations. Mokopuna benefit when their future needs are carefully planned and monitored.

Although health and safety policies and procedures are a priority for whānau, earthquake drills have not been regularly completed. Whānau must ensure all requirements for earthquake evacuation drills are carried out and documented. 

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, they must:

  • ensure adults providing education and care are familiar with relevant emergency drills and carry these out with children on at least a three-monthly basis.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • develop an action plan to realise the strategic aspirations of whānau
  • establish regular practices for earthquake evacuations.

1 Context

Te Kōhanga Reo o Ngā Tau e Toru is based at Te Horo School in Pipiwai, to the west of Whangārei. The kōhanga reo affiliates to the hapū of Te Orewai in Ngāti Hine. Tau Henare Marae and the local ancestral surrounds are integral to children’s learning of te reo Māori me ōna tikanga. The whānau support the kōhanga reo because they believe that te reo Māori me ōna tikanga provide a strong platform for the continued growth of the kōhanga reo. A whānau member has recently stepped into the role of administrator and is currently enrolled in Te Tākaimatua.

2 The Evaluation Findings

How well do children express whanaungatanga?

Children confidently express whanaungatanga in different ways throughout their time at kōhanga reo.

Ngā Taumata Whakahirahira

Children learn in an environment where whanaungatanga is a basis for all relationships. Kaumātua regularly attend the kōhanga reo. Their interactions with children are loving and supportive. Children show aroha and respect for their kaumātua. Kaimahi ensure children are considerate of their peers and adults. Children are also encouraged to show care and concern for themselves. Kaimahi ensure that the programme is consistent throughout the day. Children are familiar with routines. They make smooth transitions across the different parts of the programme. Children are calm and settled in their work throughout the day. Children interact with others in respectful ways.

Children regularly explore their physical and natural environment. The local Mormon church, Te Horo School and the marae have a significant influence on what children are learning. Kaimahi also plan excursions throughout the region to support children’s understanding of how they are connected to important landmarks and prominent places. Children are developing an understanding of how who they are and where they come from.

Children are well supported to learn te reo Māori. The kaiako is a native speaker of the Ngāti Hine dialect. Other kaimahi are also competent speakers of te reo Māori. Children hear the dialect of Te Taitokerau throughout the day. Kaimahi provide a range of strategies to support children’s language development. These include prompts, questions and directions. The older children reply using single word or short sentence responses. Children are regularly involved in events at the marae. This provides them opportunities to hear formal language that is specific to the paepae. Children are developing as speakers of Ngāti Hine dialect.

Children are aware of the natural and physical environment of their iwi. Kaimahi use natural resources from the environment to support learning experiences for children. They provide a range of physical resources which children are able to explore and experiment with. There are opportunities for children to initiate learning that is meaningful to them. Babies are encouraged to explore their immediate environment. Kaimahi create calm learning spaces and make available resources that are appropriate for babies. Children are confident learners.

Planning and Evaluation

Children are well supported by the involvement of their whānau. There is strong support in place for the management of the kōhanga reo. Kaumātua show a strong interest in the management and direction of the kōhanga reo, with regard for te reo Māori me ōna tikanga. Whānau hui are regular. Whānau minutes are well structured and focus on key aspects of operations. Discussions focus on monitoring the quality of care for children. The health and safety of children is a constant priority. Personnel management responsibilities are maintained. Whanaungatanga is upheld in the management of the kōhanga reo for children.

The future of the kōhanga reo is guided by a strategic plan. The whānau has applied the Te Ara Tūāpae framework to plan their specific needs and goals for growth and improvement. These include property, training, building te reo Māori capacity and mātauranga Māori specific to their area. There is some useful information stored in whānau monthly minutes that can be used to report on strategic progress as a whānau.

Kaimahi have processes for programme planning. Kaupapa ako are clearly focused on what knowledge is a priority for the children. Planning for learning is informed by shared professional discussions amongst kaimahi. Programme implementation is clearly guided by planning. Children benefit from planning that is well organised.

Key Next Steps

Programme evaluation and assessment require further development. Children’s progress in learning is not regularly monitored. Kaimahi acknowledge the need to strengthen assessment and programme evaluation practices. Strengthening both will ensure a focus on better outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Strengthen programme evaluation and assessment practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Tau e Toru will be in three years.
