1 Te Horopaki

E tū ana Te Kōhanga Reo o Ngāhauranga ki Tawa. He tauhou te nuinga o ngā mema o te whānau ki te kōhanga reo me tōna kaupapa. Kātahi anō ka whakanohohia ētahi o ngā kaimahi ki ngā tūranga i te kōhanga reo.

2 Ngā Whakaaturanga o te Arotake

Ngā Taumata Whakahirahira

Te Whakamahere me te Aromātai 

Ka mātua whai whakaaro te whānau ki te hauora me te haumaru o ngā tamariki. Ngā Whakaritenga Matua ka Whai Ake

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e te Tari Arotake Mātauranga ngā pūnaha o te ratonga ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti) 
  • ngā whakaritenga, tikanga hōneatanga e pā ana ki te ahi me te rū whenua.

1 Context

Te Kōhanga Reo o Ngāhauranga is in Tawa, Wellington. There are a number of whānau new to the kōhanga reo and its kaupapa. Some kaimahi are newly appointed to their positions in the kōhanga reo.

2 The Review Findings

To what extent do children use te reo Māori? 

Children are comfortable in a te reo Māori environment nevertheless they are not able to express themselves fully in te reo Māori.

Ngā Taumata Whakahirahira

Children are comfortable when exposed to te reo Māori. Kaimahi encourage the use of te reo me ōna tikanga during formal learning activities. Children recite karakia, pepeha and enjoy a range of waiata that supports their language learning. They have opportunities to lead and share what they know. Children use the language that they are familiar with.

Children are familiar with the daily routines. Transitions are managed well as children move from one activity to the next. Children respond well to praise and encouragement. They have fun and enjoy meaningful relationships with peers, kaimahi and whānau. Children are settled and happy.

Children learn about the wider world. They visit places of interest that are important to them and their whānau. Children enjoy hearing stories about the world around them. They revisit their experiences and talk about what was interesting to them. Children are developing an awareness of their environment.

Key Next Steps

Children are at the early stages of language learning. Children are not immersed in te reo Māori. Whānau recognise the need to increase te reo Māori use by kaimahi and whānau to support children’s language development. Children are not able to express themselves fully in te reo Māori.

Planning and Evaluation

Whānau give priority to the health and safety of children. Whānau minutes show a well-documented communication trail relating to property issues that express concerns about the safety and wellbeing of children. Whānau understand the importance of children’s health and safety.

Key Next Steps

Kaimahi currently manage the day to day operations and administration tasks as well as implementing the learning programme for children. It is important that whānau assume some of these responsibilities.

Assessment and programme evaluation practices are weak. Kaimahi have a limited understanding of the purpose of assessment and evaluation. Assessment information does not show how each child is progressing and it is not used to inform programme planning. Children’s learning is not well supported.

Kaimahi and whānau do not evaluate the effectiveness of their practices. Self-review information is not linked to outcomes for children. Regular self-review activities that have are direct impact on children are incomplete or overdue. These include employment contracts and kaimahi appraisal. There is insufficient information to determine appropriate professional development for kaimahi. Children’s needs are not catered for.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The kōhanga reo building and premises require major structural repairs. These are beyond the financial capability of the whānau.

The whānau must ensure that:

3.1 all reasonable steps are taken to promote the health and safety of children including all reasonable precautions to prevent accidents, and that ensuring the premises, facilities, and other equipment on those premises are kept in good repair and are maintained regularly

3.2 the kōhanga reo premises and facilities, having regard to the number and age range of the children attending the premises, provide sufficient and suitable space for a range of activities, facilities for food preparation, eating, sleeping, storage, toileting, and washing, and sufficient and suitable heating, lighting, noise control, ventilation, and equipment to support appropriate curriculum implementation, and safe and healthy practices

3.3 kaimahi plan, implement, and evaluate the prescribed curriculum for kōhanga reo that is designed to enhance children’s learning and development through the provision of learning experiences that responds to the learning interests, strengths, and capabilities of enrolled children; and provides a positive learning environment for those children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

That the whānau work closely with district kaupapa kaimahi to develop and implement an action plan to address issues identified in this report.
