1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Ngā Taumata Whakahirahira – strengthen the learning programme to support te reo Māori development
  • Planning and Evaluation – improve the quality of children’s learning experiences, whānau roles and responsibilities, self-review practices, and personnel management
  • Areas of non-compliance – health and safety of children, kōhanga reo premises and facilities, and curriculum for kōhanga reo
  • any other significant issues identified since the previous review.

2 Context

Te Kōhanga Reo o Ngāhauranga is in Tawa, Wellington. Since the 2016 ERO review, the whānau has addressed the identified key next steps including te reo Māori, health and safety for children, and property issues. One of their core objectives is to encourage more whānau into roles of responsibility within the kōhanga reo.

3 Findings

Ngā Taumata Whakahirahira

Area of progress

Children are learning to communicate using te reo Māori. Kaimahi use a range of strategies to encourage children to speak te reo Māori. Karakia, hīmene, waiata and mihi help children to use language structures in formal settings. Kaimahi introduce new words using rotarota, mirimiri and counting. Children are encouraged to mimic words and instructions in the daily programme. Kaimahi support the babies to use facial expressions and body language to communicate. They provide children with basic words to greet others and respond appropriately in different situations. Tuakana respond positively to leading karakia and supporting babies to learn te reo Māori. Children are developing as early speakers of te reo Māori.

Planning and Evaluation

Areas of progress

Children’s needs, interests and development guide kaimahi to improve the quality of learning. Kaimahi have processes that align programme planning, programme evaluation and assessment practices. They work together to provide children with activities that meet their individual needs. Te Whāriki ā Te Kōhanga Reo helps them to make links with each Taumata Whakahirahira, atua Māori and seasons of the year. Kaimahi encourage parents to contribute to the learning programme. They meet weekly to discuss and share ideas to improve the quality of delivery for children. Kaimahi have created an assessment booklet to capture the learning progress of each child. Photos, samples of work and kaimahi notes are included as evidence of children’s learning and development. These booklets are shared with parents for their feedback. Children enjoy learning.

The whānau has implemented processes to strengthen kōhanga reo management practices. They have a clear understanding about their roles and responsibilities. A strategic initiatives document provides direction for the whānau based on their agreed priorities. The whānau has implemented personnel systems to meet legislative requirements, such as kaimahi contracts, police vetting and appraisal. There are links to the professional development programme to support the needs of individual kaimahi. Health and safety systems are in place. The kōhanga reo premises and facilities are regularly checked for hazards, hygiene practices are followed, and registers for accidents, incidents and emergency drills are used. Children benefit when the kōhanga reo is effectively managed.

Key Next Steps

Self review requires further development. Although the whānau has a self-review plan, this has not yet been implemented. Reporting on key aspects of operations will strengthen self review. Children will benefit from operations that are monitored for ongoing improvements.

All areas of non-compliance identified in the previous ERO report have been addressed. Children’s learning, health and wellbeing is paramount.

4 Recommendation

ERO and whānau agree that the whānau seek appropriate support to strengthen self-review practices in their kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngāhauranga will be in three years.
