1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

“Te harakeke ko ngā mokopuna e ako ana, e tipu ana i raro i te maru o tēnei maunga tapu”

Te Kōhanga Reo o Ngāti Patea is in Patea, South Taranaki. The kōhanga reo had been operating from temporary premises due to fire damage to their original building. Early this month, the whānau carried out relicensing and moved back to their renovated premises.

3 Evaluation Focus

How well do mokopuna understand who they are as Māori?

Mokopuna demonstrate an increased understanding of who they are across a range of activities and events.

4 Findings

Mokopuna learn in an environment in which their identity is nurtured. Kaimahi encourage all mokopuna to participate in whakatau and pōwhiri. They support them to understand and enact their role as tangata whenua. Mokopuna are developing an understanding of who they are and where they belong.

Mokopuna are supported to learning te reo Māori. Kaimahi use strategies such as instructions and prompts to support their language learning. Regular participation in planned activities, such as karakia, hīmene, pepehā and waiata, reinforces language patterns for mokopuna and builds their confidence. Tuākana are given time to independently use te reo, demonstrating their understanding of kupu and simple sentences. Mokopuna are developing as speakers of te reo Māori.

Mokopuna learn to build positive relationships with others. They learn from and interact with kaumātua within the programme. They learn tikanga and kawa as a whānau, with individuals taking various roles and responsibilities. Tuakana regularly lead and model appropriate ways of being to tēina. Kaimahi model manaakitanga in their interactions. Mokopuna are happy and respectful towards others.

Mokopuna learning, and care is at the centre of whānau management. Whānau hui are regular and well documented. There is good whānau participation in the kōhanga reo. The tūtohinga provides guidance and information for whānau. Health and safety policies and procedures have been reviewed. Their support is recognised during hui, haerenga, property maintenance and operations.  Processes for planning, assessment and programme evaluation are in place. Planning is detailed and makes clear links to Ngā Taumata Whakahirahira. Assessment information identifies mokopuna learning and progress and is regularly shared with whānau. Kaimahi hui together to reflect on the learning programme. Kaimahi employment documentation is in place. Mokopuna benefit from a well-managed kōhanga reo.

Key Next Steps

There is no process in place to ensure key tasks are completed in a timely manner. The annual plan requires completion to provide clear guidance for the management of key operational tasks.

There is no clear strategic plan in place. Whānau have identified goals and aspirations but these need clearer planning to ensure future developments and sustainability for the kōhanga reo.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

ERO and the kōhanga reo whānau developed the following recommendation:

Evaluation

Te Kōhanga Reo o Ngāti Pātea is in South Taranaki region. Whānau have whakapapa connections to Ngāti Ruanui. Taranaki dialect and tikanga is integral to children’s learning about their culture and identity. Children are settled and happy at the kōhanga reo .

The next ERO review of Te Kōhanga Reo o Ngāti Pātea will be in three years.

Te Kōhanga Reo o Ngāti Pātea is in Pātea, South Taranaki. Ngāti Ruanui kaumātua continue to provide support for whānau and mokopuna. Local iwi and marae members also follow the kōhanga reo with interest particularly around the quality of Māori immersion education that their mokopuna receive. Whānau are supportive of the kaupapa of kōhanga reo. They are learning te reo Māori alongside their tamariki.

How well do children demonstrate confidence in their kōhanga reo?

Children are confident and happy in their kōhanga reo.

Ngā Taumata Whakahirahira

Children are encouraged to use te reo Māori. Kaimahi provide a range of opportunities that reinforce Taranaki dialect and tīkanga. Kaimahi use a range of strategies to support children’s language development. Whānau members report that hearing their children speak Māori has encouraged them to use te reo Māori at home as well. Children are developing confidence as speakers of te reo Māori.

Children experience positive and respectful relationships. Tuakana show manaaki and aroha towards their teina and support them in their learning. Children’s confidence as independent learners is encouraged and nurtured. Daily routines is well established. Children enjoy each other’s company.

Children enjoy the variety of experiences and kaupapa learning activities that the daily programme provides. Kaimahi encourage children to explore te reo Māori me ōna tīkanga in meaningful ways, including shared whānau learning time, independent exploration and a range of kaupapa ako. Kaimahi provide additional challenges to extend children’s language skills. Children are stimulated and engaged in their learning.

Planning and Evaluation

Whānau work well together to manage the kōhanga reo. There are clear processes for managing the kōhanga reo. Whānau have clear aspiration and goals for their children. Monthly whānau hui provide regular opportunity for whānau to discuss priorities for operational matters that focus on improvement and continual growth. Children’s wellbeing is central to whānau decision making.

Children’s interests and needs inform programme planning. Kaimahi follow planning guidelines that clearly align to Te Whāriki and Ngā Taumata Whakahirahira expectations. Kaimahi meet to discuss the quality of the learning programme that contribute to teaching and learning improvements for children. The profile books have good information and show children’s progress and success with te reo Māori and kaupapa learning. Children’s learning and progress is well-monitored.

Key Next Steps

The kohanga reo whānau recognise the importance of strong internal review that focus on monitoring all areas of kōhanga reo operations to inform ongoing improvements for children. A programme of regular internal review will inform forward planning expectations.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

  • whānau strengthen the quality of internal review across all areas of kōhanga reo operations to support sustained growth and continual improvement.

Conclusion

Te Kōhanga Reo o Ngāti Pātea is in South Taranaki region. Whānau have whakapapa connections to Ngāti Ruanui. Taranaki dialect and tikanga is integral to children’s learning about their culture and identity. Children are settled and happy at the kōhanga reo .
