1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi.

2 Context

“Ko Te Arawa te waka, ko Ngongotahā te maunga tapu, ko Te Rotorua-nui-a-Kahumatamomoe te roto, ko Ngongotahā te kōhanga reo

Te Kōhanga Reo o Ngongotahā is located on the grounds of Te Marae o Parawai near the township of Ngongotahā. Whānau maintain a focus on strengthening te reo Māori me ōna tikanga across all aspects of the kōhanga reo.

3 Evaluation Focus

How well do whānau processes and systems contribute to positive outcomes for mokopuna?

Whānau have some processes and systems that promote positive outcomes for mokopuna learning and wellbeing across most areas of the programme.

4 Findings - Mana Whakahaere

Whānau have processes and systems to manage some aspects of kōhanga reo operations. Hui ā whānau are well attended and include a range of discussions including regular reports across finance, mokopuna learning and administration. Minutes are detailed and document insightful information. Health and safety policies and procedures are in accordance with current legislative requirements. Emergency drills for fire and earthquake are practiced and recorded regularly. Relevant registers are completed consistently to monitor mokopuna health, safety and wellbeing. An annual plan guides whānau to complete key administrative and operational tasks in a timely manner. Mokopuna benefit from collective whānau whakahaere practices.

The learning programme is guided by planning that considers the learning needs of mokopuna. Kaimahi collaborate with whānau to design the content of the programme. Planning has clear links to Te Whāriki ā Te Kōhanga Reo and defines appropriate objectives and outcomes for mokopuna learning. Annual, term and weekly plans provide direction for learning and include a range of activities and resources to reinforce learning. Mokopuna benefit from planning that provides clear guidance for implementation.

Key Next Steps

The strategic plan requires strengthening. It is time for the whānau to review the strategic plan. Aspirations and long term priorities are not clearly identified. The whānau and ERO agree that more work is required to ensure long term sustainability of the kōhanga reo.

Mokopuna assessment and programme evaluation requires attention. It is important that whanau seek support for kaimahi to develop their understanding of how assessment and evaluation influences the quality of programme planning.

While whānau have a robust Child Protection policy in place, they acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau and kaimahi engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Act to continue to prioritise mokopuna safety and wellbeing.

ERO was not able to access documentation related to the management of personnel matters. It was agreed that all information be made available to ERO during the onsite visit. This will enable ERO to make judgements about how well whānau support kaimahi in their professional capacity as educators.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga whānau agree to work alongside the district office for support to address the key next steps identified in this report.

Evaluation

Te Kōhanga Reo o Ngongotahā is in Ngongotaha, Rotorua. Strong and sustained relationships amongst whānau contribute to positive outcomes for children. This also enhances the management of the kōhanga reo. Effective internal evaluation practices place the kohanga reo very well to sustain quality outcomes for children and their whānau.

1 Context

Ko Te Arawa te waka, ko Ngongotaha te maunga tapu, ko Te Rotorua-nui-a-Kahumatamomoe te roto, ko Ngongotaha te kōhanga reo.

Te kōhanga reo o Ngongotahā is located in the grounds of Parawai marae, close to the township of Ngongotaha. The kōhanga reo has operated for 29 years. The kōhanga tutohinga mission statement is centred on the promotion of te reo Māori through effective management of Te Whāriki and the kōhanga reo for children.

2 The Review Findings

How well do children show they are happy, well cared for and positive?

Children are happy, well cared for and positive.

Ngā Taumata Whakahirahira

Children are immersed in a rich te reo Māori learning environment. They confidently recite their pepeha. Kaiako use effective strategies to refine children’s use of the language as they learn and explore. They promote spontaneous and shared conversations to challenge and extend children’s thinking and language. Teina are tuned in with interest to conversations by tuakana as they try to understand what is being said. Praise from kaimahi for their effort is enjoyed by all. Children confidently express themselves in te reo Māori.

Children enjoy positive relationships with each other and the adults around them. They take good care of their siblings. There are warm greetings when other children and their parents arrive at kōhanga reo. Whakapapa is reinforced throughout the range of learning opportunities. Children are familiar with tikanga that reflects whānaungatanga. They know a range of waiata, karakia and display the appropriate behaviour for pōhiri as tangata whenua. Adults connect well to children in meaningful ways at all times. Children learn about the positive aspects of good relationships with people and places.

Children learn in a positive environment where they are nurtured and receive individual and responsive attention. Kaimahi know their children well and focus on responding to their specific learning and care needs. Children are settled and enjoy being at kōhanga reo. They enjoy a well-developed and resourced learning environment. They know their learning spaces well and are able to easily access a wide range of resources to stimulate their development and interests. Children show respect for their physical and natural surroundings. They like to assist kaiako in preparing and clearing up activities. Children are developing behaviours of manaaki and tiaki for self and others. Children are confident and happy learners.

Planning and Evaluation

The kōhanga reo is effectively managed by whānau as the focus on responding to the interests of children. All management systems and practices are upheld. Whānau members implement quality management processes and report on successes and achievements. The whānau and kaimahi uphold all expectations for the care of children as set out in their Tūtohinga. There is constant focus on providing professional learning and development for kaimahi and whānau to grow capability across all areas of the kohanga reo. Strong whānau involvement in the kohanga reo and regular whānau wānanga supports long term effective management for children.

Children’s learning and progress is well documented and reported. A wide range of learning experiences are captured in children’s portfolios. This information clearly shows children’s progress with strong links to Te Whāriki. Children’s learning and demonstration of whānaungatanga is well documented. Whānau are well informed about children’s learning and development Evaluation practices are well developed and used effectively to monitor programmes and kaimahi practices. Evaluation information is used to raise the quality of the learning programme and make clear decisions about what matters most. Children enjoy a programme that responds to their diverse needs.

Children benefit from identified improvements made in their kōhanga reo. There are well developed evaluation and review practices in place. This provides whānau and kaimahi with regular information about key aspects of the kohanga reo operations. Internal evaluation is well used to ensure continual improvements and sustainable practices. The whānau have in place a detailed and clear strategic plan, goals and actions. These are regularly monitored and reported which maintains focus on continual improvement and growth.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • continue to use internal evaluation to effectively support regular reporting on progress of planned strategic goals and actions.

Conclusion

Te Kōhanga Reo o Ngongotahā is in Ngongotaha, Rotorua. Strong and sustained relationships amongst whānau contribute to positive outcomes for children. This also enhances the management of the kōhanga reo. Effective internal evaluation practices place the kohanga reo very well to sustain quality outcomes for children and their whānau.

When is ERO likely to review the kōhanga reo again?

Te Kōhanga reo o Ngongotaha sits beneath the sacred mountain of Ngongotaha. It is located in the grounds of Parawai Marae close to the township of Ngongotaha. The kōhanga reo has operated for 26 years. It has stable whānau and staff who are committed to maintaining the wellbeing of this kōhanga reo.

Whānau chose Ngā Taumata Whakahirahira and whānau management as the focus for the review. Ngā Taumata Whakahirahira includes Mana Reo, Mana Tangata, Mana Atua, Mana Aotūroa and Mana Whenua.

The whānau maintains a high quality Māori immersion environment. Kaimahi are competent speakers of te reo Māori. Children are developing competency in te reo Māori.

Kaimahi focus on developing each child’s sense of self respect and valuing others. They model positive relationships between children, adults and between adults and children. Through these relationships children learn about themselves and respect for others.

Relationships between kaimahi and children are caring, warm, nurturing and responsive. Children interact confidently with kaimahi and their peers. Through these experiences children are learning about their ancestral heritage and connections to others.

Children go on outings to assist them to learn about te ao Māori in real life contexts and through their play.

Kaimahi support children in their learning and development. The programme is child focused. Children are encouraged to be self managing and independent. They enjoy being at kōhanga reo where they are able to develop and learn about protocols and rituals that govern their day and keep them safe.

Whānau manage the kōhanga reo in the best interests of the children. Te Ara Tūāpae informs kōhanga reo strategic objectives and actions. Whānau need to document their strategic and annual plans. This would enable them to understand their future priorities and direction.

The whānau manages the kōhanga reo finances effectively. Whānau practice reflects elements of good employer practice. Self review supports the kōhanga reo whānau to monitor and improve their operations and practice. Planning identifies and meets the needs of children. It guides the implementation of the programme. Children gain knowledge and confidence learning about te ao Māori and the wider world.

Children’s assessment information shows that they are learning and developing well. The evaluation of the programme requires strengthening. This should enable whānau to identify how to improve the programme to benefit children.

All health and safety policies and procedures are in place. Children’s health and safety is a priority at this kōhanga reo.

Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

3 Review Priorities

The Focus of the Review

Before the review, the whānau of Te Kōhanga Reo o Ngongotaha was invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children atTe Kōhanga Reo o Ngongotaha The whānau chose as its focus area:

  • Ngā Taumata Whakahirahira.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

4 Findings

Ngā Taumata Whakahirahira

Background

The whānau chose Ngā Taumata Whakahirahira as the focus for the review. Whānau are interested in how well their learning programme is achieving the objectives and desired outcomes of all of the mana strands.

Areas of good performance

Mana Reo. The whānau consistently maintains a high quality Māori immersion environment. Kaimahi have attained both entry and high level qualifications. This encourages them to continually improve and increase their language capability and capacity across the kōhanga reo.

Kaimahi are competent speakers of te reo Māori. They maintain te reo Maori throughout the day and in all interactions with children. Kaimahi use a range of useful strategies to promote te reo Māori. Children are interested and motivated by the language learning environment. They are developing competency in te reo Māori.

Mana Tangata. Kaimahi focus on developing children’s sense of self respect and valuing others. They model positive relationships by:

  • establishing positive and affirming relationships with children
  • promoting genuine friendships among children
  • teaching children about their whakapapa.

Through these relationships children learn about themselves and respect for others.

Mana Whenua. Kaimahi support childrenin their learning and development. The programme is child focused. Children are encouraged to be self managing and independent. They know the routines and the pattern of the day. Children take responsibility for transitioning between formal and informal activities. They enjoy being at kōhanga reo where they are able to develop and learn about protocols and rituals that govern their day and keep them safe.

Te Ao Māori. Children go on outingsto assist them learn about te ao Māori in real life contexts and through their play. During visits to marae, kōhanga reo, kura and other local places the children participate in tikanga Māori.

Mana Atua. Kaimahi care for the physical, spiritual, social and emotional needs of all children. Relationships between kaimahi and children are caring, warm, nurturing and responsive. Kaimahi and children know each other well. As a consequence, children are ready and receptive to learning each day.Children are confident in a range of settings. This is evident in the way they:

  • interact well with each other
  • play happily
  • participate in a range of karakia, hīmene and waiata.

Children have developed a genuine interest in the wellbeing of their friends and each other. They confidently interact with kaimahi and their peers.Through these experiences children learn about their ancestral heritage and connections to others.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas of kōhanga reo operations for their children and whānau.

Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Policies and procedures. Whānau have a set of policies organised under the four sections of Ngā Pou e Whā. Health and safety policies inform procedures and guide practice to comply with appropriate regulations. The whānau has suitable guidelines to assist them in managing the kōhanga.

Personnel management. Whānau practice reflects elements of good employer practice. They have systems to support kaimahi in their work. Job descriptions and employment contracts are complete. Appraisal processes for all kaimahi are complete. Kaimahi have agreed on their personal goals for the year. This should enable them to receive constructive feedback on their performance.

Financial management. The whānau manages the kōhanga reo finances effectively. They have purchased education resources to ensure that the children and the learning programme include high quality resources. The kōhanga reo is in a financially strong position.

Self review. Whānau use self review to determine the future direction of the kōhanga reo. They receive regular reports to help them to make decisions about kōhanga reo operations. Whānau use a process of self review to guide them when unplanned events and issues arise.

Programme planning. Kaimahi use planning to support children’s learning appropriately.Planning meets the needs of children and guides the implementation of the programme.Children gain knowledge and confidence learning about te ao Māori and the wider world through the implementation of programme planning.

Child assessment. Whānau have a policy to guide assessment practices. Kaimahi have clear processes to assess children’s learning. Profiles, along with a formal assessment, are two sources of assessment. Profiles include a range of information about what children have learnt, their experiences and art samples. Kaimahi observe children at play to support their assessment judgements.

Areas for development

Strategic Plan. While Te Ara Tūāpae informs and guides the kōhanga reo, the whānau should document the actions required for each objective including who, what, and when keys tasks are to be undertaken each year. Whānau monitoring and reporting of progress and successes against annual priorities should provide direction for the future.

Programme evaluation. Kaimahi need to strengthen the evaluation of the learning programme. There is limited information to indicate how well the programmes impact on children’s learning. Kaimahi discussions need to focus on what worked, what did not work and what changes need to happen to increase the impact of the programme on children.

5 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of Te Kohanga Reo o Ngongotaha completed an ERO Kōhanga Whānau Assurance Statement and Self-Audit Checklist. In these documents they have attested that they have taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

Recommendations

ERO and the kōhanga reo whānau recommend the whānau:

  • strengthen programme evaluation practices to support programme improvement

  • complete the strategic and annual plans.

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.
