1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

The Kōhanga Reo o Nukutere is located near Opotiki on Te Marae o Omarumutu. The kaimahi are mostly new including the whānau committee. The kōhanga reo is frequented with the presence of a long serving kuia including the previous kaiako.

3 Evaluation Focus

How well do mokopuna show they are confident learners?

Mokopuna demonstrate they are happy and settled learners.

4 Findings

Mokopuna have opportunities to participate in a range of learning experiences. Kaimahi provide mokopuna with opportunities to use their imagination as they explore and be creative. Constant praise and encouragement are strategies used to promote mokopuna confidence. Values of aroha and manaaki is integral to kaimahi practices. Tuākana display leadership qualities in their interactions with tēina. Mokopuna are exposed to authentic experiences as they observe karanga, whaikōrero and waiata in practice by kaumātua. Kaimahi encourage mokopuna to lead activities such as mihimihi, mihi whakatau and karakia. The learning environment fosters co-operation, independence flexibility and encourages freedom to make choices. Mokopuna are happy, positive, and engaged in their learning.

Kaimahi have in place processes for programme planning. The planning includes term, weekly and daily plans that highlight content, resources and teaching strategies. A variety of activities provide fun and challenges for mokopuna. Mokopuna enjoy their learning.

Personnel management documentation are in place. These are updated and kaimahi are clear about their roles and responsibilities to mokopuna.

Key Next Steps

The management of kōhanga reo operations requires urgent attention. The lack of internal evaluation has identified concerns related to operational matters.

A new committee is yet to develop their understanding of their roles and responsibilities around the management of the kōhanga reo. Currently whānau hui are not regular and there is very little awareness of the links between improvement and practice.

Mokopuna assessment and programme evaluation are not in place. Whānau should consider any support kaimahi may require, to establish assessment and evaluation processes.

Fire and emergency drills have not been practiced and recorded. It is important that whānau establish, monitor and record emergency drills. Mokopuna safety is compromised.

Kaimahi appraisals have not been carried out. It is time for whānau to establish a process to monitor the effectiveness of kaimahi practice through appraisals. The implication for professional development is also a priority.

While there is a strategic plan in place, an action plan needs to be developed to ensure the goals are monitored and recorded. Currently there is no timeline in place or no indication of who will monitor the progress of all strategic goals.

Policies and procedures need to be reviewed. It is important that whānau establish a review cycle to ensure that all policies and procedures are updated and ratified by whānau. Mokopuna health is compromised.

It is time for whānau to implement an annual plan to monitor the administration of operations. It is not clear who monitors and ensures that tasks are completed in a timely manner. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • establish a process for evaluating the effectiveness of the learning programme

  • implement a process of assessment to monitor and record children’s learning, and establish a process to evaluate the effectiveness of the learning programme

  • ensure adults are familiar with the relevant emergency drills, regularly carry these out with the children, and record these drills accordingly

  • implement and maintain suitable human resource management practices, including appraisal for staff and the provision of professional development

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Assessment, programme evaluation, strategic planning and self-review

  • Any other area that may arise during the course of the review.

2 Context

Te Kōhanga Reo o Nukutere is on the grounds of Omarumutu Marae near Opotiki. Since the last review whānau have continued to address and bring about the necessary changes and improvements to the kōhanga reo operations. This review evaluates progress and improvements made since 2014.

3 Findings

Planning and Evaluation

Background

The last report stated that kaimahi understand the purpose of monitoring children’s learning. However, they should develop assessment practices that show each child’s learning about their cultural and ancestral identity through the exploration of the natural and physical worlds.

Areas of progress

Kaimahi have in place a formal process to evaluate the learning programme. The learning programme is discussed in depth. Kaimahi make some very good evaluative statements. These are focused on programme improvement. All these discussion points are recorded at kaimahi hui. Children benefit from well evaluated learning programmes.

Whānau have begun discussions and to document their shared thinking around their long term priorities. Whānau acknowledge that completion of this plan should guide them to achieve their goals and objectives. Children are at the heart of future planning.

Whānau and kaimahi have strengthened self-review across most areas of the kōhanga reo. Whānau decision-making, management and responsibilities have been strengthened by consisted monitoring and reporting. They are well informed about the day to day operations of the kōhanga reo. Policy reviews are regular and whānau follow up and monitor progress. Children benefit from a kōhanga reo where the operations are well managed.

Key Next Steps

Children’s portfolios require more work. Portfolios are used as a place to store children’s artwork. Consequently there is little information to monitor children’s learning. Kaimahi do not review portfolios and consider what information is specific to how children are learning and how often to carry out or record children’s progress. Children’s learning is not well monitored.

Whānau have developed a strategic plan that is informed by Te Ara Tūāpae. They know their goals and priorities now and into the future. However, whānau do not have an action plan to monitor progress against their strategic goals and priorities. There is no formal reporting, monitoring and recording of completed tasks at whānau hui. Reporting on the progress and successes of annual goals and priorities provide whānau with direction for the future of the kōhanga reo.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • Kaimahi to strengthen assessment practices in particular when recording children’s progress

  • Whānau formalise an annual plan to monitor the overall performance and outcomes against their strategic priorities.

Conclusion

Te Kōhanga Reo o Nukutere is on the grounds of Omarumutu Marae near Opotiki. ERO evaluated the extent and effectiveness of actions the whānau has taken towards addressing the concerns specified in its previous report. The whānau have made improvements to many of the areas of concern.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Nukutere will be in three years.
