1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ōtane is in Ōtane in Central Hawkes Bay. Almost all whānau whakahaere and kaimahi are new to their roles since ERO reviewed the kōhanga in November 2016. The kaimahi team have only been together this year. They receive support and guidance from a Strengthening Early Learning Opportunities Programme (SELO) facilitator. A new administrator has recently been appointed.

3 Evaluation Focus

How well are mokopuna wellbeing and learning enhanced through their relationships and engagement with other people and their learning environment?

Mokopuna wellbeing and progress are nurtured in a positive learning environment that embodies whanaungatanga.

4 Findings - Mana Whakahaere

The kōhanga and kaimahi have been well-supported by Te Kōhanga Reo rohe whānau to improve the day-to-day operations of the kōhanga moving forward. SELO support has included updating Te Tutohinga. Strategic and annual planning are in the early stages of implementation. The kōhanga now has a Te Reo Māori policy. Building kaimahi, whānau and mokopuna te reo Māori is a focus.

A review and of policies and procedures took place this year. They take account of legislative requirements, are fit for purpose and provide good guidance for kaimahi practice. Kaimahi are accountable for the physical and emotional health and safety of mokopuna.

Whanaungatanga underpins the approach to building kaimahi knowledge and skills. An appraisal process is in place that identifies individual’s strengths and needs. Kaimahi are involved in a mentorship programme with the SELO provider and kaimahi from other kōhanga in their purapura. They are focused on improving their practice to enhance the wellbeing and learning of mokopuna.

Kaimahi are in the early stages of implementing a coherent planning process. A yearly plan identifies learning experiences aligned to the desired outcomes of Te Whāriki, the early childhood curriculum. Termly and weekly planning aligns to the seasons and link to Atua Māori. This framework supports kamahi to implement a daily programme where mokopuna are embraced by whanaungatanga through tuakana/teina experiences and nurturing respectful relationships with kaimahi. Kaimahi are working collaboratively to plan and develop an environment conducive to mokopuna wellbeing and learning.

Assessment practice continues to evolve. Mokopuna individual portfolios are developing as a successful means of capturing the positive relationships mokopuna encounter, and their active exploration of the learning environment and activities.

Key Next Steps

Continuing to build kaimahi and whānau capability to speak te reo Māori so mokopuna are provided with regular opportunities to hear, use and be immersed in te reo Māori is a priority next step. 

Whānau whakahaere succession planning is necessary to mitigate the risks of kaimahi turnover, and to  ensure all whānau understand their roles and responsibilities so that their contribution and involvement is more meaningful and inclusive.

Whānau who spoke with ERO during the evaluation recognise improving communication with the wider whānau is a priority. Whānau whakahaere should continue to seek ways to enable all whānau to fully participate in decisions related to the management, operation and future direction of the kōhanga.

Continue the ongoing support through the SELO and purapura to further develop programme evaluation, and to embed and sustain the good practices that enhance outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

ERO did not identify any material concerns during this phase of the evaluation.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • kaimahi continue to build their te reo Māori and professional practice with the support of the District Office SELO and the purapura, and
  • whānau wananga to refamiliarise all whānau with Te Tūtohinga, and
  • whānau develop an action plan with a focus on strengthening communication with the wider whānau so that they are encouraged to fully participate in the life of the kōhanga reo.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Planning and evaluation including whānau management

  • And any issue identified since the previous report

2 Context

Te Kōhanga Reo o Ōtane is in the small town of Ōtane in the Hawkes Bay. The previous review identified concerns with key aspects of kōhanga reo operations including whānau involvement, financial management, kaimahi appraisals, programme evaluation and assessment and self-review practices. While whānau participation has increased, there still remains a number of whānau who choose not to be involved in kōhanga reo operations. Active whānau members continue to seek ways to encourage full whānau participation in all decisions related to the management of the kōhanga reo.

3 Findings

The previous report expressed concerns about the management of kōhanga reo finances. The District Te Kōhanga Reo Office has worked closely with the whānau to put in place systems to monitor the kōhanga reo finances. The whānau now have a budget that guides their spending. Financial reports are presented to monthly whānau hui. The whānau now make wise financial decisions that meets the interests and needs of the children.

Assessment practices required attention. Assessments did not clearly articulate children’s learning and progress. Assessment practice has improved and shows more information about children’s learning. Kaimahi record children’s use of te reo Māori. They consistently enter dates to children’s work to enable whānau to monitor children’s progress and development overtime.

It was identified that the implementation of evaluation policy and procedures was weak. Discussions about kaupapa ako and aspects of the learning programme were limited. Whānau now receive relevant information at monthly hui about what children do and what they learn on a regular basis. Kaimahi are better positioned to now increase programme evaluation to focus on what worked well and what requires improvement in order to raise the quality of the programme for children.

The previous report claimed that limited monitoring and reporting on kōhanga reo operations weakened self-review. Whānau now discuss, record and monitor finances and key aspects of the learning programme. A wide range of issues related to the management of the kōhanga reo are discussed and documented. Whānau work to ensure that all decisions made benefit children’s wellbeing.

During the previous review, it was found that kaimahi appraisals were incomplete. Good progress has been made in this area. There is a clear appraisal process in place. All self-appraisals have been completed. Kaimahi have set professional goals. Appropriate professional development will be provided to ensure that kaimahi knowledge and skills are enhanced in order to meet the learning needs of all children.

Key Next Steps

The whānau have yet to develop a strategic plan. They have listed a set of priorities but have not proceeded any further. In order for whānau to ensure the long term sustainability of the kōhanga reo, it is important that goals and objectives are established and an action plan put in place. The action plan will ensure that there is a planned approach to achieving the aspirations of the whānau.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Whānau develop, monitor and report on the strategic plan.

Conclusion

Te Kōhanga Reo o Ōtane is in the Hawkes Bay. The whānau have done well to rectify the areas of concerns outlined in the previous report. They are now in a good position to progress and continue to improve the management and operations of the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Ōtane will be in three years.
