1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Planning and Evaluation including assessment practices, whānau management and behaviour management strategies
  • Areas of non compliance including health and safety practices and police vetting requirements
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Oterepo is in Linwood, Christchurch. Whānau have faced a number of challenges following the Christchurch earthquakes of 2010. They have moved sites three times as a result of earthquake damage, theft and vandalism. The kōhanga reo is currently located on the former Richmond School site.

The Ministry of Education has plans to rebuild the kōhanga reo. Whānau are excited by this development which will provide them and their children with a permanent base.

3 Findings

Planning and Evaluation

Background

The previous ERO report identified issues with the management of kōhanga reo operations and children’s behaviour management.  Whānau training to build whānau capability to manage the kōhanga reo effectively would lead to improved outcomes for children. Some practices for managing children’s behaviour were inappropriate. Assessment practices also needed attention.

Areas of progress

Whānau work collaboratively and carry out their roles and responsibilities with certainty and clarity. The former kaiako who is the chairperson of the kōhanga reo still works closely to support kaimahi and whānau. Whānau use their expertise to provide clear direction and leadership for the kōhanga reo. Whānau are committed to supporting their children’s learning and wellbeing.

Kaimahi are trialling different strategies to improve inappropriate behaviours by some children. Kaimahi model aroha, awhi and manaaki to support and guide appropriate behaviour. Kaimahi interactions are underpinned by whanaungatanga. Tuakana teina relationships are fostered among children as they learn and play.

Key Next Steps

Kaimahi are relatively new and are still developing their knowledge about monitoring and assessing children’s development and progress.  Existing practices do not readily acknowledge the views of children or whānau. It is difficult to track children’s achievements and progress. Kaimahi are committed to improving their assessment practices and making them more transparent.

Areas of non-compliance

Background

The previous ERO report identified some health and safety issues which needed attention. Whānau needed to maintain a record of all medications and develop a policy for taking children on excursions. Whānau were required to be more vigilant in their supervision of children. Not all kaimahi were police vetted.

Areas of progress

Whānau manage their children’s health and safety responsibilities with care. Processes for recording children’s medical needs are up to date, followed and endorsed by whanau. Guidelines for taking children on excursions are well planned and regulation requirements are followed supported by the whanau. Kaimahi and whānau regularly monitor and supervise children as they learn and move in the indoor and outdoor areas. The majority of kaimahi are vetted with one remaining person in the final stages of the process. Children are made safer through the measures whānau have implemented.

4 Recommendation

ERO and the whānau agreed that they would work along-side their kaupapa kaimahi training provider to improve their assessment practices.

Conclusion

Te Kōhanga Reo o Oterepo is in Linwood, Christchurch. Whānau work well together and use their skills and experiences in productive ways to manage and organise the kōhanga reo operations. Children are supported in positive ways by whānau and kaimahi who are committed to keeping them safe. 

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Oterepo will be in three years.
