1 Context

Te Kōhanga reo o Paeroa is located on Ngahutoitoi Marae. The roll is small, and parents are new to the philosophy of kōhanga reo.

The whānau has had to deal with some challenges that resulted in a restructuring of personnel and adopting tighter financial management practices. Children are settled and engaged.

2 The Evaluation Findings

How well do children show confidence in their relationship with others?

Children are confident and secure in their relationships with their peers and adults.

Ngā Taumata Whakahirahira

Children experience respectful and caring relationships. Kaimahi and whānau model nurturing interactions with each other and with children. Children are encouraged to be courteous to others. They have established meaningful relationships and work alongside their peers where they willingly share their experiences and resources. Kaimahi have clear expectations of acceptable behaviour. Children recognise and engage in practices that are familiar and predictable. They transition smoothly between learning activities. Children are happy and settled

Children are encouraged and well-supported to know about who they are. Kaimahi and whānau are eager to ensure children learn about whānau and whakapapa links. Daily practice and exposure to formal use of pēpēhā helps children to understand how they fit in the wider world of people and places. Kaimahi plan excursions to familiar places and landmarks. They regularly attend local cultural events community activities. Children demonstrate an understanding of tikanga and kawa as they participate in numerous pōhiri and whakatau. They are learning about their role as tangata whenua. Children are developing an understanding of their identity.

Children’s learning is enhanced by participating in practical, hands on learning. Kaimahi plan for children to experience authentic learning experience that enhance kaupapa. Access to a range of resources keeps children engaged in their learning. Displays on walls, and photographs in children’s profile books show the range of learning contexts children experience. The learning programme provides children with opportunities to explore and be creative in their learning. Children are curious learners.

Planning and Evaluation

Children’s learning is a priority for kaimahi and the whānau. The teaching team are very new to their roles and are being well-supported by a mentor who is the previous kaiako. Planning, assessment and programme evaluation are well-structured and links to Te Whāriki. Assessment is enhanced with the use of technology to download the information about children’s learning progress and development. Regular discussion about teaching practice are well-documented and contribute to making improvements to better support children. Children are engaged.

Children’s wellbeing and safety are important to the whānau. Whānau relationships are positive and this is helping as whānau take responsibility for managing the kōhanga reo. The chair is highly skilled and ensures parents have opportunities to contribute to making decisions that are important for maintaining the kōhanga reo as a viable educational option in Paeroa.

Key Next Steps

While teaching practices are very good the concern is about the ongoing support of the mentor. This support has been invaluable and is required on a longer-term basis as kaimahi become more familiar and confident with their roles. It is important for whānau to consider ways to ensure this support is maintained. There are some important matters that must be addressed in a planned and considered way. These include:

  • The establishment of internal evaluation process to monitor ongoing improvements to operations and to practice
  • the development of a strategic and action plan to provide future directions and priorities for the kōhanga reo
  • implementation of kaimahi appraisals. While there is a process in place, these have not yet been actioned
  • the update of the charter and policies, particularly those related to the health and safety of children. Children’s safety cannot be guaranteed.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. These include;

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children [Regulation 47 (Early Childhood Services) Regulations 2008; GMA6 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • take all reasonable steps to implement a regular system of appraisal that provide staff opportunities to engage in professional development opportunities, and resources [Regulation 47 (Early Childhood Services) Regulations 2008; GMA7 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children. 1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Personnel management
  • Self-review including annual plan, assessment and programme evaluation
  • areas of non-compliance
  • any issues identified since the previous review

2 Context

Te Kōhanga Reo o Paeroa is on Te Marae o Ngahutoitoi on the outskirts of Paeroa. Most whānau and their tamariki whakapapa to the marae and hapu.

Since the last ERO review in 2014, a new kaiako has been appointed and the roll has increased. There are new whānau involved in the kōhanga reo. The buildings have been renovated to increase the learning space for tuakana, teina, a space for pepi and a dedicated sleeping area.

3 Findings

Planning and Evaluation

Background

ERO’s report 2014 identified self-review as an area for strengthening. Monitoring and reporting the overall kōhanga reo operations, annual priorities, programme evaluation and assessment needed attention to improve management practices and outcomes for children.

Areas of progress

Kaimahi have developed ‘kōtaha’, records about children’s learning based on an understanding about assessment. These are use a range of information of children’s work samples, pepeha, photos and kaimahi comments. Kaimahi use this information to support programme planning and delivery for children. They are working toward less interpretation of children’s work and more to strengthening the child’s narratives around their work. Assessments now identify children’s learning and progress.

Whānau and kaimahi have a shared understanding of their roles and responsibilities. Personnel management policies and procedures are in place. A clear appraisal system is followed and completed annually. Kaimahi are currently involved in training with the Regional Kōhanga Reo National Trust staff. Children benefit from more effective personnel management of their kōhanga reo.

Key Next Steps

Programme evaluation remains an area for development. Although kaimahi discuss learning programmes and ways to improve the quality of delivery they do not give reasons for changes nor are these recorded. Kaimahi are encouraged to develop strategies to show the links between programme planning, programme evaluation and assessment to improve children’s learning.

Self-review continues to be an area of development. Although whānau regularly discuss and identify ways to improve the overall operations of the kōhanga reo they do not document these. It is important for the whānau to develop an action plan identifying who will lead the change, resources needed to support the action and timeframes to monitor progress towards the goal/s. Children’s learning is at the heart of forward planning.

Areas of non-compliance

Background

The last report identifies personnel management as an area of non-compliance.

Areas of progress

The whānau have developed and implemented personnel management policies and procedures specifically for the appraisal of kaimahi annually and police vetting processes. Whānau ensure that an adult has a current first aid qualification in the kōhanga reo.

Conclusion

Te Kōhanga Reo o Paeroa is on Ngahutoitoi marae on the outskirts of Paeroa. Since the previous review the whānau have made progress towards improving the management and assessment practices. However self-review and programme evaluation need further development.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Paeroa will be in three years.
