1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Paimārie is the only kōhanga reo located in the small town of Marton. Many whānau are of Samoan descent and are shift workers in the local community. There are currently 17 mokopuna enrolled.  

3 Evaluation Focus

How well do mokopuna show confidence and joy in their learning

Mokopuna are happy and confident as they participate in learning alongside kaimahi and their peers.

4 Findings

Mokopuna are loved in an environment underpinned by whanaungatanga and manaakitanga. Relationships in the kōhanga reo are positive, calm and affirming. Kaimahi know the mokopuna and their needs well. Mokopuna know they can go to kaimahi for help. Tuākana and tēina interact with one another with confidence.  Mokopuna interact positively with others. 

Well-established routines help to build a sense of security and confidence in mokopuna. They express joy and excitement as they learn and play together for sustained periods of time. Mokopuna are provided a range of opportunities to follow and enhance their interests. They explore and develop problem-solving skills while playing.  Resources are made available for imaginative play. Mokopuna laugh and squeal excitedly when dancing and playing together. They appear very happy and settled during the day. Mokopuna are developing confidence to freely express themselves in their learning. 

Mokopuna learn in an environment conducive to their learning te reo Māori and tikanga Māori. Kaimahi are positive role models for mokopuna. They draw on a range of strategies to support mokopuna language development. Mokopuna show understanding of kupu and simple sentences through their actions. Kupu hōu and whakataukī are provided for whānau to learn alongside mokopuna. Mokopuna learn the pepehā of the kōhanga reo through waiata. They have opportunities to participate in tikanga practices such as welcoming protocols and karakia. Mokopuna display eagerness and confidence to mimic lead roles during whakatau including mihimihi and waiata tautoko. They spontaneously mihimihi to manuhiriMokopuna are developing confidence in their understanding of te reo Māori and tikanga Māori.

Whānau manage most aspects of their kōhanga reo well. The tūtohinga provides the vision and direction for the kōhanga reo. Strategic planning is informed by Te Ara Tūāpae and an implementation plan is in place which includes delegated responsibilities. An annual plan provides clear guidance to whānau and kaimahi for the completion of most key tasks. Whānau meet monthly to share in decision-making, increasing whānau engagement and te reo Māori. A new policy framework was adopted in 2023 supported by Te Tari ā Rohe o Aotea. A regular review cycle has been established. There is a focus on mokopuna safety and wellbeing. Whānau identify and minimise potential risks and are encouraged to pursue Te Kōhanga Reo National Trust training to increase their understanding of the kaupapa and te reo Māori. Mokopuna thrive in an environment that is centred on their needs. 

Key Next Steps

Planning, assessment and evaluation requires refining. Kaimahi have some processes in place to plan and assess mokopuna learning. However, documentation does not fully capture what kaimahi know and do to progress mokopuna learning. Mokopuna benefit from planned and considered learning programmes.

Kaimahi appraisals have not been conducted for a considerable period. It is important for whānau to prioritise an appraisal programme that supports and strengthens kaimahi practice. Mokopuna benefit from increasing kaimahi knowledge and skills to raise the quality of learning.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements, they must:

  • ensure appraisals for all kaimahi are regularly implemented.

6 Recommendation

ERO recommends for whānau to seek support and guidance from the Tari ā rohe o Aotea to address the key next steps identified in this report.

Te Kōhanga Reo o Paimārie is in Marton. The whānau have connections to Ngāti Apa. Children attend the kōhanga reo from Bulls, Hunterville and Marton. Since the last ERO review, the whānau have regained sole management of their kōhanga reo from Te Kōhanga Reo National Trust (TKRNT).

2 The Evaluation Findings

How well do children show confidence?

Children show they are happy and content in their relationships and learning.

Ngā Taumata Whakahirahira

Children are developing caring relationships. Kaimahi establish and maintain connections based on whanaungatanga. They praise and encourage children. Kaimahi hold and comfort babies during whole group learning activities. Babies enjoy dancing to waiata. Kaimahi provide opportunities for older children to lead various aspects of the programme. Older children are confident is their role as leaders. They are praised and affirmed by kaimahi for their achievements. Children are loved and show love to others.

Children interact in an environment that affirms their identity. Mihimihi at the beginning of the day is a time for children to settle into the programme. Kaimahi support children to share their pepeha with others. Waiata about the local area strengthens children’s understanding of their whakapapa connections. Kaimahi provide opportunities for children to attend pōhiri and whakatau. Children observe ngā tikanga and kawa related to welcoming manuhiri. Children are developing an understanding of who they are.

Children learn well established routines. Kaimahi create an environment that supports children to move with confidence. Children are familiar with the daily programme. It is obvious that the programme is predictable and consistent. Kaimahi encourage children to carry out self-help and be more independent as they get older. Tuakana are very mindful of their teina during routines. They put teina needs before theirs at all times. Children show they are settled.

Children engage in learning that supports their choices. Kaimahi set up spaces and resources so children can initiate learning based on their needs and preferences. Resources are made readily available. Children enjoy this time. They remain engaged for long periods of time. Children have opportunities to play alongside their peers or on their own if they so wish. Children are developing as confident learners.

Key Next Steps

Te reo Māori needs strengthening. Whilst kaimahi use te reo Māori most of the time, children speak English. There is a need to build te reo Māori capability and use across the whānau. Children need support to become confident speakers of te reo Māori.

Planning and Evaluation

Whānau manage the kōhanga reo in the best interests of their children. There is good attendance at hui. The charter has been reviewed and is up to date. There is a focus to review policies and procedures related to children’s emotional and physical wellbeing. Health and safety policies and procedures are present. The annual plan supports the kaiwhakahaere to meet kōhanga reo operations. Personnel documentation is in place and current. Whānau have a performance management process to monitor kaimahi needs. Children’s health and safety is the focus.

Key Next Steps

While whānau are clear about their priorities, there is no strategic plan to document these goals. It is important for whānau to record, implement and monitor progress against their strategic direction. Children and whānau will benefit when the future development of their kōhanga reo is monitored.

While health and safety policies and procedures are a priority for whānau, emergency evacuation drills have not been carried out or documented. It is time for whānau to consider the safety of children by focusing their attention on this issue.

Assessment, planning and programme evaluation require improvement. Whilst whānau have a plan to guide daily activities, specific strategies to grow te reo Māori development of children are not identified. Assessment methods are yet to capture children’s learning and progress overtime. Programme evaluation is inadequate. Kaimahi have no way to gauge the effectiveness of the learning programme. Children’s learning is yet to be extended.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • carry out and document earthquake evacuation drills to ensure the safety of children.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop and establish a strategic plan
  • implement emergency evacuation processes
  • strengthen planning, assessment and evaluation.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Paimārie will be in three years.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Health and Safety – monitoring children’s care and health, safety
  • Learning programme – monitoring children’s learning and progress
  • Planning and Evaluation – whānau decision making, records are up to date, personnel management practices are in place and policies and procedures are regularly reviewed
  • Areas of non-compliance – sleeping policy is implemented into practice
  • Any issues identified during the on-site review.

2 Context

Te Kōhanga Reo o Paimārie is in Marton. The whānau have connections to Ngāti Apa. The kōhanga reo remains under management of Te Kōhanga Reo National Trust (TKRNT). Since 2016 the roll has increased and appointments of a fulltime administrator and kaiako. Whānau and kaimahi have worked with TKRNT to address children’s care and learning. Significant progress has been made to support programme planning and programme evaluation of children’s learning. There are links to Te Whāriki and a focus on te reo me ngā tikanga Māori.

3 Findings

Children are inquisitive learners. They daily programme is organised to allow children to initiate their learning, make choices in activities and enjoy play indoors and outdoors. Children enjoy activities on the papa tākaro. Kaimahi provide children with opportunities to learn the values of awhi and tautoko. Children are exposed to karakia and waiata in formal and informal settings. Kaimahi use waiata, and games to develop children’s language. They support children to learn te reo Māori. Children are happy.

Children learning programmes are based on Te Whāriki. Programmes are based on seasons which includes annual, term, weekly and daily plans. Kaupapa learning is comprehensive and includes a wide variety of learning activities and opportunities. Kaimahi have sufficient information to guide them in the delivery of their learning programme. Kaimahi monitor the effectiveness of the learning programme using informal and formal reflections. Children benefit from learning that is based on their individual needs.

Whānau are reviewing policies and procedures. Policies and procedures links to practice are nearly complete. A fulltime administrator has been appointed who is responsible for filing, storage and access to documents. Employment documentation is current and in place. The kōhanga reo is better managed for children.

Key Next Steps

Profiles are the main method of monitoring children’s learning. However these do not identify what children know. A focus on what children are learning and what they know will make a valued contribution to monitoring their progress.
