Supplementary Review Report

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • health and safety

  • the learning programme

  • planning and evaluation

  • areas of non-compliance

  • and any issues identified since the previous review.

2 Context

In 2014 ERO identified concerns about the management of Te Kōhanga Reo o Paimārie. These included the lack of transparency and poor management systems, health and safety practices and provisions for children’s learning and care. This review evaluates progress and improvements made since 2014.

The kōhanga reo remains under Te Kōhanga Reo National Trust (TKRNT) management. The roll has decreased significantly and until the end of 2015, the new kaiako had overall responsibility for administration and overall operations. The kōhanga reo is not able to manage successfully without further support.

3 Findings

Health and safety

Background

To what extent is children’s health, safety and care managed and monitored?

Children’s health, safety and overall care is not managed and monitored.

Key Next Steps

Children lack sufficient support for their care and learning. Although some things have been done to monitor what is happening, clear and significant improvements are not evident. Health and safety policies and procedures are out of date and do not provide clear guidance. The premises are not always securely enclosed. Toilet, kitchen and washing facilities are not well kept. Administration and filing of children’s health and care information is not well managed. ERO remains concerned about the care for children.

Learning programme

Background

To what extent do children experience interesting learning programmes?

Children do not experience interesting programmes of learning.

Key Next Steps

Despite attempts by whānau members, little progress has been made to support children’s learning. The learning programme is still inadequate. There are too many instances throughout the day where children are not well supervised. The indoor learning space is not organised to promote choice or provide a range of activities for children. Both designated learning areas, including the under two space, have very few resources. There is a lack of direction for whānau members who are available to help during the day.

There has been limited progress to improve programme planning. Planning is unclear and does not show how children’s needs and interests will be catered for. Programme planning, evaluation and assessment remains significantly under developed.

Background

To what extent do whānau manage the kōhanga reo?

Whānau do not yet have the understanding and skill required to manage the kōhanga reo.

Key Next Steps

The kōhanga reo remains under TKRNT management. There are unrealistic expectations of the kaiako to oversee the daily administration and management duties of the kōhanga reo as well as leading the learning programme for children.

Important documents are poorly organised and difficult to locate. Personnel and enrolment documentation is inadequate, including police vetting of those working with children. Copies of whānau minutes since the previous review are not accessible. While a whānau member has recently been assigned to the role of administration, unreasonable expectations are placed on her to carry out this role without support.

Background

To what extent have the areas of non-compliance been addressed?

Most areas of non-compliance have not been addressed.

Areas of progress

A sleep register is now used to record sleeping children and when regular checks occur.

4 Actions of non-compliance

Overview

In order for the kōhanga reo whānau to meet compliance requirements they must:

  • maintain records of medicines administered to children, accidents and injuries are maintained, and clear and sufficient guidelines are in place for practices, including reporting of accidents

  • ensure all those working with children at kōhanga reo are police vetted

5 Recommendations

ERO recommends that Te Kōhanga Reo National Trust provide:

  • planned strategic support and targeted training to whānau to accelerate and sustain the necessary improvements needed for children

  • support whānau to develop the skills and knowledge to manage the kōhanga

  • to submit an action plan to ERO how the whānau will address all concerns raised in this report.

6 When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Paimārie will be within one year.
