1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Mana Reo – including increasing te reo Māori capability of whānau and children
  • Planning and Evaluation – including provision of resources for children, review of strategic and annual plans, implementation of current policies and procedures and strengthening assessment; and
  • any issues identified since the previous review.

2 Context

Ka moe a Hinepūkohurangi i a Te Maunga
Ka puta ko mātou ngā tamariki o te kohu.

Te Kōhanga Reo o Papaōhaki is nestled in the isolated valley of Matahī, near Waimana. They belong to Te Purei Kohu purapura. The whānau has worked collaboratively to improve their strategic and annual plans, and supporting children in their learning.

3 Findings

Ngā Taumata Whakahirahira

Children are well supported to learn te reo Maori. The whānau now speak te reo Māori consistently to the children. They engage children in conversations, provide prompts when required and ask relevant questions to support children’s language development. The whānau attend wānanga to improve their capability and capacity to use the Māori language. Children have benefited immensely from this. Older children are able to communicate in te reo Māori with one another while they work. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children learn in a well-resourced environment. The whānau provide resources to assist children’s learning and wellbeing. These resources include natural and physical resources found in the environment. Children’s learning is effectively supported by the environment in which they live. Children have access to a range of equipment and resources. This allows them to initiate their own learning by choosing activities to follow their interest. The skills and strengths of the whānau are used to support children’s learning. Children are confident and happy.

Children’s needs are paramount for the whānau. The whānau has developed and documented a strategic and annual plan that identifies priorities in all operational areas. This provides the whānau with clear direction for the future of the kōhanga reo. Policies are consistent with current regulations and are being reviewed more regularly. The whānau is aware of their complaints policy and procedures. Children benefit from the stronger focus by the whānau on effective kōhanga reo operations.

Assessment practices are currently under review. Kaimahi have attended Te Whāriki training which includes an assessment component. Records of children’s learning are documented in profiles for 2017. The whānau is trialling an online platform to help gather and share children’s assessment information with parents. Further development to support kaimahi are documented in the strategic plan for 2018. Kaimahi are working closely with the kaimahi from Te Kōhanga Reo National Trust to enhance their understanding of assessment. Assessment is an area ongoing development.

Key Next Steps

Assessment practices are developing. The whānau need to continue professional learning and development to further strengthen their understanding of assessment. This will provide a clearer direction to children’s learning.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • seek support for the ongoing development of effective assessment practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Papaōhaki will be in three years.

Evaluation

Te Kōhanga Reo o Papaohaki is in Matahi Valley, Waimana. Children are confident in their environment. Children have close connections to local hapū and marae. While there is a strong base for te reo Māori at the kōhanga reo, children do not benefit from a consistent te reo Māori environment.

The next ERO review of Te Kōhanga Reo o Papaohaki will be within two years.

Te Kōhanga Reo o Papaohaki is in the Matahi Valley, Waimana. Kōhanga reo graduates attend Te Kura Mana Māori o Matahi, a short distance from the kōhanga reo. A small group of children travel from Whakatane, approximately 40 minutes away. Children and whānau have whakapapa connections to the kōhanga reo through the local hapū and marae.

2 The Review Findings

How well do children show they are confident in their environment?

Children are confident in their environment.

Children are exposed to cultural and spiritual practices that are unique to their iwi. Karakia, hīmene, waiata, pepeha and whakapapa support children’s understanding of who they are and where they belong. Each month, children and whānau celebrate hāhi ringatū karakia and hākari. Children are confident in their environment.

Children are immersed in their tribal history and stories. There are many important sites close to the kōhanga reo that reinforce children’s ancestral and tribal connections. Kaimahi use the natural surroundings to teach children about their iwi and hapū connections. They plan learning experiences that focus on Te Awa o Tauranga, the mythical whakapapa of Hinepūkohurangi and Te Maunga, and two kererū that visit in spring. Kaumātua support children and whānau learning about the significance of mana whenua, their marae, hapū and iwi. Children know who they are and where they come from.

Children have positive relationships with kaimahi, kaumātua, whānau and their peers. Whanaungatanga is strong and children know about their connections to each other and their whānau. They play well together and enjoy each other’s company. There are opportunities for children to take responsibility for their own learning. Children are settled at kōhanga reo.

Key Next Steps

Children are curious and inquisitive however, the learning programme does not effectively meet their individual needs and interests. There is insufficient variety and high interest activities and resources to engage children in learning. Although there are many opportunities for parents and whānau to actively engage children in learning this support is not well utilised. Children are not well supported in their learning.

While there is a strong base for te reo Māori at the kōhanga reo, children do not benefit from a consistent te reo Māori environment. Kaimahi do not use te reo Māori with and around children at all times. Kaumātua have strong aspirations for their mokopuna to learn and maintain te reo Māori and tikanga of their hapū and iwi. Kaimahi use a lot of instructional and management language throughout the learning programme and often revert to English. Children frequently use English.

Planning and Evaluation

Whānau manage and operate the kōhanga reo well. Whānau attend hui regularly where they make collective decisions about the day to day operations of the kōhanga reo. They also focus on long term goals. Charter and policy reviews are regular and personnel requirements are identified and attended to in a timely manner. The new administrator manages her responsibilities well. Whānau are working towards increasing parents’ confidence in all matters that impact on children’s learning and care.

Programme planning is well documented. Kaimahi acknowledge positive changes since the arrival of the kaiako. There are clear guidelines for kaupapa ako, programme delivery and individual kaimahi responsibilities. Kaimahi are learning useful teaching strategies for their work with children. The kaiako leads the learning programme with a focus on areas that work well and those that need improvement. Kaimahi hui include discussions about the programme, teaching and learning resources, children’s learning and development and staff needs. The kaiako provides written and verbal reports at whānau hui. Children benefit from well-planned learning programmes.

Key Next Steps

Kaimahi have a limited understanding of assessment. Children’s profile books are a collection of work samples and excursion photographs. Most are not dated and do not have annotations to highlight learning outcomes or children’s progress and development.

Implementation of policy and procedure are not the focus of policy review. Many policies are not consistent with current criteria and regulations. Whānau and kaimahi do not always follow their policy for concerns and complaints. Correct processes and procedures are not adhered to when dealing with matters of concern that impact on the learning, wellbeing and care of children.

The strategic and annual plan are overdue for review. Whānau have identified operational areas that have not been included in long and short term plans for kōhanga reo development.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

That the whānau work closely with the District TKRNT Office to focus the key next steps identified in this report.

Te Kōhanga Reo o Papaohaki is in Matahi Valley, Waimana. Children are confident in their environment. Children have close connections to local hapū and marae. While there is a strong base for te reo Māori at the kōhanga reo, children do not benefit from a consistent te reo Māori environment.

The next ERO review of Te Kōhanga Reo o Papaohaki will be within two years.
