1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Patutaatahi is in Edgecumbe, on the outskirts of Whakatane. Te reo Māori, tikanga Māori and mātauranga Māori are important to whānau. Some whānau members are currently attending te reo Māori classes online and within the local area. 

ERO’s August 2023 evaluation found Mana Whakahaere practices were being managed and kaimahi were supported in their roles. Mokopuna learning was the focus of whānau decision making. 

3 Evaluation Focus

How well do mokopuna show their understanding of te reo Māori and tikanga Māori?

Mokopuna confidently express themselves in te reo Māori and tikanga Māori contexts.

4 Mana Mokopuna

Mokopuna learn in an environment where te reo Māori is prioritised. Kuia and kaimahi are fluent speakers and strong te reo Māori language models. Mokopuna enthusiastically participate in language learning activities that are fun, creative and enjoyable. Kaimahi are deliberate in their use of rotarota, pao and waiata to increase mokopuna language development. Mokopuna are immersed in the authentic language of their iwi. Pēpi are actively participate in learning. They use hand actions, facial expressions and sounds to demonstrate their understanding. Tukana use te reo Māori in formal settings and in spontaneously ways. Mokopuna display confidence to communicate ideas, thoughts and messages in te reo Māori.

Te Hāhi Ringātu is an integral part of the learning programme. Opportunities are provided for tuākana to confidently lead karakia. Mokopuna are settled and demonstrate respect for karakia, pānui, waiata, himene and oriori. Kuia and kaimahi use gentle tones and consistently praise mokopuna for their successes. Mokopuna are included in pōhiri, where they learn about their role as tangata whenua including tikanga and kawa. Atua Māori are visible throughout the interior and exterior learning areas. Kaimahi often associate mokopuna learning to the appropriate atua. Pēpi have their own learning space that is equally vibrant and colourful. The tikanga of whanaungatanga, manaakitanga and aroha underpin all interactions in the learning programme. Mokopuna experience love and care from kuia, kaimahi, whānau and their peers. They show respect and consideration in their interactions with others. Mokopuna are confident learners of te ao Māori.

There is a strong collaborative approach to develop a learning programme that nurtures mokopuna understanding of tikanga Māori through te reo Māori. Planning is detailed and well organised. Mokopuna progress and learning is captured in matai mokopuna that includes detailed information about their individual learning journeys. Programme evaluation is an embedded practice amongst kaimahi. They reflect on their practices to make positive changes and enhance mokopuna outcomes. Mokopuna experience a stimulating learning programme that fosters and nurtures mātauranga Māori.

Key Next Step

The whānau continue to use internal evaluation to embed the positive practices that are evident and to further enhance outcomes for mokopuna.

5 Kōhanga Reo Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to increase internal evaluation practices to maintain quality outcomes and learning for mokopuna.

Te Kōhanga Reo o Patutaatahi is located in Edgecumbe. The Kōhanga Reo is presently on it’s fifth site since first opening in February 1986. Multigenerational links exist amongst kaimahi and whānau.

3 Evaluation Focus

How well do whānau ensure mokopuna experience enjoyment in learning?

The whānau have systems in place to support mokopuna to enjoy a safe and well considered learning environment.

4 Findings - Mana Whakahaere

Planning is in place to guide kaimahi. This includes annual, term and weekly plans that link to Te Whariki a Te Kōhanga Reo. Kaupapa whānui and whāiti guide planning for local events and activities, such as the mokotini festival. Weekly plans provide more additional descriptions of resourcing, vocabulary, daily routines and activities to guide the learning programme. Separate planning for tuakana and teina is considered and kaimahi utilise age-appropriate language and tools to report progress over time. Konae mokopuna describe learning and development and kaiako encourage parents to participate in their child’s progress. Whānau provide an environment where mokopuna learning is prioritised.

Whānau are actively involved in their kōhanga reo. Their aspirations include growing te reo Māori and leadership, and for mokopuna to identify as Māori. They are involved in the kōhanga reo in a variety of ways such as regular hui whānau where they meet and review operational matters. They participate in the review of progress with their strategic plan and health and safety policies and procedures. Whānau are kept informed about all aspects of kōhanga operations and key decisions are well documented. The recent audit report shows that whānau have good financial management processes in place. An annual plan details a variety of operational matters across the calendar. An appraisal process, managed by the kaiwhakahaere, is in place and is improvement focused. Whānau have mokopuna at the centre of decision making. 

Key Next Steps

Te reo Māori for whānau needs strengthening. Most mokopuna come from English speaking homes. Whānau have acknowledged that te reo Māori in homes is not strong. Although kaimahi are providing some resources, whānau know that they need to increase their own language ability for mokopuna. Te reo Māori classes for whānau have been planned. In order to strengthen children’s language development, it is important that whānau continue to seek strategies to build their capacity to speak te reo Māori. Mokopuna benefit from whānau who actively promote te reo Māori.

Programme evaluation requires formalising. Kaiako acknowledge that whilst discussions around the learning programme occur, these are not planned and recorded. Kaimahi hui discussions are not clearly focused on evaluating outcomes for mokopuna, improvements in teaching practice and the learning programme. Mokopuna learning is enhanced through regular review and evaluation.

Kaiako recognise the need to consistently focus their discussions during their hui on mokopuna progress and engagement in the learning programme. This should help strengthen their response to the needs, strengths and interests of mokopuna and help maximise their progress.

1 Context

Te Kōhanga Reo o Patutaatahi is located on the grounds of Edgecumbe School in the Eastern Bay of Plenty. In 2017, there was extensive flooding in the local district which meant the kōhanga reo relocated to temporary premises. The kōhanga reo has returned to their original premises with support from their purapura and the local community. There have also been key staffing changes in the kōhanga reo since the previous ERO review.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children are settled and have positive relationships with others.

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaimahi speak te reo Māori to children. They use language strategies such as modelling, questioning and repetition to build children’s use of te reo Māori. Pēpi express themselves through body language. Tuākana are confident in their responses to questions about the weather, seasons, days of the week, months of the year, colours, shapes and numbers. Children enjoy waiata, rotarota, poi and haka sessions. Children are early learners of te reo Māori.

Children are positive in their acknowledgement of atua Māori. Kaimahi use the regular custom of bell ringing to settle the children and prepare the whare for karakia. Children confidently recite karakia. Tuākana are confident to recite their pepeha and mihimihi. They transition well into learning spaces and times. Children are respectful in their interactions with others.

Children are learning about what it means to be tangata whenua with their kōhanga reo. Kaimahi and whānau model the appropriate tikanga and roles when welcoming visitors. Children stand to support kaikaranga where appropriate. They also participate in waiata koroua, harirū and hongi. Kaimahi also provide opportunities for children to learn about the significance and particular features of the tupuna whare and marae. Children are developing their knowledge and understanding of their place in the kōhanga reo.

Children’s interactions show their love and care for others. Kaimahi model positive relationships and guidance for children. They are gentle and engage children in fun ways. Tuākana are aware that pēpi are in their space and they interact well together. Children smile and laugh as they express themselves. Children are learning skills to attend to aspects of their own self-care and independence. Transitions in the learning programme throughout the day are smooth and children know what is expected of them. Children are settled.

Children explore opportunities to learn together. The whānau provide spacious and open learning areas, both indoors and outdoors, which cater for the different age groups of children in the kōhanga reo. There is a covered outdoor deck for children to continue their learning in a sheltered space. The kōhanga reo is well resourced. Kaimahi set activities and tasks for children that are fun and engaging. Tuākana have opportunities to lead parts of the learning programme. Children have fun exploring their environment.

Key Next Steps

While kaimahi do use a range of language development strategies, children do not consistently speak te reo Māori throughout their time in kōhanga reo. The whānau and kaimahi must plan and implement specific approaches to support the growth and natural use of te reo Māori in the kōhanga reo.

Planning and Evaluation

The learning programme is based on sound planning, assessment and evaluation practices. Kaimahi work collaboratively to understand their roles and implement the learning programme. Programme plans for each group of children are well displayed in the kōhanga reo. Kaimahi provide children and their whānau with portfolio assessments which can be accessed by children and their whānau. Kaimahi meet regularly to discuss the learning programme and are focussed on improvements in what they do. Children’s learning and development is supported by kaimahi.

Whānau members are proactive and engaged in decision making about the management of the kōhanga reo. The charter has been recently updated and aligns with current legislative requirements. Te Ara Tūāpae has also been updated to outline the strategic priorities for the kōhanga reo. The annual plan guides the smooth operation of the kōhanga reo. Whānau hui are held regularly and are well attended. Finances and property matters are discussed. Most health and safety policies, drills and registers are consistently recorded and monitored. The pouako matua supports the induction and transition of a new kaiwhakahaere into that role.

Key Next Steps

The whānau must ensure that hazard identification and checklists are consistently used to record potential hazards and ensure appropriate actions are taken to address those concerns.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi seek guidance and support from their purapura to strengthen the use of te reo Māori by children, and to continue embedding their practice in relation to planning, assessment and evaluation.

When is ERO likely to evaluation the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Patutaatahi will be in three years.

Te Kōhanga Reo o Patutaatahi is in Edgecumbe near Whakatāne. Children are developing a strong sense of their identity and sense of belonging. They understand their responsibilities as tangata whenua and kōhanga reo tikanga. Children are acquiring the skills to speak te reo Māori.

1 Context

Te Kōhanga Reo o Patutaatahi is in Edgecumbe. Children live in rural communities on the outskirts of Whakatāne. They are transported to and from the kōhanga reo daily. Kaimahi have worked in the kōhanga reo for many years.

2 The Review Findings

How well do children show what they know about their identity?

Children show that they are developing a strong sense of their identity and sense of belonging.

Ngā Taumata Whakahirahira

Children are developing an understanding of their role as tangata whenua. Kaimahi support children to learn about the protocols of pōwhiri. Children participate in events at the marae and kōhanga reo. Kaimahi model tangata whenua responsibilities in formal and informal activities. Children are familiar with marae and kōhanga reo tikanga.

Children’s holistic development is a priority. Kaimahi have positive relationships with children and whānau, based on manaaki, tiaki and aroha. Kaimahi integrate these values throughout the daily programme. Children’s wellbeing is nurtured.

Children’s individual needs are considered in the learning programme. Children participate in activities that they choose based on their interests. A variety of resources are available for children to use in their learning activities. Kaimahi consider different learning styles and respond to these accordingly. Children are developing as confident learners.

Children learn in a Māori speaking environment. Kaimahi are competent speakers of te reo Māori. A range of strategies are used to expose children to good language structures. Questions are used to extend children’s thinking and encourage them to communicate in te reo Māori. Children are acquiring skills to speak te reo Māori.

Planning and Evaluation

Children enjoy the learning activities that are provided. Kaimahi planning is comprehensive. Learning objectives for the different age groups are clear. Learning activities support children to learn about their identity, whakapapa and ancestral landmarks. Kaimahi work together to prepare resources and organise the daily programme.

Whānau planning is well organised. Children’s learning is included in the strategic plan and the Te Ara Tūāpae framework is used to support their plan. Whānau have identified priorities including strengthening te reo Māori and empowering the whānau. They have identified strategic actions to assist with meeting their goals. Children are the focus in kōhanga reo planning and developments.

Key Next Steps

Children’s learning is not well monitored. Kaimahi meet regularly to reflect on aspects of the programme. However, kaimahi have yet to identify changes to improve the quality of children’s learning. Kaimahi acknowledge they need to change the focus to what children are learning. Links between programme evaluation, assessment and planning need further development. Children’s individual needs are not well considered.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • to refine practices for monitoring children’s progress, assessment practices and programme evaluation.
