1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Pipiwharauroa is located on the site of Mataatua marae in Rotorua. The whānau along with the strengthening early learning opportunities (SELO) provider have been working on ways to manage the kōhanga reo with an increased focus on positive outcomes for mokopuna.

3 Evaluation Focus

To what extent are mokopuna learning and wellbeing attended to? 

Mokopuna benefit from focused learning and care.

4 Findings

Mokopuna learn in an environment that prioritises te reo Māori. Kaimahi use a range of appropriate strategies to enhance mokopuna language development, such as waiata, and mōteatea. Karakia, and mihimihi support mokopuna to learn language patterns suited to formal and informal occasions. Kaimahi use hands-on, fun activities, such as kori tinana, to extend mokopuna vocabulary. Tuakana confidently use what they know in te reo Māori. Teina show their understanding by using facial expressions, hand actions and body language. Mokopuna are developing as early speakers of te reo Māori.

Mokopuna participate in a programme that nurtures their identity. They understand and behave appropriately when welcoming manuhiri. Kaimahi support mokopuna to share their pepeha. They provide them with opportunities to learn their whakapapa and connections to whānau, hapū and iwi. Mokopuna are confident to take on leadership roles, such as leading karakia and waiata. Mokopuna show they are secure learners.

The whānau manage the kōhanga reo well. The tūtohinga structure provides a clear focus for managing the kōhanga reo operations. Administration systems are in place, providing whānau and kaimahi with easy access to information. The annual plan supports the whānau to carry out the tasks identified for implementing and/or improving the kōhanga reo operations. Kaimahi have clear processes in place for planning and assessment. They work together to contribute to the development and implementation of kaupapa mahi. They plan engaging activities to support mokopuna learning in te ao Māori. Profile books and mātai mokopuna are used to record and monitor learning progress. 

The strategic plan is informed by Te Ara Tūāpae and provides for the future development of the kōhanga reo. All staffing requirements, appraisal and support is in place and up to date. The whānau have a process to monitor kaimahi needs. They are positively and progressively addressing the issues identified in the previous ERO report of 2019. Mokopuna wellbeing is at the centre of whānau decision making. 

Key Next Steps

While the whānau has goals and aspirations for the future of the kōhanga reo, there is no plan to assist them to accomplish their goals. A documented plan should assist the whānau to achieve its aims and aspirations. 

Programme evaluation is developing. It is important that kaimahi take a planned approach to evaluation in order to strengthen the quality of the learning programme.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendations

ERO and Te Kōhanga Reo o Pipiwharauroa recommend that the whānau continue to work alongside the Regional District office to:

  • develop a plan to ensure long-term goals are achieved
  • strengthen programme evaluation.

1 Context

Te Kōhanga Reo o Pipiwharauroa is located on the site of Mataatua Marae in Rotorua. Key concerns identified in the previous ERO report from 2016 have not been addressed. The lack of whānau involvement and administrative systems are compromising the quality of care, health and wellbeing for children in the kōhanga reo.

2 The Evaluation Findings

How well do children show they are settled and engaged in their learning?

Children settle and are engaged in learning throughout the day.

Ngā Taumata Whakahirahira

Children have opportunities to develop their use of te reo Māori. Kaimahi use some strategies to extend children’s vocabulary and use of te reo Māori. These strategies include questions and informal conversations. Children recite karakia, mihimihi and pepeha which provide opportunities for them to learn and memorise language structures. The older children reply appropriately to questions and instructions. The babies use body language, facial expressions and quiet verbal exchanges to show their understanding of what is being said. Children are learning to use te reo Māori in the kōhanga reo.

Children experience an environment where they are well supported by the adults. The learning programme is guided by kaimahi who manage and maintain daily routines. Children are confident when the daily programme is consistent. Kaimahi ensure that activities and resources are made available to support children’s learning. Children display confidence in their physical environment. They were observed in moments of sustained learning during certain periods of the day. Children are eager participants in learning.

Key Next Steps

There is limited whānau involvement in many areas of the kōhanga reo operations. Daily operations and systems are not effectively managed. A lack of well-established self review processes has resulted in ongoing concerns with whānau management.

Urgent attention and external support is required for the whānau, kaimahi and kaiwhakahaere to:

  • review and update the charter

  • increase whānau involvement in managing the kōhanga reo and increasing their understanding of their roles and responsibilities

  • implement an annual plan to ensure key operational tasks are completed in a timely manner

  • develop a strategic plan that outlines long-term priorities and supports the sustainability of the kōhanga reo kaupapa

  • implement, monitor and record health and safety procedures including the accident register, hazard checks and emergency evacuation drills

  • develop and implement personnel management policies and procedures, including appraisal, police vetting and professional development and support

  • strengthen programme planning and children’s assessment practices

  • implement programme evaluation including regular kaimahi hui, document kaimahi discussions about the effectiveness of the learning programme, and reporting to whānau.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to ensure:

  • there is an ongoing process of self-review to help the kōhanga maintain and improve the quality of its education and care

  • the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • there is an annual plan to guide kōhanga reo operation

  • all hazard checking, recording and reporting requirements are up held for the safety of children

  • all required emergency drills are regularly carried out with the children and record supporting documentation

  • appraisal for all employed staff is regularly implemented

  • kaimahi evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children.

4 Recommendation

ERO recommends:

  • the whānau and kaimahi seek urgent support from Te Kōhanga Reo National Trust to address all key next steps and areas of non-compliance in this report.

The next ERO evaluation of Te Kōhanga Reo o Pīpīwharauroa will be within one year.
