1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

“Kia pūmau ki tō tipuranga i roto o Waikato rapua ngā taonga a ngā tupuna.

Kia piri tonu ki te Kīngitanga mā Te Kōhanga Reo ka ora ai te marae kāore e noho mokemoke”

Te Kōhanga Reo o Pīpīwharauroa o Te Marae o Hukanui is located in Gordonton, northeast of Hamilton. It is situated within Te Marae o Hukanui and affiliates to Ngāti Wairere. Since the previous ERO report of March 2020, the whānau have worked collectively to strengthen whānau capability to improve management of operations and provide positive outcomes for mokopuna.

3 Evaluation Focus

How well do mokopuna show their enjoyment for learning?

Mokopuna are settled and engaged in learning experiences.

4 Findings

Mokopuna are provided a warm and welcoming learning environment. They experience many opportunities that affirms their connections to whānau, marae, hapu and iwi. Kaimahi support mokopuna to participate in whakatau and events held at the marae and to learn about tikanga and kawa. Kuia and kaumātua provide leadership during these times. Mokopuna are settled and secure in their relationships and interactions with each other and adults. Kaimahi use a range of strategies to support mokopuna language development. These include waiata, pao, repetition, rotarota and instruction. Kaimahi constantly affirm mokopuna successes and achievements. Mokopuna appear happy, engaged and settled. 

Programme planning and assessment practices are established. Planning is detailed and guides the implementation of kaupapa mahi. Kaimahi use matai mokopuna that is focused specifically on the development of each mokopuna. Mokopuna benefit from focused assessment approaches.

Whānau manage aspects of their kōhanga reo well. Tūtohinga is in place and includes the history, vision and philosphy of their kōhanga reo and provides guidance and direction for whānau. Strategic planning includes the vision and aspirations whānau hold for mokopuna. There is a focus on continual growth and improvement. An action plan defines identified priorities and goals to promote sustainability for the future. The annual plan is set out and identifies when key operational tasks are to be completed. Emergency evacuations are practiced regularly and are well documented. Employment documentation aligns to legislation. These include individual employment contracts, position descriptions and completed kaimahi safety checks. Appraisals provide opportunities for professional growth and ongoing goal setting towards improvement. Mokopuna are the focus of whānau whakahaere

Key Next Steps

Programme evaluation remains an area for development. Support is required for kaimahi to increase their understanding of programme evaluation. Mokopuna benefit from increasing kaimahi knowledge and skill to use programme evaluation for ongoing improvement.

Improving whānau participation is a priority. While there are opportunities for whānau to contribute to management matters, whānau hui are intermittent. Whānau acknowledge the health, safety and personnel policies and procedures are yet to be reviewed and ratified. Mokopuna health, safety and wellbeing is potentially compromised in the absence of timely and robust whānau whakahaere practices.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • implement and establish a process to evaluate the effectiveness of the learning programme

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

1 Context

Te Kōhanga Reo o Pīpīwharauroa o Te Marae o Hukanui is based at Hukanui Marae in Gordonton. The marae is located just outside of Hamilton. Since the previous report, the roll has remained steady. The whānau have three kaimahi with Te Tohu Whakapakari.

2 The Evaluation Findings

To what extent do children show that they are happy?

Children appear to be happy.

Ngā Taumata Whakahirahira

Children participate as tangata whenua on the marae and in their kōhanga reo. Kaimahi promote tangata whenua roles and responsibilities. Kaumatua and kuia role model key roles at pōwhiri. Children take part in karakia, hīmene, and waiata. They learn and sing waiata and mōteatea from Waikato. Older children lead Pai Mārire karakia. Children show familiarity at their marae.

Key Next Steps

Children’s emotional wellbeing is of concern. Whānau acknowledge that children are happy to come to kōhanga reo. However, some kaimahi use language that belittle children. The kaimahi concerned do not recognise the harmful impact on children’s wairua. It is vital that kaimahi develop teaching practices and communication that enhance children’s mana. Children’s wellbeing is at risk.

Te reo Māori is not prioritised. Whānau are concerned about the inconsistency in use of te reo Māori by kaimahi. Kaimahi use limited strategies to support children’s language development. Children communicate in English. There is no planned approach to support te reo Māori development for staff and children. Children are not supported to learn te reo Māori.

Children do not experience learning opportunities that cater for their specific needs and interests. While the programme is planned it lacks variety and quality resources. Most activities are formal and adult led. Kaimahi miss opportunities to extend children’s learning through spontaneous conversations. Children are not able to follow their own interests.

Planning and Evaluation

Key Next Steps

Whānau relationships are strained. Whānau acknowledge that they feel unwelcome in the kōhanga reo. Relationships between whānau and kaimahi need support. It is timely for whānau and kaimahi to maintain positive relationships to support outcomes for children. Whānau acknowledge a lack of understanding of their roles and responsibilities and those of kaimahi. They have a feeling of disconnect to decision-making. Children are not at the centre of decision making.

Internal review is inadequate. Whānau hui are not regular. There are no systems in place to monitor aspects of kōhanga reo operations. There are key aspects of internal review that require urgent attention. This includes strategic and annual planning, ensuring key health and safety policies and procedures are reviewed and comply with current regulations. Hazard checking and evacuation drills are not regular or recorded. Reporting about teaching and learning is verbally presented. The 2019 audit identified a number of financial areas requiring urgent attention. Children’s wellbeing, health and safety and learning is severely compromised.

Personnel matters do not support kaimahi. Individual contracts and job descriptions are outdated. Whānau have not completed any kaimahi performance management process for a considerable period of time. The professional learning and development that kaimahi have engaged in lacks connection to kaimahi identified strengths and needs. Children’s outcomes will be enhanced by kaimahi learning.

The learning programme is ineffective. Current planning and assessment do not focus on positive outcomes for individual children. Whānau do not feel included in planning. Kaimahi scrapbooks do not show children’s learning and progress over time. Rather, they are just a collection of work samples. Whānau do not have access to children’s learning profiles. Kaimahi hui are informal and not recorded. Programme evaluation is not evident. Children’s learning needs are not identified and addressed.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure kaimahi plan, implement, and evaluate Te Kōhanga Reo curriculum to provide positive learning experiences and relationships for children

  • review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills are met and maintained for children

  • ensure adults are familiar with the relevant emergency drills, regularly carry these out with the children, and record these drills accordingly

  • ensure there is an annual plan is in place to monitor the progress of key aspects of operations

  • implement and maintain suitable human resource management practices, including appraisal for staff, the provision of professional development, current individual employment contracts and relevant job descriptions

4 Recommendation

ERO developed the following recommendation:

  • that whānau urgently seek external support to address the key next steps and non-compliance areas identified in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Pīpīwharauroa o Te Marae o Hukanui will be within one year.
