1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Pūau Te Moananui-a-Kiwa is located next to Te Kura Kaupapa Māori o Pūau Te Moananui-a-Kiwa, in Glen Innes, Auckland. The kōhanga are working towards re-engaging whānau and towards resolving matters relating to building compliance. 

3 Evaluation Focus

How well do mokopuna show they are happy leaners? 

Mokopuna show they are happy learners through their interactions with others and engagement in the learning program. 

4 Findings

Mokopuna learn in a positive environment. They experience quality interactions where kaimahi and mokopuna waiata, smile, laugh and engage with one another throughout the day. Kaimahi provide opportunities for mokopuna to lead and pēpi enjoy spending time with their tuakana. Kaimahi praise mokopuna efforts and successes. Mokopuna show care and concern for each other and adults. Mokopuna learning and relationships are enhanced through meaningful interactions with others.  

Mokopuna are content in their learning environment. Kaimahi ensure mokopuna know what is happening next and mokopuna show patience and adaptability throughout routines and transitions. Separate learning areas for both kōhungahunga and kōngahungahu allow for each group to learn at the own pace and time. Kōhungahunga predominantly learn in small groups while kōngahungahu enjoy play-based learning opportunities. Kaimahi allow time for them to explore their interests and provide a range of resources to further support mokopuna learning. Mokopuna play with toys, draw, role play and have fun in each other’s company. Mokopuna are settled and happy learners. 

Kaimahi plan collaboratively. Kaupapa whānui and whāiti such as Māui, Matariki, kararehe and kapahaka guide the learning themes which include learning goals, activities and outcomes. Assessments are linked to planning and Ngā Taumata Whakahirahira. Kaimahi gather information of mokopuna learning and progress through photos and observations and document these in kōnae mokopuna. This information is shared with whānau through kaiako reports. Kaimahi evaluate the learning program at the end of each kaupapa. They identify what's working and what needs improving. Mokopuna participate in a learning program that caters to their needs.  

Some aspects of whānau whakahaere are in place. The Tūtohinga outlines the Kōhanga reo history. An annual plan clearly identifies areas of operation and when these must be attended to. Finances have been audited and reports are included. Personnel matters are managed. Kaimahi employment documentation includes employment contracts, job descriptions and kaimahi safety checks. Kaimahi appraisals are complete with an ongoing focus on developing kaimahi knowledge. Mokopuna personnel safety is considered. 

Key Next Steps

Critical aspects of whānau management of the kōhanga reo operations requires attention. Whānau goals and aspirations are yet to be documented through a long term strategic plan. While there are policies and procedures in place, key health and safety policies require updating in order to align to current legislation. Emergency and evacuation drills have not been carried out regularly and risk analysis management (RAMs) documentation have not been completed before going on excursions. Mokopuna learning safety is compromised in the absence of robust management practices.       

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis

  • ensure when children leave the premises on an excursion assessment and management of risk is undertaken, and adult: child ratios are determined accordingly.

6 Recommendation

ERO and the (Kōhanga reo whānau) developed the following recommendation:

  • there is a need for whānau to work with the Kōhanga reo Tari a Rohe Kōhanga to establish a process of ongoing self-review to ensure that key issues identified in this report are monitored and addressed in a planned and systematic way.

1 Context

Te Kohanga Reo o Pūau Te Moananui-ā-Kiwa is located next to Te Kura Kaupapa Māori o Pūau Te Moananui-ā-Kiwa. Long standing kuia are active supporters of the kōhanga reo.

Since the last ERO report, 2016, the kōhanga reo has faced considerable challenges that continue to affect operations, and whānau whakahaere.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children understand their connections to others and their place in their kōhanga reo.

Ngā Taumata Whakahirahira

Children learn te reo Māori in meaningful ways. They have opportunities to take part in formal Māori settings. They hear the language of the paepae, kaikaranga, kaumatua and different kaupapa. Kaimahi consistently promote te reo Māori throughout the day. Effective language learning strategies that are used by kaimahi support children’s developing use of te reo Māori. Parents report that children share their knowledge of te reo and tikanga Māori at home. Children are early learners of te reo Māori.

Children acknowledge the place of ngā atua Māori in their environment. They begin the day together through mihi and karakia. During these times they acknowledge atua Māori, tūpuna, whānau and the whare. Karakia used for different kaupapa are displayed throughout the kōhanga reo. Kaimahi use taonga Māori and kaupapa learning to reinforce children’s understanding and connections. Children feel connected to their environment.

Children learn about care and respect for themselves, others and whānau. Most learning activities are based on exploration that allow children to develop social connections with each other and extend their connections with whānau. Tuakana-teina interactions foster whānaungatanga. Regular routines promote care for self, and for the environment. Whānau values of manaaki and tiaki are promoted by kaimahi for all interactions and relationships. Children are happy and settled.

Children learn about their place and belonging to whānau, and whenua. They regularly visit the local marae, Ruapōtaka. Opportunities are provided for interaction with the kura and other kōhanga reo. The entrance has displays that affirms tangata whenua and mana motuhake. The kōhanga reo design is based on a marae, which is used to foster the roles and responsibilities as tangata whenua. Children move confidently in their learning environment.

Planning and Evaluation

Processes are established for planning. Annual plans are displayed in the pepi and tuakana rooms. Over the past three years kaimahi have trialled different planning approaches intended to enhance planning and reporting to parents about children’s learning.

Key Next Steps

Whānau participation has decreased significantly with management of the kōhanga reo. There is an urgent need for parents to play a greater role of the kōhanga reo. Attendance at hui ā whānau is poor. They are attended and conducted by kaimahi. Without regular whānau participation a number of key whānau management standards have been difficult to maintain. These include the regular review of the charter, policies and procedures, strategic planning, whānau induction, learning programmes and succession. Appraisals have not been implemented this year. Limited whānau involvement and participation impacts on the sustainability of the kōhanga reo, and whānaungatanga for children.

Additional challenges include the recovery from numerous building faults identified by local council, and sustaining operations during construction. The impact on the kōhanga reo includes a significant roll drop and a detrimental effect on finances. The kōhanga reo whānau urgently need support from Te Kōhanga Reo National Trust (TKRNT) to help bring about improvements to whānau whakahaere for children.

Te Whāriki ā Te Kōhanga Reo is not reflected in planning and assessment documentation. Kaimahi acknowledge that Te Whāriki framework is not consistently used to inform and design planned programmes. There is an emphasis on preparing children for kura. While assessment methods include photos and prescribed templates with comments made by kaimahi, these do not show what learning has occurred. Whānau have no input into planning or children’s assessment portfolios. Whānau aspirations for children are not reflected in programme design.

Programme evaluation requires strengthening. While kaimahi reflection does occur, emphasis is not on what worked best for individual and different groups of children. Kaiako reports at hui ā whānau are not informed by programme evaluation. Greater attention on best practice will lead to improved outcomes for children. Children’s learning needs and further development have not been clearly defined.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • the whānau seek ongoing support and guidance from TKRNT representatives to improve all aspects of whānau whakahaere, whānau involvement, participation to improve succession planning
  • strengthen the visibility of Te Whāriki ā Te Kōhanga Reo framework in planning, assessment and reporting
  • strengthen internal evaluation across the kohanga reo, including planned strategic goals and the learning programme.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Pūau Te Moananui-ā-Kiwa will be within two years.
