1 Introduction

2 Context

“Whāngai i te reo, kia puāwai te wairua”

“Nurture with the language that the spirit may blossom”

Te Kōhanga Reo o Puawairua is an urban kōhanga reo located in Massey, West Auckland. It is a large kōhanga reo that caters for 48 mokopuna who are supported by 15 kaimahi. The whānau aspiration is that children will learn te reo Māori, within a te reo Māori language learning environment.

3 Evaluation Focus

How well do mokopuna learn and use te reo Maori while at kōhanga reo?

Mokopuna learn and use te reo Māori with confidence and appear happy in a nurturing environment.

4 Findings

Mokopuna are immersed in a te reo Māori environment. Kaimahi use language acquisition strategies to help build knowledge of language for mokopuna at various levels of learning. They use language prompts, repetition, and modelling to encourage mokopuna to use te reo Māori to talk with each other and to kaimahi. They also use language to prompt listening. Tuakana talk, debate, and share their thoughts and ideas in te reo Māori. Babies demonstrate an understanding of te reo Māori through body language and facial expression. There are opportunities as tuakana and teina to recite and support each other during mihimihi and karakia. Mokopuna are developing as speakers of te reo Māori.

Mokopuna participate in a programme that nurtures their identity. They are aware of the tikanga and kawa of their whare. Kaimahi ensure that they are included in whakatau. They demonstrate expected behaviour for mokopuna to follow. Through this mokopuna observe how to act. Tuakana independently recite their pepeha, then confidently support teina to do the same. They also learn moteatea relevant to their surrounding area. Mokopuna are developing an understanding of who they are.

Mokopuna are embraced in whanaungatanga. Kaimahi model aroha, manaaki and tiaki in the learning programme. Mokopuna experience caring and positive relationships with kaimahi and each other. Kaimahi hold and comfort babies during whole group activities. Babies are calm and settled during formal whariki times and when playing. Tuakana are encouraged to support teina in their learning and play. They are keen to show their abilities to lead activities. Kaimahi praise and encourage mokopuna efforts and achievements. Mokopuna appear happy and settled at kōhanga reo.

Mokopuna are encouraged to explore their learning environment. Kaimahi plan a range of learning experiences for mokopuna. Tuakana actively engage in and lead some of the formal parts of the learning programme such as karakia mihimihi and pepeha. All age groups clearly showed understanding of the daily routine. Transitions are familiar and smooth. Mokopuna learn about the domains of Ngā Atua. Their learning extends beyond the kōhanga reo. Mokopuna are curious learners.

Whānau Whakahaere

Whānau have developed a Tūtohinga that captures their aspirations and provides direction. There are clear guidelines for whānau decision making and management responsibilities. Monthly whānau hui are well attended. Key health and safety policies and procedures and personnel management are in place. Kaimahi have completed their appraisals. Whānau receive regular reports at hui. These reports focus on improvement across all operational areas. Mokopuna are the focus of decision making.

Whānau and kaimahi show commitment to supporting mokopuna. They use a range of strategies that focus on wellbeing. In the daily programme this looks like mokopuna are loved and cared for, motivated by the learning programme and secure in their routines. In addition, a rōpu awhina provides guidance and advice. This group are also responsible for dealing quickly with any issues and concerns that may arise. Their focus is on improvement. A recent example is the development of a robust process of supervision for both mokopuna and kaimahi. Mokopuna health, safety and wellbeing are prioritised.

Kaimahi work collaboratively to develop the mahere ako. They provide mokopuna with a range of learning experiences and identify clear links to Te Whāriki a te kōhanga reo. Matai tamaiti assessment methods capture learning and progress across a range of te ao Māori contexts. Mokopuna are learning about what matters most to them and their development.

Key Next Steps

Whānau and kaimahi regularly talk about what mokopuna are doing and learning at kōhanga. They share the things that their babies enjoy and would like more of. This good practice needs to be documented and shared with others.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau document programme evaluation practices to formalise the positive practice that contributes to outcomes for mokopuna.

Since the previous ERO review, the roll has increased. The whānau have increased their licence to cater for the high community demand. Staffing changes enables young and enthusiastic kaimahi to work alongside experienced kuia. Whānau have diverse skills and experiences to manage the kōhanga reo. The whānau are looking at ways to increase kaumātua participation in the kōhanga reo.

2 The Review Findings

How well do children show they are confident?

Children show they are confident learners.

Mana Reo, Mana Tangata and Mana Atua

Children’s te reo Māori learning is meaningful and stimulating. Kaimahi promote te reo Māori in the learning programme. Some children are confident to recite mihi without assistance. Children know and use waiata and karakia for different purposes. Individuals share their pepeha and enjoy a range of language building experiences. Babies are encouraged to explore the language with tuakana. Kaimahi provide opportunities to extend te reo Māori through meaningful conversations with children. Children are developing the confidence to communicate in te reo Māori.

Children experience interactions that reinforce whanaungatanga. Respect, consideration for others and care are fostered. Kaimahi value children views and praise them for their efforts in learning. They provide children with opportunities to develop independent learning. Children are confident to explore with their peers and independently. Children are nurtured in a whānau learning environment.

Children enjoy an organised learning program that excites and stimulates their thinking. Throughout the day, the programme supports children to manage their own personal needs and interests. Kaimahi encourage children to take responsibility for learning and explore their ideas through problem solving and creativity. Children are curious about their world.

Planning and Evaluation

Children’s learning is well planned. Programme planning guides kaimahi delivery. Emphasis is placed on developing children’s language in the learning programme. Children’s interests and needs are responded to by kaimahi in their daily practices. Children interests are considered.

Whānau management is focused on improving outcomes for children. A comprehensive strategic plan guide’s whānau planning and is focussed on growth and improvement. Internal evaluation practices are in place for most areas of the kōhanga reo. Whānau work collaboratively to manage, monitor and support kōhanga reo operations. Children’s holistic wellbeing and growth of the kōhanga reo are key priorities.

Key Next Steps

Programme evaluation is not used to inform learning outcomes for children. Kaimahi hui need to focus on steps to improve programme delivery. This information will support them to gather and improve reports about children’s learning progress.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • continue to use and strengthen internal evaluation practices to inform kōhanga reo growth and performance for children.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Puawairua will be in three years.
