Our purpose

The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.

Background

Te Kōhanga Reo o Rāhui Pōkeka is based on Waahi Pā, Huntly. Many of the children are descendants of the Kīngitanga. The kōhanga participates in events related to poukai, koroneihana, regatta and other significant events that the marae hosts. Takitini is an executive committee that manages the Purapura of kōhanga reo in the wider Huntly area.

Manu Pīrere Kōrero

I think I am fortunate to have grown up here. If I went to another kura, I would have strayed from the correct path. There are about seven of us ex-students who are now pouako. We went to kura together, then university then came back as teachers.

This is a place that they know will look after and nurture them – pouako, kaiāwhina and more who will care for them while they are here. The biggest benefit and attribute of this kura was the whānau. We grew up as a whānau.

I wasn’t scared because I grew up in te ao Māori, in a whānau environment. We felt aroha. We felt, heard and saw manaaki. We saw, felt and heard whanaungatanga. We could touch it. Those are valuable treasures as you make your way in the world.

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

Evaluation

Te Kōhanga Reo o Rāhui Pōkeka is in Huntly. Children demonstrate a good understanding of tikanga and kawa of Waahi Pā. This is evident through their participation in whakatau manuhiri, karakia, reciting their pepeha and participating in activities on the marae and in the community. The kōhanga reo is currently undergoing structural changes.

The next ERO review of Te Kōhanga Reo o Rāhui Pōkeka will be in three years.

1 Context

Te Kōhanga Reo o Rāhui Pōkeka is on Waahi Pā in Huntly.  An executive committee (Takitini) has been established to oversee the amalgamation of Rāhui Pokeka and Te Kōhanga Reo o Kaitumutumu.  Takitini provides governance support and consists of whānau members from both kōhanga reo. The committee has secured land and a building for the two kōhanga reo. They have developed a vision for the kōhanga reo. Once accepted by the whānau, the charter, policies, procedures, and strategic plan will be reviewed to align with the vision.

2 The Review Findings

To what extent do children demonstrate an understanding of tikanga and kawa of Waahi Pā?

Children demonstrate a good understanding of tikanga and kawa of Waahi Pā.

Children have a clear understanding of their place on the marae and in the community. Learning about the Kingitanga is an important part of the learning programme. Children attend Tainui events such as tangihanga, poukai and the Koroneihana. The kōhanga reo participate in marae activities. Children know how to perform pōwhiri and whakatau to manuhiri. They are familiar with their role as tangata whenua.  Children are proud to be Tainui.

Children learn in an environment where supportive relationships foster a love of learning. Children and kaimahi are connected through whakapapa. Whanaungatanga underpins all interactions. Kaimahi work with children in respectful and meaningful ways. Children’s successes are affirmed and they are made to feel special. They are familiar with routines and transitions between activities are smooth. Children demonstrate respectful interactions and relationships with others. Children are happy and settled.

Children are well supported as developing speakers of te reo Māori. Children experience a learning environment where te reo Māori is the everyday language of communication. They hear language that is associated with their whakapapa such as pepeha, karakia, mōteatea and waiata.  Kaimahi use a range of strategies to support language development such as prompts, conversations and questions. There is an emphasis on structured learning to support language acquisition such as maramataka, ngā tae, ngā ahua and ngā nama. Children readily respond to kaimahi requests, questions and instructions. The older children are confident speakers while the younger ones are developing in their understanding of te reo Māori. 

Planning and Evaluation

Takitini undertakes all governance responsibilities for Rāhui Pokeka. The kōhanga reo currently follows the vision and guideline of the Te Kōhanga Reo National Trust Charter.  The whānau responsibility is to maintain te reo Māori and day to day management. Whānau representatives on Takitini participate in key decision making.  Health and safety policies and procedures are in place. All registers are maintained by kaimahi. Children benefit from management systems that nurture their wellbeing and learning.

Children experience a programme that is well organised and managed. Kaimahi planning is well documented. Learning outcomes for children is clear. Kaimahi use appropriate teaching strategies and resources. There are clear links between planning and the learning programme. Children are enjoy learning.

Whānau monitor and respond to kōhanga reo operations. Whānau hui are well attended and discussions are robust. Financial reporting, personnel matters, health and safety issues and building maintenance are all reported against. Internal review is focused on improvements. Children gain immensely as whānau continue to review their practices to raise the quality of education.

Key Next Steps

The whānau have yet to implement Te Paki o Matariki, the vision and philosophy developed for the amalgamation of Rāhui Pokeka and Kaitumutumu. This will have a direct impact on strategic planning and the future direction of the kōhanga reo. Strategic goals and aspirations can only be developed when the kōhanga reo has a clear guiding philosophy.

Kaimahi require support to establish processes for evaluating the learning programme and assessing children’s learning and progress. The current processes do not link to planning. Kaimahi do not document changes to the learning programme and why this has come about. Assessments do not record what children know and what they are learning.

Kaimahi appraisals are incomplete. There is no information about kaimahi strengths and professional learning needs.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The whānau must:

3.1 ensure all reasonable steps are taken to provide staff with professional support, professional development opportunities and resources through an appropriate appraisal system.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations to:

  • implement the new philosophical direction for the kōhanga reo
  • develop a strategic plan
  • implement programme evaluation and assessment processes
  • complete appraisals process for all kaimahi.
