1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Ko ngā kōhungahunga mō tātau nei rangatira o te rangi, manaakitia, atawhaitia, kia tau te rangimarie

Te Kōhanga reo o Rangitahi is located on Te Marae o Rangitahi in Murupara. Ngāti Manawatanga and te reo Māori are priorities for whānau. The kōhanga reo whānau has strong relationships with the local community. The kōhanga reo has a new playground that was opened at the beginning of this year. 

3 Evaluation Focus

How well do mokopuna express their understanding of identity and belonging?

The kōhanga reo whānau provides an environment that nurtures mokopuna’ identity and fosters whanaungatanga.

4 Findings

Mokopuna are immersed in an environment that affirms their connections to whānau hapū and iwi. Whanaungatanga is evident throughout the kōhanga reo. Kaimahi model aroha, manaaki and tiaki in their interactions with mokopuna. They support tuākana to care for their teina during karakia and whāriki time. Kaimahi provide opportunities for mokopuna to lead mihi and participate in tikanga that welcomes manuhiri to their kōhanga reo. Whānau trust kaimahi to meet mokopuna learning needs. Kaimahi are attentive to the needs of all mokopuna and take particular care to understand and respond appropriately to Tama Ariki. These mokopuna are well supported to fully participate in the learning programme.

Kaimahi use a range of strategies that support mokopuna language development including modelling te reo Māori phrases, questioning, prompting, repetition and praise. Mokopuna learn about their whakapapa through mōteatea, waiata and pepehā that connect them to their hapū and iwi. Pēpi follow the actions of their tuākana and mimic the words of waiata

Mokopuna enjoy meaningful relationships and learning experiences in the wider community. Kaimahi actively support the kōhanga reo whānau to participate in community events including tangihanga, sports days, local markets and trips to Rotorua. Mokopuna are learning tikanga and kawa surrounded by their kuia and koroua. Mokopuna are learning about who they are and where they come from.

Kaimahi have processes in place for planning and assessment. Planning includes goals, desired learning outcomes, and strategies and resources that support programme implementation. Learning experiences follow the seasons and Atua Māori. Kaimahi make sure that planning includes the local marae as a resource to learn tikanga and kawa. Mokopuna progress is well documented. Aromātai is included in mokopuna profile books. Mātai mokopuna and kōnae are in place. Information captures highlights of individual learning and progress. Mokopuna experience learning activities that link them to their hapū and iwi.

Whanaungatanga is strong amongst whānau and is reflected in the way whānau manage the kōhanga reo operations. Whānau hui are held regularly. The strategic plan includes the vision and aspirations of the whānau. Long and short-term priorities are focused on te reo Māori and growing whānau skills and capabilities into the future. The action plan identifies what whānau will do to achieve the desired outcomes and includes timeframes. There is regular reporting across areas of operation including administration, building maintenance and health and safety. Policies and procedures are presented and discussed. These provide clear guidance and direction for kaimahi and whānau. Personnel management practices meet legislative requirements and support kaimahi’ professional growth. Mokopuna benefit from whānau decisions that reflect sustainability for the future.  

Key Next Steps

Programme evaluation requires strengthening. While kaimahi discuss the learning programme and reflect on what mokopuna enjoyed, a more formal approach would be beneficial. Programme planning will benefit from strengthening programme evaluation, particularly recording outcomes to adapt and inform future planning cycles. Mokopuna learning is enhanced when evaluation processes are effective.

Te reo Māori is a priority for whānau. Whānau acknowledge they need support to build their capacity and capability to speak te reo Māori. Mokopuna benefit when they hear te reo Māori being spoken in the home.

Although health and safety policies are up to date and emergency drills have been actioned, there is no documented evidence to of emergency evacuation drills. ERO recommends that the whānau monitor and document these as they are carried out. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • that whānau continue to work alongside the District Tari for support to strengthen programme evaluation and to ensure emergency drills are monitored and documented

  • whānau whakahaere to develop strategies that will build te reo Māori capabilities of whānau.

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e Te Tari Arotake Mātauranga ngā pūnaha o te kōhanga reo ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)

1 Context

Te Kōhanga Reo o Rangitahi is in Murupara beside Rangitahi Marae. Te reo Māori and Ngāti Manawatanga is a priority for the whānau. The kōhanga reo has a strong relationship with the local kura where most children attend when they are of school age. The whānau work together in the interests of the tamariki.

2 The Review Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga well in their kōhanga reo and in their community.

Ngā Taumata Whakahirahira

Children are aware of their learning environment. They have opportunities to feel, touch, smell and experience protocol associated with the natural environment. A child focused outdoor area invites children to play and work with others. Whānau provide a safe place for children. Children are confident to take risks. They enjoy a range of experiences in the local community. Excursions relevant to the present kaupapa are planned and well managed. Children are inquisitive learners.

Children are emotionally and physically confident. They manage aspects of their own care. They also display a sense of healthy habits and nutrition. Children actively participate in karakia and waiata. They move happily and interact appropriately through the indoor and outdoor spaces. Children have meaningful contact with others and are active as tuakana and teina. They experience aroha, manaaki and awhina. Kaimahi and whānau model and encourage positive relationships with others. Kaimahi provide a range of learning and physical resources to support learning. Children are happy and settled.

Children are developing an understanding of their role as tangata whenua role. Kaimahi support children to take up leadership roles during pōhiri. Children are aware of their roles and responsibilities in formal situations. They display a sense of belonging and ownership of their surroundings. Children know who they are and where they are from.

Children are interested and motivated by the language learning environment. Children hear te reo Māori at all times. Older children are encouraged to speak only in Māori. New and younger children can mimic words and simple phrases and use body language to convey messages. Children’s progress in te reo Māori is monitored and reported on. Kaimahi speak only te reo Māori to the children. Children are developing as speakers of te reo Māori.

Planning and Evaluation

Children participate in a well-planned and organised learning programme. The kaimahi are reflective practitioners. They plan and review the learning programme and outcomes for children. Kaimahi know the children well and consider their interests and needs when planning. Mahere-ā-tau are broken down and whāinga and activities are documented each week. Whānau have a high degree of trust in the kaimahi and the quality of the learning programme. Children’s holistic well-being is a priority for the whānau.

Children’s learning and development is well monitored. Assessment practices include observations, progress against whainga and discussions with whānau. Children’s progress is recorded and reported to whānau. Children are well supported in their learning.

The kōhanga reo is well managed. Ngāti Manawatanga drives kōhanga reo operations. The whānau and kaimahi uphold all expectations as set out in their charter. The strategic plan is clear and concise. Internal evaluation provides the whānau and kaimahi with information about aspects of kōhanga reo operations. Policies and procedures are effective. They are reviewed regularly during monthly whānau hui. Appraisals for all staff have begun. Health and safety is a priority in the kōhanga reo. Levels of transparency and accountability amongst whānau are high. The whānau work together to support kaimahi and children in all areas. Children are at the heart of all whānau decision making.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • continue to work with Te Kōhanga Reo National Trust and maintain and build on current practises including strengthening internal evaluation practice.

Conclusion

Te Kōhanga Reo o Rangitahi is beside Rangitahi marae in Murupara. Children demonstrate whanaungatanga naturally and spontaneously in their kōhanga reo and community. Kaimahi know the children well and positive outcomes for children is a priority for the whānau. Children and whanau’s identity as Ngāti Manawa and Mana Whenua is valued and enhanced. Children’s interactions and relationships with others reveal a good understanding of whanaungatanga.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Rangitahi will be in three years.
