1 Context

Te Kōhanga Reo o Raurimu is in Whangārei. The whānau have been through some challenges over the past year. After a brief closure, the kōhanga reo reopened in June 2018. With the support of a kaumātua, the Te Kōhanga Reo National Trust and the purapura, the whānau are able to further develop the kōhanga reo.

2 The Evaluation Findings

How well are children developing as confident learners and communicators?

Children positively demonstrate confidence as learners and communicators.

Ngā Taumata Whakahirahira

Children are well supported to learn te reo Māori. Kaimahi are all speakers of te reo Māori and are graduates from the local kura. The collective knowledge and capability of kaimahi and kaumātua provides significant support for children’s language development. Kaimahi use effective language learning strategies to introduce and embed children’s use of te reo Māori. These include repetition, high expectations, purposeful questions and the use of hand actions to reinforce understanding. Children are developing skills to communicate confidently in te reo Māori.

Children interact positively with their peers and adults. The whānau promote behaviour that builds caring and loving relationships. They have high expectations that the children will learn from the kaumātua who is present in the kōhanga reo every day. The kaumātua is a positive role model for children and demonstrates humility, respect and aroha. Kaimahi provide opportunities for children to participate in, lead and demonstrate an understanding of tikanga across a range of situations. Children are loving and mindful of others.

Children confidently explore the kōhanga reo environment. Kaimahi encourage children to make good use of the indoor and outdoor areas. Children are learning to take care of and respect the resources and the natural environment. The whānau and kaimahi ensure children’s learning is fun. Formal learning times provide short bursts of concentrated activity. There are times during the learning programme when children are able to follow their own interests. Children are happy learners.

Children learn about the importance of their identity. Kaimahi foster children’s understanding of who they are through a regular focus on mihimihi and whakapapa. Children have opportunities to hear the stories of the iwi, hapū and whānau. They also learn mōteatea that are relevant to their area. The whānau ensure children are confident and know their role and place within the whānau. Children are developing an understanding of who they are and where they belong.

Planning and Evaluation

The whānau are encouraged to participate and contribute to management of the kōhanga reo. The skill and knowledge of key whānau members is building their collective understanding and capability to contribute to the administration of the kōhanga reo. Whānau hui have focused on increasing the number of children in the kōhanga reo, property improvements and safety, communication, staff appraisal and the role of the kaumātua. Regular meetings, kaiako reports and hazard concerns are discussed and monitored. The health, wellbeing and safety of children are priorities for the whānau.

The team of kaimahi are supported by the local purapura to develop skills in the planning and implementation of the learning programme. This is evident in the sharing of planning formats, weekly kaimahi meetings and informal training time. The whānau receive good information about what their children are learning.

Key Next Steps

Kaimahi must continue to grow their knowledge and skills in programme evaluation and assessment practices in order to effectively foster children’s development as confident learners and speakers of te reo Māori.

The whānau must review their charter, in particular ensuring all health and safety policies and procedures align with current legislation. Reporting and recording on key aspects of operations at whānau hui will also strengthen self review in the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that whānau and kaimahi work collaboratively to implement actions that address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Raurimu will be in three years.

1 Context

Te Kōhanga Reo o Raurimu is in Onerahi, Whāngarei. Whānau are linked to each other through whakapapa. Children learn about kōhanga reo values that promote whanaungatanga and manaakitanga. A long serving, experienced kuia of the kōhanga reo has provided guidance and support for whānau and kaimahi to grow the kōhanga reo kaupapa.

2 The Review Findings

How well do children show confidence in their te reo Māori environment?

Children are confident learners in their te reo Māori environment.

Ngā Taumata Whakahirahira

Children’s spiritual and cultural connections are strong. Kaimahi provide children with opportunities to explore their natural and physical worlds of te ao Māori. Children are supported to participate in local events to affirm their connections with iwi and the community. Kaimahi encourage children to follow tikanga for different situations, health and care for themselves and others. Children are settled and have a sense of belonging.

Children’s identity and whakapapa is affirmed. Kaimahi support children to learn about local customs and traditions and language about their cultural heritage. The learning environment is created to develop children’s sense of identity and belonging. Opportunities to participate in community events and attend regional hui to enhance children’s knowledge about their hapū and iwi. Children have a strong sense of belonging.

Children’s holistic development is important. Kaimahi closely monitor individuals learning needs based on respect, care and manaaki. Activities promote tūpatotanga and kaitiakitanga for children, their learning environments, for themselves and others. Children are encouraged to initiate their own learning based on their interests. The kuia actively participates in activities to engage and interact and have fun with children. Children are comfortable and happy at the kōhanga reo.

Children are immersed in te reo Māori me ōna tikanga. Kaimahi, kuia and kaumātua collectively contribute to children’s language development. They integrate language and tikanga into kaupapa ako to build children language skills. Te reo Māori activities are fun and meaningful to cater for individual and group needs, Children are well supported to learn te reo Māori.

Children are learning about their natural environment. Kaimahi provide children with opportunities to explore and connect with Ranginui and Papatūānuku. Maara kai and fruit trees are an integral part of children learning about self-sufficiency. Contemporary and natural resources are used in children’s learning activities. Kaimahi encourage children to explore their interests of te taiao. Children enjoy learning through discovery.

Key Next Steps

Although the kōhanga whānau has worked to make improvements to the building, it requires further work.

Planning and Evaluation

Children’s learning is well planned. Kaimahi work with the kuia to plan a learning programme to respond to children’s needs. Learning objectives and kaupapa are based on the kōhanga reo framework for planning. Children individual learning interests are considered.

Children’s learning guides whānau management practices. Hui whānau provide opportunity for them to receive information about the kōhanga reo operations. Te Ara Tūāpae identifies strategic goals based on kōhanga reo priorities. Progress against the strategic goals is monitored and regularly reported.

Key Next Steps

Children’s learning progress is not formally monitored. There is limited information gathered about individuals’ progress in learning. Kaimahi are learning about the links of assessment, programme evaluation and programme. Kaimahi are encouraged to seek support to improve the quality of delivery. Children’s learning needs are yet to be fully incorporated into the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. ERO found that in order to meet these requirements whānau must:

3.1 ensure that the kōhanga reo physical environment, including the premises, and facilities are regularly checked for hazards, and managed for children’s physical safety

3.2 ensure that all kaimahi are trained in fire and earthquake drills, and in other emergency procedures, and that regular evacuation drills are carried out and recorded

3.3 ensure that a procedure for monitoring children’s sleep is displayed and implemented and a record of children’s sleep times is kept

3.4 ensure detailed records are kept of all injuries to children and that parents be formally informed of these incidents.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:
