3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Reporoa is based at Te Marae o Matarae in Reporoa. It was the first kōhanga reo to be established in the Tūwharetoa region, and is the only kōhanga reo with affiliations to both Ngāti Tahu and Ngāti Whaoa.

The previous ERO report 2014 identified progress with resourcing to support the delivery of the learning programme and whānau management practices that include dealing with personnel issues. Since this report the whānau have been dealing with challenges related to: its rural location, low roll numbers, recruiting kaimahi, inducting new whānau to the kaupapa of kōhanga reo and sustaining sound whānau management practices. In addition the kaiako resigned three months before the review, however agreed to be the temporary kaiako until a replacement is appointed.

2 The Evaluation Findings

To what extent do children show they learn in a safe and nurturing environment?

Although children are considered by the temporary kaiako, there are continuing concerns about the sustainability of the kōhanga reo, staffing, whānau involvement and management and the ongoing care and learning of all children.

Ngā Taumata Whakahirahira

ERO noted learning activities that reflect the marae and community. Marae activities are organised to support children to learn about tikanga and kawa in a practical setting. The older children are given opportunities to learn about the landmarks and stories relevant to their tūrangawaewae. The temporary kaiako provides support for children to learn their whakapapa and pepeha. He has established a maara kai so the children come to understand their roles as kaitiaki to their whenua. Older children are able to talk about who they are and where they come from.

Most children are developing skills to share in te reo Māori. Although whānau have aspirations for their children to be speakers of te reo Māori and develop an understanding of tikanga, they spend limited time supporting the daily programme. Very little of this information is transferred into the home. The temporary kaiako is a speaker of te reo Māori who is able to model the language for children. Older children have skills to respond in te reo Māori, while the babies express themselves using facial expressions and body language. Some children respond using te reo Māori.

Planning and Evaluation

Programme planning and assessment practices are developing. Although whānau help the kaiako with planning and have access to children’s learning information more work is required to improve the quality of the learning programme.

Key Next Steps

The temporary kaiako has challenges with maintaining a learning programme that responds to individual learning needs. He is the only person who works alongside children therefore has limited choices about who to share his ideas with. As a consequence there is limited opportunity to improve the quality of children’s learning. It is imperative for the whānau to work with any kaiako.

Whānau management is inadequate. There are outstanding matters that need immediate attention such as:

  • the implementation of health and safety practices, particularly ratios regarding children’s care and supervision. This poses a risk to children’s safety. Registers to monitor sleeping and nappy changes do not exist

  • training to strengthen whānau understanding about the kaupapa of kōhanga reo is urgently required

  • support for new whānau to develop an understanding about their roles and responsibilities to increase their participation in all matters related to the operations of the kōhanga reo

  • the appointment of a permanent staff member

  • personnel matters related to police vetting and kaiako appraisals must be completed.

Future enrolments are uncertain which creates further concern about the sustainability of the kōhanga reo.

Internal evaluation is inadequate. There are no processes in place to monitor progress across all areas of kōhanga reo operations. Although whānau aspirations have been recorded in their strategic document, these do not show sufficient detail or actions. There is no annual action plan to guide whānau responsibilities with meeting key tasks or deadlines. The whānau monthly meetings focus on financial management, community events and daily kōhanga reo activities. Operational matters are not discussed or recorded. In addition there is no discussion about the quality of children’s learning.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified a number of areas of non-compliance. In order for the whānau to meet compliance requirements they need to:

  • ensure the curriculum is informed by planning, implementation and evaluation

  • ensure there is an ongoing process of self-review to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure suitable personnel management practices including staff appraisals are implemented

  • ensure there is a strategic and annual plan to guide kōhanga reo operation

  • ensure all those working with children at kōhanga reo are police vetted

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the Te Kōhanga Reo National Trust provide comprehensive support to address the issues identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Reporoa will be within one year.
