1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Rēwai is in Flaxmere, Hastings. The kōhanga is licensed to cater for 15 mokopuna including four aged less than two years of age at any one time. The kōhanga reo has a historical connection with the local purapura, who continue to work closely with each other. One kaiwhakahaere currently manages the administration of Te Kōhanga Reo o Rewai and Te Kōhanga Reo o Te Kōwhai. The founding kuia continues to be involved in the day-to-day activities of the kōhanga reo.

3 Evaluation Focus

How well do mokopuna show their understanding of te reo and tikanga Māori?

Mokopuna confidently express their understanding of te reo Māori through their learning experiences.

4 Findings

Mokopuna learn in an environment where te reo Māori is a priority. They participate in language learning that is fun, creative, and enjoyable. Kaimahi are deliberate as they plan to develop mokopuna language skills. They use a range of strategies including distinct types of waiata, rotarota, questioning, prompting and rote learning. Kaimahi encourage the use of te reo Māori amongst mokopuna through praise and actively extend mokopuna vocabulary. Older mokopuna follow simple instructions, answer questions and mimic how kaimahi use the language. Younger mokopuna use facial expressions and body language to show their comprehension. Mokopuna are developing as early speakers of te reo Māori. 

Kaimahi work collaboratively to successfully plan, assess and evaluate the learning programme. Planning is detailed, organised and documented. Kaimahi prepare activities to suit different age groups and individual mokopuna interests and learning needs. Kaimahi purposefully gather assessment information that helps them meet the needs of individuals and groups of mokopuna. Programme evaluation is consistently practiced. Kaimahi reflect, discuss and share strategies to improve outcomes for mokopuna. Mokopuna benefit from focused teaching approaches.

Whānau manage the kōhanga reo in the best interests of mokopuna. Te Kōhanga Reo o Rēwai and Te Kōhanga Reo o Te Kōwhai hold combined whānau hui. Management of both kōhanga reo are the same. Whānau hui are held monthly and are well attended. Whānau monitor and report regularly on key aspects of operations. Decision-making processes are well informed and recorded. The tūtohinga has been recently reviewed and provides clear guidelines for the roles and responsibilities of whānau. It aligns to Ngā Pou e Whā and affirms whānau commitment to the protection of te reo Māori. Core health and safety policies and procedures are in place and are consistent across both sites. The strategic plan defines whānau aspirations, their priorities, and is informed by Te Ara Tūāpae. An action plan identifies key tasks and timeframes to achieve strategic goals. The annual plan provides good guidance for the kaiwhakahaere who monitors and completes administrative tasks in a timely manner. Personnel management systems are improvement focused. Appraisals are completed in a regular cycle and lead to professional development that align to kaimahi goals. Mokopuna are the focus of whānau management. 

Key Next Steps

The whānau have identified the need for ongoing professional development for all kaimahi. This is part of their aspiration to grow kaimahi capability and skills across both sites. They aim to monitor this through appraisal and professional goals over time. Mokopuna benefit from an ongoing focus for improvement.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • to work with the tari ā-rohe and with the Purapura to grow kaimahi capability.

Te Kōhanga Reo o Rēwai is located in Flaxmere, Hastings. The whānau are committed to the kaupapa of the kōhanga reo and its future. Since the previous ERO review, the whānau have appointed new kaimahi who are learning about their roles and responsibilities in the kōhanga reo.

2 The Evaluation Findings

How well do children show they are settled learners?

Children are happy and settled in their learning.

Ngā Taumata Whakahirahira

Children learn te reo Māori in interesting and engaging ways. The kaiako is a competent speaker of te reo Māori. Kaimahi use modelling, questions and repetition to extend children’s use of te reo Māori. They create fun competitions with children to encourage them to speak Māori. The older children engage in conversations with kaimahi and confidently share their pepeha with others. The younger children are gently prompted by kaimahi to learn to use Māori words. Babies understand what is being said to them which is evident in the way they respond. Children are developing important Māori language skills.

Children learn in an inviting and loving environment. Children are regularly praised for their efforts and successes. Kaimahi guide children throughout the day with clear and gentle expectations. Children are aware of what is expected and understand the boundaries of acceptable behaviour. The older children are responsible tuākana and lead parts of the learning programme. They show affection and are very mindful in their interactions with the babies. Children show care and respect in their interactions with others.

Children learn in ways that affirm their identity. Most children and kaimahi have whakapapa links to the area. Children hear and use kīwaha specific to their iwi. Kaimahi ensure children visit their local marae so that they can see what adults do in that setting. Children observe the kawa and tikanga of the marae as they participate in pōhiri and whakatau. They interact regularly with kuia and aunties and enjoy this time to connect with them. Children are learning about who they are and who they belong to.

Children enjoy learning and exploring in the kōhanga reo. Kaimahi prepare fun activities and opportunities for children to follow their interests. The learning programme is well resourced and organised to ensure children can move freely between activities throughout the day and make the most of the learning spaces. Set kaupapa ako for the older children focus on knowledge that is valued by the whānau and iwi. Babies enjoy a programme that is based on meaningful relationships and enables them to learn in safe and appropriate ways. Visits to other kōhanga reo and to important events in the community provide learning experiences that extend beyond the walls of the kōhanga reo. Children are confident learners.

Planning and Evaluation

The whānau manage the operations of the kōhanga reo well. The charter is up to date and provides clear guidelines for the management of the kōhanga reo. An annual plan guides key aspects of operations across the kōhanga reo. Policies and procedures were recently updated and reviewed, and include relevant links to the Vulnerable Children’s Act. Emergency drills are carried out and registers are well implemented. Whānau management focusses on the well-being and care of all children and their whānau.

The kaiako leads planning, assessment and evaluation. Programme planning is well documented. Each kaimahi takes responsibility for different groups of children and adapt the planning accordingly. Kaimahi meet regularly to discuss and document what is working well in the programme, what needs improvement and where to next for children. Kaimahi are focussed on providing a quality programme for children.

Key Next Steps

Assessment practices require further development. Individual profiles are used to collate assessment information about children, however these do not link clearly to the outcomes for children’s learning identified in the planning. Kaimahi notes often describe what children are doing rather than describing the learning that is occurring for children.

While the whānau have identified aspirations and priorities in their strategic plan, they must now identify and plan key actions that will support them to achieve those priorities. The whānau must also consider how they will monitor and report against their progress towards the achievement of whānau aspirations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen assessment practices

  • develop and implement an action plan to achieve their strategic priorities and aspirations.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rēwai will be in three years.
