1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for hapū and iwi.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna have positive meaningful relationships and interactions with others.

4 Findings

Mokopuna relationships are nurtured in a supportive learning environment. Constant praise and encouragement are strategies used by the whānau to promote mokopuna confidence and positive relationships. Purposeful activities encourage tuākana and teina to learn alongside each other. Kaimahi are gentle and caring and model the values of aroha, manaaki, awhi and tautoko. Mokopuna interact positively with others and tuākana teina relationships are evident. Kaimahi encourage mokopuna to lead and support each other in formal activities such as karakia, and waiata. Mokopuna are happy learners.

Mokopuna are developing a strong sense of belonging and identity. Whanaungatanga provides the foundation for learning. The names of the local awa, maunga and tīpuna are familiar to mokopuna. Kaiako ensure mokopuna are aware of their whakapapa links to each other and their whenua. Mokopuna are embraced in whanaungatanga.

Kaimahi have a planned approach to mokopuna learning. These plans include term, monthly and weekly plans. While links are made to Te Whāriki ā Te Kōhanga Reo it is not clear how the plans respond to the needs and interests of individual mokopuna. Mokopuna enjoy the learning experiences and activities provided.

The operation and administration of the kōhanga reo is underpinned by whanaungatanga. Whānau hui are held monthly and are well attended. Whānau monitor and report on key aspects of operations. Decision-making processes are informed and recorded. The Tūtohinga provides clear guidelines for the roles and responsibilities of whānau. It aligns to Ngā Pou e Whā and affirms whānau commitment to the protection of te reo Māori. Core health and safety policies and procedures are in place. The annual plan provides good guidance for the kaiwhakahaere who monitors and completes administrative tasks. Mokopuna are the focus of whānau management.

Key Next Steps

Programme evaluation and mokopuna assessment require attention. It is not clear how programme evaluation and mokopuna assessment is linked to programme planning. Support is required for kaimahi to build their capability and capacity to deliver an effective programme responsive to individual mokopuna strengths, interests, and needs. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • that the whānau seek support from the District Office to develop and implement an action plan to address the next steps outlined in this report.

At the time of this review, there were four generations of whānau who actively contribute to the kōhanga reo. The kuia and her whānau have supported the kōhanga reo for many years. The marae committee, kaimahi from the district office of Te Kōhanga Reo National Trust and the whānau are currently planning for the development of a new kōhanga reo.

2 The Evaluation Findings

How well do children show they are confident learners?

Children are confident and enthusiastic learners as they participate in a range of learning experiences across the programme.

Ngā Taumata Whakahirahira

Children learn in an environment where their identity is nurtured. All kaimahi and most children have whakapapa connections to Ruataniwha Marae. Kaimahi support children to learn and share their pepeha with whānau. They also guide children through the kawa and tikanga to formally welcome visitors to the marae and at the kōhanga reo. Children are proud to participate in mihi whakatau and support kaimahi with waiata tautoko. They are welcoming and are often seen warmly greeting people who come to visit. Children enjoy welcoming others to their kōhanga reo. Children learn who they are and where they come from.

Children develop respectful relationships with others. Kaimahi use their knowledge of each child and whānau to foster children’s identity within the kōhanga reo. They welcome new children and their whānau as their own. The kuia models aroha and manaaki with kaimahi and children. Children are well loved and cared for by the adults in the kōhanga reo. Kaimahi encourage tuākana to work alongside their teina. The teina enjoy these interactions. Kaimahi promote values and strategies that show children how to care for others. Children show aroha, manaaki and āwhina. Children appear secure and settled.

Children learn in an environment where te reo Māori is a priority. Kaimahi nurture children’s confidence to speak Maori by affirming their language skills and development. Children are encouraged to have fun with te reo Māori with waiata, rotarota, hākinakina and pānui pukapuka. Kaimahi make the most of opportunities to extend children’s understanding of te reo Māori and challenge their thinking. Older children enjoy sharing their thoughts and actively seek answers to questions posed by kaimahi. Younger children show their understanding of te reo Maori through their facial expressions and body language. They happily participate activities that enhance their language learning. Children are developing well as speakers of te reo Maori.

Children confidently explore their learning environment. Kaimahi support children to work together in cooperative ways. They have created a warm and open environment that enables children to move freely between the indoor and outdoor areas. Children enjoy choosing activities and following their own interests. They enthusiastically explore their outdoor area of the kōhanga reo. Kaimahi provide experiences for children to see and hear birds and animals in the local area. Children are confident learners.

Planning and Evaluation

The whānau are developing their confidence and capability to manage the kōhanga reo. They are passionate about the kaupapa of kōhanga reo. Some parents are graduates of this kōhanga reo and new whānau are also keen to share their skills in support of the kōhanga reo. The kaiwhakahaere role is shared between kaimahi and the treasurer, with the support from the district office of Te Kōhanga Reo National Trust. Financial systems and processes are well managed. Whānau hui are held regularly and well recorded. The charter has been reviewed and updated. Te Ara Tūāpae provides the long-term vision and direction for the kōhanga reo. An annual plan supports smooth daily operations. Health and safety registers and drills are in place. The whānau manage the kōhanga reo in the best interests of their children.

Key Next Steps

Programme planning and assessment practices can be strengthened. Although kaimahi record information about children’s learning in individual diaries, they have not yet considered how best to use this information to improve the learning programme and guide their reporting to whānau. A stronger focus on improvement will support kaimahi to confidently adapt the planning and delivery of learning experiences for children.

A key priority for the whānau is to continue building their shared understanding and capability to effectively manage the kōhanga reo. This aligns to their aspirations to improve whānau engagement and succession planning for the future of the kōhanga reo. The whānau are committed to the ongoing development of their kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau continue to work alongside kaimahi from Te Kōhanga Reo National Trust to strengthen the focus on improvements in planning, assessment and evaluation practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ruataniwha will be in three years.

1 Context

Ko Taraia te maunga Ko Te Punawai a Tangaroa te awa Ko Te Rua o Te Taniwha te pā tawhito Ko Te Rangipaekura te tangata Ko Iwikatere te hapū Ko Ngāti Kahungunu te iwi

Te Kōhanga Reo o Ruataniwha is at Ruataniwha Marae, Wairoa. The kōhanga reo is licensed for twenty children including 6 under two year olds. Most children have close whakapapa connections to each other.

Children experience a unique curriculum which is underpinned by Māori principles and values. There is a clear focus on the concepts in Te Korowai and Te Whāriki. Local traditions, history and knowledge are an important part of the curriculum in this kōhanga reo. The whānau are positive about the outcomes for their children. There is an unwavering commitment by whānau to the kaupapa of kōhanga reo.

Since the October 2012 ERO report, there have been minor staffing changes which the whānau are managing well. Additionally, the whānau have made several improvements to the children’s learning environment. These have included purchasing new resources, laying new linoleum and carrying out numerous repairs.

2 The Review Findings

How well are our children learning about their ancestral connections?

Children are developing understanding about their ancestral connections.

Mana Whenua

Children’s identity is affirmed daily in uplifting ways. Daily recitation of children’s pepeha and whakapapa help link children to their whānau and hapū and identify geographical landmarks that are of historical importance. Children enjoy sharing this information which is a special time for socialising. Children stand with pride when they recite their pepeha and whakapapa.

Children stand proudly as tangata whenua. Children hear about traditional stories that help connect them to their ancestors and affirm who they are. Whānau and kaumātua have resurrected several stories that identify local chiefs, tohunga and whānau who had a significant impact on the whānau and hapū. Children are familiar with the attributes of these important role models.

Children’s wellbeing and relationships thrive in an environment where the principles of whanaungatanga and manaakitanga are evident. Most children and kaimahi are known to each other and are connected through whakapapa. Relationships among kaimahi, whānau and children are respectful and inclusive. Older children model aroha, awhi and tautoko when they are with the toddlers and each other. Children are supported by kaimahi in affirming and affectionate ways. Children have a positive sense of self and belonging.

Children are enriched in their cultural heritage and identity when involved in marae activities. Children participate in pōwhiri, whakatau, tangihanga and celebrations. The marae is a significant meeting place which is used to support children’s sense of identity and knowledge of tikanga Māori. Children are at ease on the marae.

Children are immersed in a rich, supportive te reo Māori environment. Children hear effective language models throughout the day. Various approaches are used by kaimahi and whānau to encourage children’s language development and use. Several whānau members attend te reo Māori classes. This strategy greatly benefits children’s language development. The more able and confident children have opportunities to lead different activities and routines. Some of these children regularly use and speak te reo Māori during formal and informal occasions. Children are developing in appropriate ways according to their abilities and developmental levels.

Children regularly interact with their kuia, kaumātua and whānau in formal and informal settings. Children often observe kuia, kaumātua and whānau in their traditional roles. These encounters help reinforce children’s identity, intergenerational connections and knowledge of te ao Māori. Children are comfortable among a range of people.

Children are welcomed into a well-planned, attractive environment which reflects te ao Māori. Children demonstrate high levels of engagement as they follow their interests and play. There are a wide range of resources provided. Routines and transitions flow smoothly and are understood by children. The open-plan environment allows children to move freely between the indoors and outdoors activities. Kaimahi actively support children as they explore and problem solve. Children receive stimulating learning experiences.

Planning and Evaluation

Children are well supported in their learning through strong leadership, effective management processes and a clearly articulated vision. There are clear processes to help whānau manage different aspects of the kōhanga reo operations. There is regular discussion, monitoring and reporting on these areas. Whānau take an active role in different activities at the kōhanga reo and are committed to the kaupapa of kōhanga reo. Prioritising key areas for development have resulted in major improvements for children. Children’s interests and cultural identity are central to whānau practice.

Key Next Steps

Whānau do not formally appraise the performance of kaimahi. They acknowledge that the implementation of kaimahi appraisals is vital for improving children’s outcomes.

Children’s progress is not clearly documented and their learning experiences are not regularly evaluated. Although kaimahi meet frequently there is limited evaluation of the children’s learning programme. Assessment practices lack important details including dates, annotations and information about each child’s interests and strengths.
