1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Ko Tītītangiao te maunga tapu, Ko Awahou te awa tapu, Ko Tāneatua te takiwā, Ko Mataatua te waka, Ko Tūhoe te iwi. “Ko ta matau kitenga anamata ko te tiketike Tūhoetanga”. Te Kōhanga Reo o Tāneatua is located near Whakatāne in the Eastern Bay of Plenty. The kōhanga reo facilities and resources are well maintained. 

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna have positive and meaningful relationships and interactions with others.

4 Findings

Mokopuna are provided a positive environment that builds meaningful relationships. The daily programme and well-established routines foster comfort and calm. Mokopuna sense of belonging and wellbeing are prioritised. Kuia, kaimahi and whānau model aroha and care. Whanaungatanga is a key value and underpins all interactions. Mokopuna are exposed to language specific to their iwi.  Tuakana care for teina and confidently model use of te reo Māori that they know. Kaimahi encourage the older mokopuna to speak te reo Māori and to respond with confidence. The body language and sounds of babies are recognized as their language development. Mokopuna experience whanaungatanga in their learning. 

Mokopuna are at the center of whānau management. Whānau have effective processes and procedures for monitoring and reporting on key aspects of operations. Administration systems and procedures are in place. The annual plan guides the implementation of these systems. The tūtohinga provides clear guidelines for the roles and responsibilities of whānau. Personnel management systems are in place. Appraisals lead to professional development for kaimahi. All health and safety policies and procedures are in place. The whānau has a strategic plan that defines their key aspirations and priorities. Decision-making processes at whānau hui are well informed and recorded. Mokopuna are the focus of whanau management.

Kaimahi work collaboratively to plan, assess and evaluate the learning programme. Planning is detailed, well organised and documented. Kaimahi prepare activities to suit different age groups and individual mokopuna interests and learning needs. They purposefully gather assessment to help them meet the needs of individuals and groups of mokopuna. Programme evaluation is embedded and consistently practiced.  Kaimahi reflect, discuss and share strategies to improve outcomes for mokopuna.  Mokopuna are learning and benefit from focused approaches.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to enhance internal evaluation practices.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme including te reo Māori development for children

  • whānau management including whānau participation, leadership, strategic planning, personnel management and health and safety

  • areas of non-compliance relating to children’s learning, physical safety and well-being, and whānau management practices

  • any other significant issues identified since the previous review.

2 Context

Te Kōhanga Reo o Tāneatua is located near Whakatāne in the Eastern Bay of Plenty.

The previous ERO report in 2016 identified a number of concerns related to the learning programme and whānau management. Since that review, the whānau has employed a new kaiako who has extensive experience and knowledge in kōhanga reo. She has worked alongside the whānau to help improvement with management practices.

3 Findings

Children are able to express themselves in te reo Māori. Kaimahi use appropriate strategies to support children’s language development. They sit alongside children and ask questions, provide suggestions and have conversations about their learning. This ensures children hear language that is relevant to their interests. The learning programme is well structured and resourced to provide children with positive language learning opportunities. Karakia, mihimihi and waiata help children to learn and recite language patterns. Children are developing as speakers of te reo Māori.

Children’s learning guides whānau management practices. Whānau actively participate in kōhanga reo operations. Roles and responsibilities have been clarified to guide expectations for whānau and kaimahi. The whānau have implemented a planned approach to strengthen their understanding about Te Korowai and the kaupapa of kōhanga reo as a part of whānau development. This includes a new induction programme, organising wānanga about Te Korowai. They are looking at ways to grow the kōhanga reo roll. An annual plan has been recently developed by the whānau. Children’s interests inform whānau activities.

Children’s learning is important. The kaiako is focussed on raising the quality of children’s learning and shares specific strategies with kaimahi that are based on children’s interests. There is ongoing guidance and support through programme planning and evaluation to improve practices. The kaiako provides comprehensive reports at hui ā-whānau about the learning programme and matters related to children. Children’s learning experiences are enhanced.

Personnel management has improved. Systems are in place to guide whānau practices. Documentation has been updated for all kaimahi. Although appraisal has been implemented it has only been completed for one kaimahi. The kaiako aims to complete appraisal for all kaimahi by the end of the year. The whānau plan to review the appraisal system. Children’s quality of learning is strengthened.

The previous ERO report identified several areas of non-compliance which have now been addressed. These areas included:

  • improving the quality of delivery of children’s learning

  • developing processes to ensure all reasonable steps are taken in the interests of children’s physical safety

  • ensuring the kōhanga reo premises and facilities are catering for the range of children’s age groups, hygienic practices are followed and ensure children’s physical needs are in place

  • managing the kōhanga reo in accordance with good management practices, including Te Korowai

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that whānau implement their new annual action plan.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tāneatua will be in three years.
