Whānau recognise the need to keep raising internal review practice to include regular review and reporting on planned strategic priorities. Children’s confidence is emerging and being nurtured through te reo Māori me ngā tikanga Māori.
The next ERO review of Te Kōhanga Reo o Tangata Rite will be in three years.
Te Kōhanga Reo o Tangata Rite is on Takipū Marae reserve in Te Karaka, near Gisborne. Most whānau affiliate to the iwi and hapū of Te Aitanga-a-Māhaki. Since the last ERO review in 2013, significant matters relating to management and financial practices arose and Te Kōhanga Reo National Trust(TKRNT) intervened with Ministry of Education SELO support.
In March 2015 a former TKRNT District kaupapa kaimahi was assigned to the kōhanga reo as Kaitiaki to address previous management issues and to revitalise the kaupapa of te kōhanga reo. Since her appointment vast improvement has been made across all areas of operations.
Children are showing a developing confidence in their use of te reo Māori me ngā tikanga Māori.
Children hear te reo Māori at all times. Kaimahi use te reo Māori spontaneously in conversation and interactions with children. Kaimahi use strategies including modelling and prompting to extend and support language development. Children are supported to develop as speakers of te reo Māori.
Children enjoy opportunities to lead activities and routines. Interactions between adults and children are supportive and nurturing. Kaimahi model positive interactions and adapt to the diverse needs of their children. They learn to respect and care for themselves and others. Tuākana readily care for their tēina. . Children benefit from a strong whānau learning and sharing environment.
Children experience authentic Te Ao Māori experiences throughout the daily programme. They learn local mōteatea and Hāhi Ringatū karakia. Children participate in events at the marae including pōwhiri and other hui. Children are developing a growing awareness of the roles of whānau on the marae. Children learn about who they are and where they are from.
Children’s interests are incorporated into all aspects of the daily programme. Kaimahi modify activities to extend, support and enrich learning. Children take care of their resources and environment. They often explore beyond the kōhanga reo to the marae and playground. Children are finding their place in their kōhanga reo and wider world.
Kaitiaki and kaimahi have begun to support whānau in the journey of learning about key aspects of hauora – whai oranga. A number of initiatives have begun where whānau are adopting practices that further support children’s wellness, well-being and health. These initiatives include regular hearing, vision, dental and vaccination checks by Turanga Health. Kaimahi acknowledge that it is timely to consider the integration of other hauora aspects that children will benefit from, including healthy kai and hygiene routines.
The whānau of Te Kōhanga Reo o Tangata Rite has come through a time of positive change.
The kōhanga has had targeted support to revitalise all management practices, systems and learning programmes for children. Regular whānau hui are now in place and there is a strong focus on growth and improvement. In less than a year the kōhanga reo is better positioned towards improved management and teaching for children. Kaimahi are learning the importance of Te Whāriki and planning purposeful programmes. Whānau members are now more active in the operations and management of the kōhanga reo for their children. Children benefit from active whānau involvement and support.
Strategic planning practices are used to define positive goals for children. An important priority is the need for new premises and facilities. The current one-room building for all kōhanga operations including the sleeping area is unsuitable. The long term management of the kōhanga reo is also a future priority with a focus on whānau learning, building whānau capability, and kaimahi training and development. Children are at the centre of kōhanga decision-making and its restoration.
A strong level of transparency and accountability supports the whānau to as they manage their kōhanga reo. All regulatory requirements are now being met. ERO acknowledges the achievements made by the whānau in the last 10 months with the support and guidance of the Kaitiaki. Whānau report that they are now in a good position to take control of their kōhanga reo. Children are better placed for learning through increased whānau awareness of the kōhanga reo kaupapa and their responsibilities.
The Kaitiaki acknowledges that whānau and kaimahi are still in the early stages of understanding and implementing quality internal evaluation which covers all aspects of the kōhanga reo including Te Whāriki. Whānau recognise the need to keep raising internal review practice to include regular review and reporting on planned strategic priorities.
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Te Kōhanga Reo o Tangata Rite is situated at Takipu Marae, Te Karaka. The hapū is Te Whānau a Taupara and the iwi is Te Aitanga a Mahaki. Most children and whānau come from Matawai across to Te Karaka. Kaimahi and whānau continue to work hard to achieve their aspirations for their children.
The kohanga reo whānau chose Ngā Pou e Whā as their focus for this Education Review. Planning and evaluation is also managed as part of Ngā Pou e Whā and the whānau requested that this area be considered within their focus. Children are well supported in their learning and development of te reo me ona tikanga Māori.
All kaimahi have worked hard to develop and provide well managed and stimulating learning programmes. Kaimahi promote te reo Māori in all learning situations. A range of experiences allows children to develop an appreciation and awareness of ngā atua Māori in the physical, natural and traditional environments. Kaimahi encourage children to learn their ancestral heritage. Children are developing as confident and independent learners who are settled and happy.
Whānau manage the kōhanga reo effectively because of their commitment to children. Most kaimahi and whānau began at the kōhanga reo less than a year ago. They have worked hard to establish useful management practices. Most kaimahi brought their past knowledge and expertise from previous kōhanga reo they have worked in. This has been significant in setting a strong management foundation.
Whānau are well supported in their strategic direction. They have a clear management plan that includes goals and priorities which whānau continue to work through. Self review is well developed. Whānau are well placed to now document their significant achievements and success outcomes against their strategic plan.
ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.
Before the review, the whānau of Te Kōhanga Reo o Tangata Rite was invited to consider its priorities for review using guidelines and resources provided by ERO.
The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at Te Kōhanga Reo o Tangata Rite.

The kōhanga reo whānau chose Ngā Pou e Whā as their focus for this Education Review. Ngā Pou e Whā which originates fromTe Korowaiis their shared focus for managing the kōhanga reo and promoting positive learning outcomes for children. Planning and evaluation is managed by them as part of Ngā Pou e Whā. They requested that planning and evaluation be acknowledged across Ngā Pou e Whā.
Whānau are happy with the focus on the promotion of te reo Māori with their children. Some children use te reo Māori throughout the day in their learning and interactions. Kaimahi use te reo Māori at all times with children. These times include during routines, meal times and independent exploration. Meaningful conversations are held between children and kaimahi. Children know tikanga associated with the kōhanga reo and karakia. They are familiar with the kōhanga reo protocols for visitors and tangata whenua. Children receive varied and meaningful language learning experiences.
Children are able develop their language capabilities and appreciation of ngā atua Māori in different settings. Excursions and walks to surrounding ancestral landmarks, and participation in marae events enable children to be immersed in authentic Māori contexts. Children are developing confidence and are able to recite their pepeha and affirm their links to their kōhanga reo.
Kaimahi have developed a range of successful methods to record children’s learning and development throughTe Whāriki. Profile folders show a range of learning experiences. Information is organised according to programme planning. Kaimahi acknowledge that further development with assessment is required. They intend to record notes about children’s work and photos to be clearer about progress and achievement.
Whānau and all kaimahi have access to well developed learning plans. The various interests and developmental needs of children are well considered. Kaupapa is well planned and managed and leads to successful learning experiences for children.
Mana Atua is integrated across the daily programme of learning. Kaimahi provide stimulating experiences that reinforce ngā atua and Māori beliefs. Children show a growing awareness of ngā atua Māori, Te Ao Māori, marae contexts and physical and natural environments. They are encouraged to make connections in their learning to specific atua Māori. Tikanga practised by children and kaimahi reinforces principles and practices that link to ngā atua. Children are developing a broad awareness and appreciation of ngā atua Māori in everyday life.
Children’s wellbeing, safety and care are the central focus for kaimahi and whānau. Kaimahi and whānau have worked hard to establish and maintain sound health, safety and care practices that are consistent with their charter expectations.
The kaupapa of kōhanga reo is upheld by whānau through their active commitment and strong management. The kōhanga reo is managed well in the interests of children. New whānau and kaimahi have worked hard over the past year to strengthen and refocus the kōhanga reo. They have looked at key objectives including te reo me ona tikanga and developing the kaupapa of kōhanga reo.
Whānau have achieved many goals, including effective administration and management. The combined skills and expertise of kaimahi and whānau provides a strong knowledge base about effective kōhanga reo management. There is good communication and supportive relationships between whānau members. The whānau are gaining qualifications through Te Kōhanga Reo National Trust (TKRNT). All kaimahi were attested through TKRNT, and completed first aid courses successfully.
The whānau maintain good recording and reporting practices. Monthly whānau hui are held. Minutes provide good information to whānau about how the kōhanga reo is managed. There is a strong focus on growth and development, particularly with te reo Māori, kaimahi and whānau training, property development and whānau participation.
The kaiako provides comprehensive and focused reports to whānau at monthly hui. These reports provide rich information about children’s learning experiences which align to Te Whāriki. These are quality reports and all submitted in te reo Māori. This approach encourages whānau to develop their te reo Māori capabilities and reinforces the kaupapa of kōhanga reo. Whānau members are able to support the kaiako with the children’s learning programme.
Whānau have set their strategic direction which highlights relevant priorities and goals for the future. The whānau is now in a good position to use self review to report against their strategic goals, successes, achievements and progress.
