1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

Te Kōhanga Reo o Taringamotu is situated on Hia Kaitūpeka Marae on the outskirts of the Taumarunui township. It is licensed to cater for 20 mokopuna including five under two years of age at any one time. The kōhanga reo sits on a boundary that links them to Ngāti Maniapoto, Te Āti Haunui-a-Pāpārangi and Ngāti Tūwharetoa.

3 Evaluation Focus

To what extent do mokopuna show their enjoyment for learning?

Mokopuna express their enjoyment for learning through their positive relationships and active engagement in a range of learning experiences.

4 Findings

Mokopuna are supported to speak te reo Māori. Kaimahi use variety of language strategies such as questions, reading stories, prompts and repetition to support mokopuna language development. Whanaungatanga is integral to kaimahi practices who model aroha and manaaki through a calm and gentle approach. Mokopuna are constantly praised for their efforts. They experience caring relationships and meaningful interactions with adults and their peers. Because of the isolated location of the kōhanga reo, mokopuna have daily access to natural resources such as the marae, awa, maunga and whenuaMokopuna also have access to a range of physical resources. Indoor activities are focused mostly on literacy development. Mokopuna enjoy learning and play freely for periods of time during the day.

Kaimahi meet and plan collaboratively. The learning programme is developed in consultation with whānau.  The mahere-a-tau informs the term, monthly and weekly plans and provides clear guidance for the daily implementation of the learning programme. Learning activities are selected to stimulate, challenge and extend mokopuna. Mokopuna appear settled and happy in their learning.   

Key Next Steps

The management of kōhanga reo operations requires urgent attention. Internal evaluation requires considerable improvement to assist whānau to strengthen the overall management of the kōhanga reo.  Whānau hui are not well attended. As a result, important matters related to operational matters are not fully attended to. Key policies and procedures for personnel management and health and safety require immediate attention. 

The whānau have recently developed their strategic plan, it identifies what the priorities are for the future development of the kōhanga reo. It is now time for whānau to monitor progress toward achieving the priorities set out in the newly developed action plan.

Kaimahi personnel documentation was not available to ERO. It is important that whānau put in place processes to develop job descriptions and individual employment contracts. Whānau are developing self-appraisals for kaimahi. In order to observe the Employment Relations Act 2000, whānau must develop and manage personnel matters appropriately. 

Mokopuna assessment needs further development. Current assessments practices do not fully capture mokopuna learning and progress over time. Improving the quality of kaimahi assessment of learning should contribute to improved outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that the whānau seek urgent support from the District Office to develop an action plan to address and monitor the next steps outlined in this report.

1 Context

Te Kōhanga Reo o Taringamotu is situated on Hia Kaitūpeka Marae on the outskirts of the Taumarunui township. The kōhanga reo sits on a boundary that links them to Ngāti Maniapoto, Te Āti Haunui-a-Pāpārangi and Ngāti Tūwharetoa. All children in the kōhanga reo are descendants from one or more of these iwi.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children confidently connect and interact with others throughout the day.

Ngā Taumata Whakahirahira

Children learn in an environment where their identity is nurtured. The children and adults in the kōhanga reo are always on hand to welcome visitors to the marae. Children observe the kawa and tikanga of the marae. Kaimahi ensure that the children learn about the significant ancestor of the marae. Children demonstrate an understanding of their role as tangata whenua as they support whaikōrero with waiata tautoko and greet visitors at the end of each pōhiri. Children enjoy their regular interactions with kuia and kaumātua who are present on the marae. Children understand their place in supporting what happens on the marae.

Children are immersed in te reo Māori. Kaimahi make it clear to children that te reo Māori is the only language to be spoken in the kōhanga reo. Kaimahi use language building strategies such as role modelling and repetition. Children have fun when learning new words and numbers through rotarota and hand actions. The older children use basic words and simple phrases with each other when prompted. Babies communicate their understanding using body and facial expressions. Children are developing as early learners of te reo Māori.

Children have established positive relationships with others. Kaimahi encourage children to support each other throughout the day. The older children love to sing and dance together at group learning times. Kaimahi have established warm caring relationships with the babies and respond to their needs. Children are open and friendly towards visitors. They are curious to know more about them and are confident in their communications. Children appear happy and settled.

Children enthusiastically explore their marae and kōhanga reo. Kaimahi arrange the indoor and outdoor areas so that children can make the most of their learning spaces. Children are able to settle into activities and routines with ease. Kaimahi prepare hands-on activities for children to revisit and extend on their kaupapa learning. Children enjoy learning where they can be creative. Babies can choose their activities and have easy access to resources. Children are active learners.

Planning and Evaluation

Kaimahi have processes in place for programme planning and children’s assessment. Planning caters for the different age groups and learning needs. Learning goals for children are included as part of this planning. Kaimahi use individual profile books for children to collate assessment information that includes an end of year report. Kaimahi are introducing more regular reporting in profile books to show children’s learning progress over time.

The management of the kōhanga reo includes all whānau from the marae. Kuia and kaumātua are actively involved in the kōhanga reo. Whānau hui are well attended and an executive committee with a new chairperson supports the management of the kōhanga reo. The strategic plan acknowledges whānau aspirations and goals for their children. An annual plan guides the smooth operation of the kōhanga reo. The appraisal process for kaimahi is robust and linked to their job descriptions. Some policies and procedures have recently been reviewed, updated and aligned to the Vulnerable Children’s Act. Emergency drills and health and safety registers are recorded and monitored. The whānau are focussed on quality care and education for their children.

Key Next Steps

It is important that whānau establish a more consistent process to ensure there is ongoing self-review and improvement across all areas of the kōhanga reo.

While there is a strategic plan in place, it is important for the whānau to monitor and document their progress in achieving their goals and aspirations for the kōhanga reo. It is timely for the whānau to review the charter. The whānau must also ensure they regularly review policies and procedures in the kōhanga reo. It is important that reporting against key aspects of operations are presented to whānau hui.

Kaimahi must evaluate the effectiveness of the learning programme to identify what is working well for children, what can be strengthened, and what they can do next to enhance children’s learning and experiences.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following area of non-compliance was identified;

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau work alongside district kaimahi from Te Kōhanga Reo National Trust to strengthen self-review practices in the kōhanga reo, in particular the areas identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Taringamotu will be in three years.
