3 Ngā Whakaaturanga

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – develop a curriculum that meets the needs of tamariki
  • areas of non-compliance including emergency drills, hazard checks, monitoring sleep, police vetting and appraisal, and
  • any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Taupō is situated in Taupō. The kōhanga whānau has recently re-settled into their building since sharing their facilities with another kōhanga reo. The newly appointed kaiako is working closely with whānau to build capability to improve children’s learning, wellbeing, health and safety.

3 Findings

Planning, assessment and evaluation processes are established. Kaiako plan together at regular kaimahi hui. Whānau are encouraged to contribute towards planning a programme that suits their children. Planning is flexible to allow spontaneous learning experiences to be incorporated. A recent example of this is the unexpected environmental and cultural impact of waste being dumped into their moana. This progress shows improvement.

Newly appointed staff have had a positive impact on the kōhanga, children and whānau. Kaimahi are now better supported to build capability in implementing a learning programme that is appropriate. Assessment booklets contain information on children’s progress and development. Stories and pictures clearly show what children are learning. This information is shared with whanau. Children’s learning needs and priorities are considered.

Kaimahi have improved understanding of programme evaluation. They discuss how the programme is going and how it can be improved. This is another area in which kaimahi are being supported to build capability.

Areas of non-compliance

Areas of progress

Children’s physical safety has been prioritised. Processes have been established for; emergency evacuation drills, sleep monitoring, hazard checking and police vetting. Kaimahi understand the importance of maintaining these practices and the relevant documentation.

Personnel management has improved. An appraisal system has been started. Whānau sought external expertise to help with this. An experienced kuia is appraising kaimahi. Kaimahi strengths and professional development needs are being identified. Kaimahi feel valued and supported.

Areas for further improvement

Internal review across operations requires further development. Whānau have yet to identify their long-term goals and a plan to achieve them. Regular review of policies and operational matters has not been established. As whānau adjust to not sharing facilities they are aware that this planning is a priority. There is a need to increase the number of children on the roll and look at how to ensure sustainability for their Kōhanga reo.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • Whānau establish an ongoing process of self- review to help maintain and improve the quality of practice for children

  • Whānau establish an annual plan to guide the operations of the kōhanga reo.

5 Recommendation

Seek support from Te Kōhanga Reo National Trust to continue to build capability of the whānau to ensure sound management and sustainability of the Kōhanga reo.

6 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Taupō will be in three years.
