1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Aho Matua is located alongside Te Wharekura o Arowhenua in Invercargill. Whānau aspire for mokopuna to transition to the kura after their time at kōhanga. Since the 2020 review, the kōhanga whānau have been working alongside a SELO provider to attend to a number of concerns.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate whanaungatanga through their positive interactions and meaningful relationships with others.

4 Findings

Kaimahi model manaaki, aroha and āwhina in their interactions with mokopuna. Tuakana often lead aspects of the learning programme and are regularly praised for their efforts. Kaimahi encourage mokopuna to participate freely in kaupapa mahi within the kōhanga reo. Tuākana are considerate when interacting with their tēina and pēpi seek affection from kaimahi. Mokopuna experience interactions of manaaki ki te tangata.

Mokopuna enjoy an environment that prioritises te reo Māori. Kaimahi ensure mokopuna are exposed to authentic language models as they listen to whaikōrero. They model appropriate language and nurture mokopuna use of te reo Māori. Mokopuna are supported to stand and recite their pepehā. Tuakana are confident to use what they know in te reo Māori. Mokopuna are developing confidence in their use of te reo Māori.

There are a number of experiences that foster co-operation, independence and encourages freedom to make choices. The environment is created to excite mokopuna in their learning. Designated areas for tuakana, and pēpi enable them to explore in a space that is relevant for their age groups. The rooms are well organised, resourced, and colourful. The learning areas promote play, creative and exploration. Mokopuna engage in meaningful relationships as they explore their taiao and pursue their interests.

Planning makes clear links to Te Whāriki a Te Kōhanga Reo. Year, term and weekly plans are developed by kaimahi and guide practice. Learning goals are identified, and age-appropriate activities are implemented to achieve these. Mokopuna have a range of learning experiences.

Whanaungatanga provides a foundation for the way in which the whānau manage the kōhanga reo.  Whānau hui are held regularly are well attended. Administrative systems are in place with easy access to information. The whanau have reviewed and updated their policies and procedures to ensure mokopuna health safety and wellbeing are priority.

The Tūtohinga provides clear direction for the management and operations of the kōhanga reo. Mokopuna are the focus of whānau whakahaere. The strategic plan includes the vision and aspirations of the whānau and identifies long term goals and priorities. The recently reviewed annual plan identifies key areas of operations and when these must be attended to. Financial reporting is in place. Kaimahi appraisals are completed and lead to ongoing professional development. The kōhanga whānau has worked closely with the SELO provider to progress concerns highlighted during the 2020 review.

Key Next Steps

There are key areas that remain for whānau and kaimahi to continue to address: 
  • although the learning programme provides variation, it can be more responsive to the needs of mokopuna, by using assessment practice and information alongside programme evaluation to monitor the effectiveness and ongoing improvement

  • whānau have identified their goals and aspirations in their strategic plan. It is now time for whānau to utilise the action plan to monitor their progress.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • that whānau work alongside the district office for support with assessment and programme evaluation

  • rigorously monitor the action plan to determine the progress of strategic goals and priorities.

Te Kōhanga Reo o Te Aho Matua is located alongside Te Wharekura o Arowhenua in Invercargill. Mokopuna benefit from this close relationship as many of them attend the kura after their time at kōhanga. Whānau are still working on a number of issues outlined in the previous report. 

3 Evaluation Focus

To what extent does internal evaluation support the quality of learning for mokopuna?

Internal evaluation is not well utilised to support quality learning for mokopuna.

4 Findings

Personnel matters are managed well. All kaimahi now have contracts and job descriptions. Kaimahi understand their roles and responsibilities in working with the mokopuna. All kaimahi have now been police vetted. 

Key Next Steps

Mokopuna learn in an environment where te reo Māori development is compromised. Although they comprehend simple instructions and basic questions, English is the preferred language of communication. Urgent action is required to strengthen te reo Māori development for mokopuna.

Whānau whakahaere requires urgent support. There is limited whānau involvement. Whānau hui are not well attended. It is a challenge to engage whānau to participate in kōhanga reo management. As a result, there are a number of key administrative tasks that are not being fulfilled. There is no strategic plan in place, therefore whānau are unable to identify and plan long-term goals and required actions to achieve these. Regular policy review does not occur. Hazard checks are not being recorded and reported on. Although an appraisal system has been developed, it has not yet been implemented. Kaimahi cannot identify areas for their professional development and access relevant professional learning development. Internal evaluation is not being utilised to improve outcomes for mokopuna.

Programme evaluation does not occur. Although there are systems in place for planning and assessment, they are not evaluated regularly. Kaimahi are unable to inform their practice to implement and monitor improvements to the learning programme. Learning does not cater to mokopuna needs.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure there is a strategic and annual plan to guide kōhanga reo operation

Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Context

Te Kōhanga Reo o Te Aho Matua is located on the grounds of Te Wharekura o Arowhenua in Invercargill. There are well established relationships with the wharekura where most children enrol after graduating from the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate confidence as learners?

Children are developing confidence learners as they participate in a range of learning experiences.

Ngā Taumata Whakahirahira

Children are developing an understanding about respect and care for others. Kaimahi have established interactions that reflect whanaungatanga. They know their children well and provide support to cater for their wellbeing. Children experience positive, caring and nurturing relationships with others. As a result, children are very respectful of others. Children learning to share is a priority for kaimahi. Children are constantly reminded to be mindful of other children. Children are settled.

Children are learning about their connections. Whānau provide opportunities for children to know who they are and who their extended whānau are. Kaimahi support and encourage children to share their whakapapa with everyone. Children are familiar with the kawa and tikanga of welcoming visitors into their kōhanga reo. Kaimahi ensure children are part of all major events at the wharekura. Children are confident and at ease participating in the wharekura environment. Children are developing an understanding of who they are and where they belong.

Children have opportunities to hear and learn te reo Māori in the kōhanga reo. Whānau aspire for their children to be speakers of te reo Māori. Kaimahi provide good language models for children. Children show their understanding of te reo Māori through their facial expressions and body language. Kaimahi employ a variety of language development strategies to support language use including repetition, waiata, pepeha, karakia and hīmene. Despite these efforts to foster te reo Māori in the kōhanga reo, children are speaking English throughout the day.

Children enjoy exploring their physical and natural learning environment. Kaimahi encourage children to become familiar with their outdoor environments of the kōhanga reo and the kura. There is a structured approach in the outdoor learning to related to children's physical safety.

Key Next Steps

The consistent and natural use of te reo Māori in the kōhanga reo requires strengthening. Children hear English being spoken regularly during their time in the kōhanga reo. Visitors and whānau members speak English and Māori to each other in front of the children. Consequently, children tend to speak English to each other and to whānau. It is important that whānau seek ways to improve their capability to use te reo Māori and actively support children’s language development.

Planning and Evaluation

Children participate in a variety of learning activities. Kaimahi provide children with opportunities to learning as tuākana teina and as peers. The morning programme allow tuākana and teina to share their pepeha, learn waiata and participate together in fitness activities. Kaimahi separate childen into tuākana teina groups to take part in learning with their peers. The teina are encouraged to follow their interests using a variety of resources. Tuākana are involved in learning about numbers, handwriting, recognising letters. This approach helps to prepare them for kura.

Key Next Steps

Several key areas of whānau management and internal evaluation are not implemented.

Whānau members are not fully aware of their roles and responsibilities to support the management of the kōhanga reo. They should consider ways to increase their understanding of how they can contribute to the effectiveness of the kōhanga reo. Policies and procedures have not been updated to align with current legislation. Children’s health and safety cannot be assured in absence of current policies and procedures. Personnel management is not well implemented. Job descriptions, contracts and police vetting require updating. Appraisals must be carried out to support kaimahi development and their work with children.

Programme planning, children’s assessment and programme evaluation practices are not well established. External support is required to ensure that kaimahi develop their knowledge and practice of curriculum.

There is no strategic plan and action plan to guide the future direction of the kōhanga reo. There is no annual plan to ensure all key administration tasks in the kōhanga reo are completed in a timely way. Many aspects of kōhanga reo administration are not being attended to.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children

1 Te Horopaki

E tū ana Te Kōhanga Reo o Te Aho Matua ki Waihōpai. I te tau 1997 te kōhanga reo i whakatūngia ai ki Waimatua, i raro i te maru o Te Kura Kaupapa Māori o Arowhenua. E whakahaere ana te kura me te kōhanga reo i raro i ngā kaupapa o Te Aho Matua me Te Korowai. He iti te rārangi ingoa o te kōhanga reo. 2 Ngā Whakaaturanga o te Arotake

Ngā Whakaritenga Matua ka Whai Ake

Kāhore ngā pūmanawa, ngā ngākau nuitanga, me ngā matea o ia tamaiti e āta poipoia ana. E mōhio ana ngā kaimahi, e tika ana kia arotakengia te whakamahinga o te taiao ako. Kāhore ngā kaimahi e āta kapo atu ana i ngā whai wāhitanga ki te whakawhānui ake i ngā whakaaro o ngā tamariki.

Te Whakamahere me te Aromātai 

He pai te mahi ngātahi a te kaiako me te kaiāwhina ki te whakahaere i te kōhanga reo. Kua whakaritea ngā haora mahi a te kaiāwhina ki te whakatutuki i ngā mahi e pā ana ki te whakahaere tari me te whakahaeretanga a te whānau. Ka hāngai ngā mahinga a ngā kaimahi ki te hora me te whakapai hoki i ngā kai a ngā tamariki, te whakarite i ngā taumahi, me te whakapai haere, te tiaki rawa. He kaha te whānau ki te whai wāhi atu i ngā wā e tika ana ki te āwhina.

He mātātoa te akiaki a ngā kaimahi i te whai wāhi mai, te tautoko hoki o ngā mātua i roto i ngā mahinga me ngā taumahi a ngā tamariki i ia rā. He tino whai wāhitanga tēnei ki te whakapakari ake i te tūmāia, te māramatanga, me te mōhiotanga hoki o ngā mātua ki te kaupapa o te kōhanga reo. Ka whakamōhio ngā meneti a te whānau, he mārama hoki, ā, ka kitea te tino tukanga o roto mō te whakatau i ngā whakaritenga. Ka hāngai ngā whakawhitinga kōrero ki ngā wāhanga matua o te whakahaeretanga.

He matawhānui ngā tukanga e pā ana ki ngā hōneatanga ohorere. Ka whai pūtake te kaha o te noho rite, ā, ka āta whakatinana hoki i ngā tāngata e tika ana inā ka pupū ake tētahi āhuatanga ohorere. Ka whai pānga hoki tēnei ki ngā akoako me ngā tukanga hōneatanga ohorere ki te taha o te wharekura.

Ngā Whakaritenga Matua ka Whai Ake

Ko te whakamahere rautaki me te whakamahere ā-tau ētahi tino whakaritenga matua o te whakahaeretanga a te whānau, hei whai atu. I tēnei wā, kāhore he aronga rautaki hei tāutu i ngā whāinga me ngā kaupapa matua mō te tau 2016, ki tua atu hoki, tae atu ki te aroturuki, te arotake hoki i te ahu whakamua.

Kei te whanake tonu ngā whakaritenga e pā ana ki te whakamahere hōtaka, te aromātai, me te aromatawai. Kāhore ngā mōhiohio ki ngā mahere hōtaka e tino whai kiko ana, pērā i ngā whāinga ako me ngā tino hononga ki Te Whāriki o Te Kōhanga Reo. 3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

I te wā o te arotake, i whakamātauhia e Te Tari Arotake Mātauranga ngā pūnaha o te kōhanga reo ki te whakahaere i ngā āhuatanga i raro iho nei e whai pānga nui ana ki te waiora o ngā tamariki:

  • te haumaru whatumanawa (tāpiri atu ko te ārahi mauritau, ko te ārai tamariki)
  • te haumaru ā-tinana (tāpiri atu ko te mātakitaki tamariki; ko ngā whakaritenga whakamoe; ko ngā aituā; ko te whāngai rongoā; ko ngā whakaritenga akuaku; ko ngā kaupapa here me ngā tikanga haerenga whakawaho)
  • te tū tika o ngā kaimahi (tae atu ki ngā taumata tohu mātauranga; te arowhai a ngā pirihimana; ngā rēhitatanga kaiako; me te tatauranga ki waenga i te kaiako me te tamaiti) 
  • ngā whakaritenga, tikanga hōneatanga e pā ana ki te ahi me te rū whenua.

Te Kōhanga Reo o Te Aho Matua is next to Te Kura Kaupapa Māori o Arowhenua in Invercargill. The kura and kōhanga reo operate according to Te Aho Matua and Te Korowai. Children demonstrate a strong sense of belonging and confidence.

The next ERO review of Te Kōhanga Reo o Te Aho Matua will be in three years. 

1  Context

Te Kōhanga Reo o Te Aho Matua is in Invercargill. The kōhanga reo was established in Waimatua in 1997 under the umbrella of Te Kura Kaupapa Māori o Arowhenua. The kura and kōhanga reo both operate under the kaupapa of Te Aho Matua and Te Korowai. The kōhanga reo has a small roll. The kaiako is a fluent speaker of te reo Māori and is well supported by the kaiāwhina who is also kaiwhakahaere.

2 The Review Findings

How well do children demonstrate sense of belonging and confidence?

Children demonstrate a strong sense of belonging and confidence.

Mana Whenua and Mana Reo

Children are very patient and show care and respect for themselves, for their peers and others. They are well supported to follow the daily routines and practices. Children have opportunities to explore and investigate the natural and physical environment. Children are happy and settled.

Children are learning about atua Māori, the seasons and a range of interesting topics. They experience basic tikanga when visitors arrive. Kaimahi model tikanga and consistently use te reo Māori around children. Children enjoy their work and play at kōhanga reo.

Children learn in a quiet, calm and peaceful environment. They have ready access to resources and equipment to support their individual learning interests. Children are comfortable and well cared for in their whānau environment.

Children understand and speak basic te reo Māori. The kaiako is a fluent speaker of te reo Māori and has a gentle and caring manner with children. The kaiāwhina and kaiako are dedicated to the children. They both have sufficient fluency and proficiency to promote and increase children’s use of te reo Māori. Children hear te reo Māori throughout the day.

Key Next Steps

Children’s individual learning strengths, interests and needs are not well catered for. Kaimahi acknowledge the need to review how the learning environment is used. Kaimahi miss opportunities to extend children’s thinking.

Children often speak English. While the learning programme provides many opportunities to maximise conversations with children in te reo Māori these are not used to full advantage. Learning activities and interactions do not focus on building children’s confidence and ability to speak te reo Māori.

Planning and Evaluation

The kaiako and kaiāwhina work well together to manage the kōhanga reo. The kaiāwhina has set hours to attend to administration and whānau management.  Kaimahi routines involve setting and clearing children’s kai and activities, cleaning and maintenance. Whānau members readily provide additional support as required.

Kaimahi actively encourage parent interest and support for children’s daily routines and activities. These are valued opportunities to build parent confidence, understanding and knowledge about the kaupapa of kōhanga reo. Kaimahi invite parents to share ideas to support their children in the learning programme. Whānau confidence and contribution is a clear focus for kaimahi.

Documentation and systems provide clear guidelines and expectations for management, accountability and children’s learning, wellbeing and care. Whānau minutes are informative and transparent and reflect a clear process for decision-making. Discussions focus on key areas of management. 

Emergency procedures are comprehensive. The high level of preparedness is practical and effectively applies human resource when and as required in an emergency. This includes well-coordinated emergency evacuation drills and procedures with the wharekura.

Key Next Steps

Strategic and annual planning are key next steps for whānau management. There is currently no strategic approach to identify goals and priorities for 2016 and beyond including monitoring and reviewing progress.

Programme planning, evaluation and assessment practices are developing. Programme planning lacks detailed information such as learning objectives and clear links to Te Whāriki o Te Kōhanga Reo. There is little evidence of how learning activities will cater for age-group and individual needs and interests. Assessment information is limited. 

3  Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. 

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

That whānau and kaimahi consolidate long and short term management through close monitoring and regular internal review of the kōhanga reo practices across all areas of operations.

Te Kōhanga Reo o Te Aho Matua is next to Te Kura Kaupapa Māori o Arowhenua in Invercargill. The kura and kōhanga reo operate according to Te Aho Matua and Te Korowai. Children demonstrate a strong sense of belonging and confidence.
