1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

“Ko Te Amorangi ki mua, ko te hapai o ki muri, te tuturutanga mahi pono o te Māori mana Motuhake” 

Te Kōhanga Reo o Te Amorangi Hāpai o Rongokako is in Mayfair, Hastings. The original kōhanga reo was situated at Irongate School and started in 1991. The name “Te Amorangi Hāpai O was given by the late Canon Wi Te Tau Huata. In 2000, the whānau amended the name and included “Rongokako”. 

3 Evaluation Focus

How well do mokopuna show they are happy in their learning?

Mokopuna express their happiness and contentment in their learning environment. 

4 Findings 

Mokopuna happily participate in learning. Kaimahi use te reo Māori in ways that enhance mokopuna language development. Mokopuna experience language learning opportunities that are fun, creative, and enjoyable. Kaimahi are deliberate as they increase mokopuna understanding and use of te reo Māori. They draw on a range of strategies which include questions, conversations, waiata, prompts, repetition, rotarota and instruction. Values of aroha, tiaki and manaaki in all interactions between adults and mokopuna are nurturing and caring. Tuākana are considerate when interacting with their teina. Routines provide mokopuna with consistent and predictable experiences. Learning activities stimulate mokopuna interest as they learn alongside their peers. Kaimahi consistently affirm mokopuna for their successes. Mokopuna appear happy and settled. 

The learning environment is colourful, spacious and well organised to meet the needs of different age groups. Mokopuna experience a programme that provides structure and certainty across all daily activities. Kaimahi maintain a consistent programme to ensure routines are familiar. Mokopuna experience learning that responds to their needs.

Mokopuna learning needs are monitored and reported. Planning aligns to Te Whāriki ā Te Kōhanga Reo. This includes annual, term and weekly plans that ensure the learning programme is focused and purposeful. Learning stories and individual mokopuna konae are well presented, and information is focused on the development of individual mokopuna. Mokopuna learning is at the centre of planning and assessment.

Whānau have systems in place to manage aspects of the kōhanga reo operations. The tūtohinga provides clear guidance and direction for whānau and is underpinned by the principals of Te Korowai. Health, safety and personnel policies and procedures reflect legislative requirements. Kaimahi undertake emergency drills regularly, these are well documented and kept on file. The strategic plan includes the kōhanga reo vision and whānau aspirations for mokopuna. Key priorities for kaimahi include growing te reo Māori and increasing whānau participation. An action plan identifies actions and delegates responsibility to support the monitoring and implementation of the plan. Kaimahi employment documentation includes employment contracts, kaimahi safety checks and job descriptions. An annual management plan ensures administrative tasks are completed in a timely manner. Whānau manage operations in the best interest of the mokopuna.

Key Next Steps

Programme evaluation needs to be formalised. It is essential for kaimahi to document what was successful in the planned programme, what did not work and what needs to be improved. Mokopuna would benefit further from a formalised approach to programme evaluation.

Whānau participation requires attention. Whilst there are opportunities for whānau to contribute to management matters, there is a need to develop solutions that will support more whānau participation in mokopuna learning. Mokopuna would benefit from collaborative whānau decision making.

An appraisal system for kaimahi is not in place. In accordance with the Employment Relations Act 2000, whānau must ensure it develops and manages personnel matters appropriately. Kaimahi practice would be enhanced through ongoing appraisal that contributes to improved outcomes for mokopuna.

Whānau and kaimahi acknowledge the need to be intentional in their ongoing efforts to enhance awareness and understanding of the Children’s Act 2014. ERO agree that it is essential the whānau engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act in prioritising mokopuna safety and wellbeing. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • implement and establish a process to evaluate the effectiveness of the learning programme

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development.

ERO recommends that whānau work alongside the district office for support with the concerns outlined in this report.

1 Context

Te Kōhanga Reo o Te Amorangi Hāpai o Rongokako is in Hastings. Whānau have a vision for their children to grow up in te ao Māori through the medium of te reo Māori. The whānau have close associations with Te Kura Kaupapa Māori o Te Wānanga Whare Tapere o Takitimu.

2 The Evaluation Findings

How well do children show confidence in their learning?

Children show confidence in their learning across a wide range of contexts.

Ngā Taumata Whakahirahira

Children experience a kōhanga reo that is bright, attractive, well organised and well resourced. Whānau have thoughtfully designed and resourced a child-centred learning environment. A variety of resources, displays and custom designed spaces enable positive experiences. Children readily access resources that support their learning. Kaimahi happily support children when it is time to transition into other activities. The older children are learning their roles as tuākana. Tuākana and teina move confidently in their respective and shared spaces. Children are secure in their kōhanga reo.

Children are immersed in an environment where whānau model respectful relationships. Whānau and kaimahi cooperate well with each other. Whānau feel welcome and valued in the kōhanga reo. Deliberate strategies ensure positive interactions are part of everyday practices. Manaakitanga is enacted and highly valued by whānau. Kaimahi know the children intimately and cater well to individual differences. Whānau have stated that their children practice manaakitanga in the home with their younger siblings. Children care for others.

Children are exposed to good language models. Kaimahi apply a variety of strategies to support language development. Whānau have been working alongside kaimahi to raise the use of te reo Māori in their homes. Children are able follow all kaimahi instructions. Those who are confident use kupu Māori and short phrases with confidence. Tuākana and teina respond positively to language prompts. Babies communicate with facial expressions and by making vocal sounds that mimic te reo Māori. Children are developing as speakers of te reo Māori.

Children enjoy a learning environment that fosters exploration and investigation. A wide variety of resources enable multiple sensory learning opportunities. Children explore water, colours, sounds, movement, textures and imaginary play indoors and out. Use of technology enhances learning experiences for children. Children interact positively with others and by themselves. Safety routines are well practiced. These ensure the health and wellbeing of children. Children are aware of these and are learning to contribute to these practices. Children are confident learners.

Planning and Evaluation

Whānau are new and learning about their roles and responsibilities related to the kaupapa. Despite this, they are managing their operations very well. The charter sets the direction for learning in the kōhanga reo. All relevant policies and procedures align with current regulations. Strategic and annual plans are in place. Personnel management is well considered. Whānau are happy with the mahi that the kaimahi do with their children.

Programme planning, assessment and evaluation processes are in place. Planning is collective with distinct detailed plans for respective teaching groups. Kaupapa learning is centred around events of national significance and kaupapa pertinent to Ngāti Kahungunu. Individual assessment portfolios document learning for each child. Programme evaluation is a regular part of the weekly planning with a focus. Intimate knowledge of every child informs teaching practices that provide successful learning experiences for all children. Children benefit from good planning, assessment and evaluation practice.

Key Next Steps

Whānau acknowledge that te reo Maori is an area for ongoing development. They speak mostly English. Some children use both te reo Māori and English during their time at kōhanga reo. It is time for whānau to establish a long-term strategic priority which focuses on growing the capacity and capability of whānau to ensure te reo Maori is sustainable in to the future and beyond.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO developed the following recommendation:

  • whānau develop a strategic approach to support the development of te reo Māori.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Amorangi Hāpai o Rongokako will be in three years.

Children enjoy experiences that promote te reo and tikanga Māori such as whakapapa, whaikōrero, pepeha, whanaungatanga, waiata and karakia. Children can associate words with pictures, people and things. Teina confidently recite karakia at meal times. Children are happy, settled and learn about who they are in fun ways.

Children experience positive interactions at kōhanga reo. Tuakana care for teina. All children are affirmed and praised for their contributions and efforts. Children are well supported to follow their interests at their own pace. Children are familiar with expectations, routines and tikanga throughout the day. Children’s wellness and success is important to kaimahi and whānau.

Children enjoy being active. Health and wellbeing is strongly promoted to children and their whānau. They participate together in community health and fitness activities. Children are developing an early awareness of the importance of health and wellbeing.

Key Next Steps

Children’s development as te reo Māori speakers is restricted. Opportunities to extend children’s knowledge of te reo Māori through conversations are missed.

Planning and Evaluation

Whānau manage the kōhanga reo in the interests of children. There is a shared commitment to quality education and care at kōhanga reo. Systems are rigorous and regularly reviewed. Whanaungatanga underpins the way in which the kōhanga reo is managed. Children’s care and needs are at the heart of whānau management.

Ongoing learning and development is valued and important to whānau. Kaimahi and whānau development is included as a strategic priority. Professional development for kaimahi is planned and monitored. The whānau actively participate in purapura, and other local learning opportunities. Whānau members have attained qualifications through Te Kōhanga Reo National Trust. Whānau induction includes learning about the kaupapa of kōhanga reo. Children observe the value of ongoing learning.

Children’s needs, interests and their development underpins programme planning. Plans provide good information to guide the implementation of the programme. Kaimahi know the children well and constantly reflect how the programme and practices meet the needs of children. Children enjoy learning.

Children’s learning is monitored carefully. There is a range of information available. Assessment information is recorded in both English and te reo Maori. Whānau know about their child’s learning.
