Our purpose

The Education Review Office (ERO) and Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa (TRN) are working together to capture the journey of learners beginning with Kōhanga reo, who have experienced Te Aho Matua education, Poutiria te reo Mauriora.

Background

Te Kōhanga Reo o Te Ara Hou is on the grounds of Te Kura Kaupapa Māori o Te Ara Hou in Napier. The whānau has clear expectations that children enrolled at the kōhanga reo will be enrolled at the kura to continue their journey in education.

Raukura kōrero

I recall as a student at the kura the strong connections and depth of thinking around ao Māori and Te Aho Matua.”

there were really strong connections between roles of adults and at the heart it was always about and the tamaiti.”

There was no difference between kaiako and whānau – e rua, e rua.

Te Aho Matua was a priority for whānau, kaiako and students… We could hear and feel Te Aho Matua in our kura, ā-wairua.

Many of our Raukura are returning to the kura as kaiako, like myself. To make a contribution and uphold Te Aho Matua as I experienced it, to preserve the kaupapa.

Although a decrease in the roll has been challenging for the whanau they are positive about the long term future of the kōhanga reo. The whānau has set clear expectations that children enrolled at the kōhanga reo will be enrolled at the kura to continue their journey in education.

2 The Evaluation Findings

How well do children show confidence to use te reo Māori?

Children use te reo Māori with increasing confidence and ability.

Ngā Taumata Whakahirahira

Children are immersed in te reo Maori. Whānau role model useful phrases and sentences for children. They are familiar with the formal and informal aspects and use of te reo Māori for pōwhiri and mihi whakatau. Adults engage children in conversations to encourage them to ask questions and to communicate with other children. They expose children to new language structures related to maths, colours, greetings and food. Children use te reo Māori to varying degrees in their play and interactions with others.

Children are comfortable and familiar with their daily programme. The learning environment is bright and spacious. They share their work with kaimahi, their whānau and their peers. Children are able to choose and initiate their own play for sustained periods of time. Kaimahi offer a range of experiences to support children’s creativity. They provide opportunities for children to learn about other cultures. Through this, children develop a positive understanding of difference in others. Children are active learners.

Children are aware of themselves and others in their environment. They enjoy positive and respectful interactions and relationships with their peers and adults. Children readily seek support and direction from adults. Kaimahi actively demonstrate a passion and love for the work they do with children. Children are happy.

Planning and Evaluation

The learning programme is well managed. Kaimahi collaboratively and comprehensively plan to meet the diverse needs of children. Parents receive useful information about their children’s learning. They have opportunities to contribute to learning goals for their children with kaimahi. Children’s learning is well planned and catered for.

Children and whānau are the focus of the kōhanga reo. Whānau demonstrate a willingness and commitment to the kōhanga reo. They attend meetings regularly and keep well documented minutes.

Key Next Steps

Whānau recognise the need to update their charter, strategic planning and policies. Formal reporting needs to be strengthened.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • maintain accurate records of all accidents, illnesses and emergency evacuation drills

  • ensure systems for the identification of hazards and regular environment checks are undertaken and recorded.

4 Recommendation
