Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Aroha is situated in Ōhākune in the tribal area of Ngāti Rangi. Strong relationships remain with the papakāinga. Te Kōhanga Reo Regional Office and the local Purapura have supported the kōhanga reo to strengthen whānau capability to manage the kōhanga reo operations in the best interest of the mokopuna.

3 Evaluation Focus

To what extent do mokopuna have opportunities for positive outcomes?

Mokopuna are provided with opportunities to experience positive outcomes.

4 Findings

Mokopuna are well supported at kōhanga reo. They are developing as speakers of te reo Maori. Kaimahi use appropriate strategies such as waiata, rotarota, prompts and repetition to support mokopuna te reo Māori development. The whānau and kaimahi have created a learning environment that promotes manaaki, aroha and tiaki. The individual needs of babies influence the way kaimahi support them as they learn and grow. These approaches result in a natural calm for babies and for all mokopuna throughout the kōhanga reo. Mokopuna appear happy and settled.

Whānau manage the kōhanga reo in the best interest of their mokopuna. Programme planning provides clear guidelines for kaimahi to support them with the implementation of the learning programme. Kaimahi use mātai tamaiti to capture and monitor children’s learning and progress. Purapura wananga contributes to kaimahi understanding their roles and responsibilities in the kōhanga reo. Mokopuna are at the kōhanga focus.

Mokopuna experience an environment where their wellbeing and learning is a priority. There is an ongoing cycle of policy review. Reporting to whānau occurs at monthly whānau hui. Administrative tasks align to annual plan. Te Ara Tūāpae is based on the future development of the kōhanga reo. Kaimahi appraisals are complete with an ongoing focus on professional development. Police vetting is completed in accordance with Children’s Act 2014. Mokopuna appear to flourish in their environment.

Key Next Steps

Programme evaluation is developing. Kaimahi hold regular hui to discuss the learning programme. The next steps are to reflect and document what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. Mokopuna will benefit as kaimahi learn skills and knowledge about improving the quality of the learning programme.

5 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas.

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and Te Kōhanga Reo o Te Aroha developed the following recommendation:

  • The kōhanga reo whānau will continue to work alongside Te Kōhanga Reo Regional office and local Purapura for support with programme evaluation.

1 Context

Te Kōhanga Reo o Te Aroha is located in Ōhakune in the tribal area of Ngāti Rangi. At the time of this ERO review, there were eight children attending the kōhanga reo including seven children aged under two years old. The kōhanga reo is currently experiencing significant challenges and is being supported by Te Kōhanga Reo National Trust. The key priorities for the kōhanga reo are to rebuild whānau and kaimahi capability to manage all areas of operations in the kōhanga reo.

2 The Evaluation Findings

To what extent do children show their sense of belonging?

Children are comfortable, calm and settled in their kōhanga reo.

Ngā Taumata Whakahirahira

Children are supported to learn te reo Māori. Kaimahi are competent speakers of te reo Māori. They use different approaches to support the language development of children including prompts, repetition and questions, and encouraging children to recite their whakapapa. Promoting the use of the Taranaki dialect is a priority in the kōhanga reo. Words and phrases that are specific to Taranaki assist children to understand the local dialect. Babies’ understanding of te reo Māori is fostered through what they observe and their one to one interactions with kaimahi. Children are evolving as early speakers of te reo Māori.

Children engage in meaningful relationships. Kaimahi create an environment that is warm and welcoming through providing genuine love, care and support. They are gently spoken and are very respectful in their interactions with children. Babies sit alongside their tuākana during shared activities. Kaimahi promote tuākana tēina relationships. Children are caring and affectionate with each other.

Children’s identity and connections to Taranaki are affirmed. Kaimahi acknowledge and are familiar with every child’s whakapapa. They promote children’s connections to their iwi during the formal part of the learning programme. Kaimahi foster opportunities for the tuakana to lead karakia and waiata. This enables the tuakana to develop confidence as a leader within the kōhanga reo. Babies are familiar with their space in the kōhanga reo and move freely with guidance as needed from kaimahi. Children are learning about their place in the kōhanga reo and their iwi connections.

Children have access to various learning experiences. Kaimahi support babies to participate in activities that enhance their physical development and skills. Babies are praised as they achieve simple tasks and milestones. Kaimahi provide a programme that includes learning about letters, numbers and shapes. There are times where children are able to follow their interests. All learning successes are acknowledged by kaimahi and children. Children enjoy learning through play.

Key Next Steps

The learning programme for children under two years old requires further improvement. It is important that the whānau consider ways to support kaimahi to maintain the appropriate supervision ratios. Because there are a high number of children under two years of age, kaimahi must be able to attend to their needs while also managing other tasks such as food preparation. Further consideration must be given to how kaimahi are organised and how whānau can assist to ensure safety and supervision is not compromised. Kaimahi need support to strengthen planning, assessment and programme evaluation.

Key Next Steps

Quality whānau management practices are not well established and implemented in the kōhanga reo. There is limited evidence of monitoring and reporting against key areas of kōhanga reo operations. Whānau members are not clear about their roles and responsibilities in managing the kōhanga reo. Administration systems must be reviewed and updated when needed. There is no annual plan in place to ensure key tasks in the kōhanga reo operations are met. While there is a strategic plan in place, key actions have not been carried out or monitored for a long period of time. There are health and safety policies in place, however these are not consistently aligned to the Vulnerable Children’s Act 2014. Health and safety registers require updating. No personnel management documentation was in place or available at the time of this review. Police vetting and appraisals have not been completed. The absence of strong whānau management practices creates risks to the quality of education for children in the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of practice for children

  • establish an annual plan to guide the operations of the kōhanga reo

  • ensure kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • review and update all health and safety policies and procedures to ensure all requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and positive conflict resolution are met and maintained for children

  • take all reasonable steps to provide staff employed or engaged in the service with adequate and relevant job descriptions, individual employment contracts and professional support, professional development opportunities, and resources.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau work alongside kaimahi from Te Kōhanga Reo National Trust to implement an action plan that addresses the key next steps and areas of non-compliance identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Aroha will be within two years.
