1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Āwhina is in Roslyn, Palmerston North. It opened in 1983 as one of the first Kōhanga Reo in the Manawatu region. The Kōhanga has close connections with the local Kura Kaupapa Māori.

3 Evaluation Focus

To what extent do mokopuna show their enjoyment for learning?

Mokopuna demonstrate their enjoyment for learning in an environment rich in opportunities, language and positive interactions.

4 Findings

Mokopuna are encouraged to explore in an environment where their learning is nurtured. Kaimahi provide a range of engaging activities such as taonga puoro, arts and crafts and outdoor activities. Mokopuna enjoy freedom of choice. They remain focused over time as they choose activities based on their interests. Kaimahi use a range of strategies to grow mokopuna language capabilities such as role modelling, questioning, and praise. Kīwaha, waiata, whakataukī and resources are incorporated to enhance the quality of mokopuna learning experiences and outcomes. Kaimahi provide opportunities for mokopuna to share mihimihi and pēpeha. They use waiata and music to provide a sense of mauri tau around the mokopuna. Kaimahi model aroha and manaaki during all interactions. Pēpi join their tuākana as they learn and play. Tuākana are happy to share and respectfully play alongside their teina. Routines are well established allowing mokopuna to transition seamlessly throughout the learning program. Mokopuna are settled and happy learners.

Kaimahi have processes in place to plan the learning programme. Planning is done collaboratively and is informed by Te Whāriki ā Te Kōhanga Reo. Kaupapa whānui and whāiti guide term and weekly plans. Planning is tailored to the range of mokopuna ages and abilities. Wall displays promote te reo Māori, reflect mokopuna identity and highlight links to kaupapa ako. Mokopuna experience a learning programme that is well organised and managed. 

Whānau are developing processes to manage the kōhanga reo. Hui are regular and communications are shared amongst whānau. Most whānau are familiarising themselves with their roles and responsibilities to manage their operations. The Tūtohinga includes the history and philosophy and provides guidance for whānau. Whānau manage the kōhanga reo in the best interest of the mokopuna

Key Next Steps

Programme evaluatrion needs strengthening. Whilst kaiako reflect and have informal discussions, it is now time for kaimahi to document and implement a process for evaluating the effectiveness of the programme. Mokopuna would benefit from programme evaluation that responds to their needs.

Whānau must ensure requirements for earthquake and fire evacuation drills are carried out and recorded regularly. Mokopuna safety is compromised. 

While assessment practices are in place, whānau and kaimahi shared they aspire to transition to a digital approach. Educa and Te Aho Poutama have been introduced and training is in the pipeline. Mokopuna learning is enhanced through formalised assessment practices. 

Whānau have identified goals and aspirations for the future of the kōhanga reo. They are yet to formalise a strategic and action plan to support them to work towards and achieving their long-term priorities. Mokopuna benefit when their future needs are considered. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection.

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure adults providing education and care are familiar with relevant emergency earthquake and fire drills and carry these out with children on an at least three-monthly basis.

ERO and the kōhanga reo whānau developed the following recommendation that the whānau work alongside the district office for support with the key next steps as outlined above.

1 Context

Te Kōhanga Reo o Te Āwhina is in Roslyn, Palmerston North. The whānau is proud of their history and special character. They have strong relationships with the two local kura kaupapa Māori. These relationships help with the smooth transitioning of children into kura. The whānau maintain and continue to grow their capacity. Enrolment demand has led the whānau to explore options to expand the kōhanga reo.

2 The Evaluation Findings

How well do children show pride related to their identity?

Children show pride in who they are as Māori.

Ngā Taumata Whakahirahira

Children learn about their ancestral connections. Kaimahi provide children with opportunities to share pepeha, mihimihi and karakia with others. Conversations between kaimahi and children support extending their knowledge about Ranginui and Papatūānuku. Children hear stories about them in their role to care for the environment. Kaimahi provide activities to enhance understanding about tikanga of atua Māori and integrate this into the daily programme. Children appear happy in their learning.

Children are developing skills to communicate in te reo Māori. Kaimahi use a range of strategies to grow the language for all children. They are fluent speakers of te reo Māori who model good language structures for children. Babies communicate using body and hand actions, repetition through sounds and waiata. Kaimahi talk and interact regularly with older children to support their language development. They introduce new words into play activities and learning games. The ukulele is used with small groups to integrate the language of sound. Children share and respond to te reo Māori.

Children learn in a loving, respectful and caring environment. Kaimahi are responsive to individual’s emotional and physical needs. They give children lots of praise for caring, helping and supporting each other. Kaimahi give children hugs as needed to settle them into the learning programme. Individual children willingly share hugs with teina by moving quietly and gently beside them. Tuakana show patience in learning activities with younger children. Children are respectful and loving with others.

Children’s learning experiences promote exploration. Kaimahi provide children with a range of natural, traditional and modern resources to make choices in outdoor activities. They encourage children to be creative and imaginative in their exploration of the natural environment. Children are supported to learn with others or independently. Kaimahi move alongside children to prompt and question them as they create, explore and investigate the natural environment. Children enjoy exploring the natural environment.

Planning and Evaluation

Children’s quality of learning and care is a priority. Kaimahi provide reports about children’s learning and development. These reports are used to guide whānau management practices. The whānau have a clear understanding of their roles and responsibilities to assist decision making. They have ohu with delegated responsibilities for implementing and reporting about whānau induction, updating health and safety policies for children, financial management and property developments. Ohu provide regular progress reports that align to identified goals. Children and their needs are important.

Learner outcomes are integrated into strategic planning. The whānau identify processes to support meeting their strategic direction. Kaimahi professional learning and development is a priority for whānau to ensure children receive quality learning opportunities. The whānau monitor, report and review practices to guide them with ongoing improvement.

Kaimahi use planning, assessment and programme evaluation practices well to support children’s progress in learning. Te Whāriki a Te Kōhanga Reo informs kaimahi practices. Kaimahi follow comprehensive processes to prepare, organise and create activities for children. There is a focus on developing children’s skills across Ngā Taumata Whakahirahira. Individual portfolios provide parents with good information about children’s progress in learning. Kaimahi have ongoing discussions about improving outcomes for children that contribute to programme planning. Children’s learning is enhanced by sound kaimahi practices.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau agreed to the following recommendation:

  • to continue seeking innovation and improvements that support quality outcomes for children and the strategic goals for the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Āwhina will be in three years.
