1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Hiku o Te Ika was the first Kōhanga Reo in Te Tai Tokerau and was established in the early 1980s at Te Reo Mihi Marae in Te Hāpua. Spiritual aspects are guided by the principles of Te Hāhi o Rātana. Te Kōhanga Reo National Trust support whānau in areas of whānau whakahaere.

ERO’s June 2022 evaluation of Mana Whakahaere practices found whānau were determined to provide a learning programme that is enjoyable for mokopuna.

3 Evaluation Focus

How well do Mokopuna show they enjoy their learning programme?

Mokopuna show they enjoy the learning programme through their active participation. 

4 Findings - Mana Mokopuna

Mokopuna are immersed in an authentic environment that fosters curiosity and enjoyment. They are provided opportunities to develop an awareness of spiritual and cultural connections and their tangata whenua roles. Kaimahi know mokopuna intimately and through these close relationships mokopuna acknowledge them as aunty and nanny. Kaimahi are energetic and passionate which creates a fun environment. They use a range of strategies to stimulate mokopuna thinking and constantly praise them for their efforts. This encourages mokopuna success. Mokopuna are supported to be creative, explore and to follow their interests through interactive learning and resources. Mokopuna express themselves enthusiastically. Kaimahi model care, manaaki and tiaki. This encourages mokopuna to show aroha towards others. Mokopuna are confident and settled in their kōhanga reo and enjoy exploring their unique taiao.                                  

The whānau are proactive in their management of the kōhanga reo. Steady progress has been made in addressing the key next steps in ERO’s previous report. The Tūtohinga is being updated and policies and procedures are in the process of being reviewed. Whānau are enthusiastic and actively involved. Human resource management practices have improved. Appraisals are in place and professional goals have been identified. This will enhance kaiako understanding of administrative processes and enable additional support for kaiwhakahaere. Te Kōhanga Reo National Trust continue to provide support across all kōhanga reo matters. Mokopuna are at the heart of whānau whakahaere practices. 

Key Next Steps

Whānau acknowledge it would be beneficial to increase their understanding of Te Korowai and Ngā Pou e Whā to strengthen aspects of whānau whakahaere, including self review. Whilst they have policy review planned, they need better alignment with the Tūtohinga and health and safety practices and procedures. The kōhanga reo has begun to take action to ensure that mokopuna health and safety is continually prioritised.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

That whānau continue to strengthen their knowledge and understanding of Te Korowai with focus on Tūtohinga review to ensure mokopuna health and safety is prioritised.

2 Context

Te Kōhanga Reo o Te Hiku o te Ika was the first Kōhanga Reo in Te Tai Tokerau which was established in the early 1980s at Te Marae o Te Reo Mihi in Te Hāpua. Since ERO’s 2016 review, the whānau have appointed new kaimahi. The kaiako are vastly experienced and well respected. During the COVID-19 lockdown, whānau delivered the learning programme virtually.

3 Evaluation Focus

How well do mokopuna show they enjoy the learning programme?

Whānau are determined to provide a learning programme that is enjoyable for mokopuna.

4 Findings - Mana Whakahaere

Whānau whakahaere manage aspects of the kōhanga reo well. The wider whānau are involved in a variety of ways. Whānau hui are structured, regular, and well attended. They review a variety of operational matters and document appropriate records of meetings. Most personnel management practices are in place including job descriptions and employment contracts. Whānau have a two-year strategic plan in place that provides direction for the future development of the kōhanga reo. An annual plan provides guidance for day-to-day operations.

Planning, assessment and evaluation processes are in place. Kaimahi plan together based on seasons and linked to Ngā Taumata Whakahirahira. Mokopuna learning is assessed. Assessment information is reported at whānau hui. Whānau are inspired by the progress their mokopuna make in te reo Māori. Wānanga are arranged within the purapura to broaden kaimahi understanding of Te Whāriki ā Te Kōhanga Reo. Kaimahi review the programme and document their discussions. They ask and answer evaluative questions. Mokopuna experience an improvement focused programme.

Key Next Steps

Whānau recognise the Tūtohinga requires updating. Although whānau have a process for monitoring health and safety requirements, these need to be consistently documented. Policies and procedures require attention. It is important that whānau ensure policies and procedures meet legislative requirements and are current and up to date.

Whānau acknowledged that kaimahi appraisals have not been completed, the previous years have been impacted by the COVID-19 pandemic. It is important for whānau to implement processes and timelines for kaimahi appraisal to support their ongoing growth. The process will allow kaimahi to identify professional development relevant to their work with the mokopuna.

During the evaluation, ERO looked at systems for managing the following areas:

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

The following areas of non-compliance were identified and whānau must:

  • ensure to review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children
