1 Context

Te Kōhanga Reo o Te Hunga Kāwitiwiti is located on Te Ao Hou Marae in Aramoho, Whanganui. The whānau vision contributes to the survival and prosperity of te reo Māori and tikanga that is unique to the Whanganui river. The roll number of children in the kōhanga reo has remained steady since the previous ERO review.

2 The Evaluation Findings

How effectively do children show who they are and where they come from?

Children confidently show who they are and where they come from.

Ngā Taumata Whakahirahira

Children experience loving relationships. Kaimahi work seamlessly together to support children and model positive relationships with others. Kaimahi encourage children to share with each another. Children know each other well. Kaimahi provide clear expectations for the children. Children show respect to others around them in the kōhanga reo. Tuākana are very confident in leading different aspects of the learning programme. They are very cautious and mindful while in the presence of babies. Tuākana are reminded to acknowledge everyone they come in to contact with. As a result, they show more confidence and pride in themselves. Children appear settled in the kōhanga reo.

Children learn in an environment where their identity and connection to the river are nurtured. Kaimahi ensure that children participate in learning outside of the kōhanga reo. Children regularly participate at hui on marae including iwi events and celebrations. Children observe Whanganui tikanga in action. Children demonstrate a good understanding of protocol when they welcome visitors into the kōhanga reo. Kaimahi plan for children to visit significant landmarks and to hear the stories and history of these places. Children are learning about their place in the kōhanga reo and the wider community.

Children are well supported to speak Māori. The kaimahi and kuia are all fluent speakers of the Whanganui dialect. A wide range of strategies are applied by them to support children’s acquisition of te reo Māori. Children’s oral language development is closely monitored. Older children initiate conversations with peers and adults. They are happy to correct the language errors of others. Visual aids and video recordings are used to enhance children’s language development. For children who are less confident to speak Māori, kaimahi use prompts and encouragement to build confidence. Children are developing fluency as speakers of te reo Māori.

Children have opportunities to explore through play. The whānau have well developed environments in the kōhanga reo with designated spaces that are rich in resources for children of different ages and abilities. The indoor area is a colourful and exciting environment. Children are creative as they follow their own interests. The outdoor area provides many opportunities for children to explore and be physically challenged. They regularly interact with the farm animals, help to care for the urupā and gardens, and visit the marae. Children are active learners.

Planning and Evaluation

Kaimahi have a collective understanding for planning, assessment and programme evaluation. Programme planning is detailed and displayed on walls. These plans cater for various learning needs and guides the implementation of the learning programme. Kaimahi manage plans in flexible and responsive ways to follow the interests and needs of the children. Assessments record and report different dimensions of children’s learning. Programme review is focused on continual improvement and occurs across many levels. Kaimahi are presently trialling electronic planning and assessment platforms which will enable access by whānau members to assessment information about their children.

Whānau management is focused on sustained growth and improvement. Internal evaluation is in place. The whānau meet regularly and actively contribute to decision making. The whānau have established sound administrative systems in the kōhanga reo. Health and safety policies and procedures are regularly reviewed and reported at whānau hui. Personnel matters are well managed, including the annual appraisal of staff. The kōhanga reo is managed in the best interests of children.

Key Next Steps

While the whānau have in place a strategic plan, it is now time for whānau to develop an action plan and timelines that will support them to realise their aspirations for the future of the kōhanga reo.

The annual plan requires further refinement. This plan does not identify the wide range of key operational tasks required to ensure that the administration of kōhanga reo business is completed within a timely manner.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau and kaimahi develop and implement an action plan to achieve their strategic goals.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Hunga Kawitiwiti will be in three years.
