The Education Review Office (ERO) and Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa (TRN) are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Te Aho Matua education, Poutiria te reo Mauriora.

Background

Te Kōhanga Reo o Te Kākano o Te Kura is situated beside Te Kura Kaupapa Māori o Te Rito. Whānau are dedicated to the Ngāti Raukawa tribal development plan, Whakatupuranga Rua Mano. The collaborative commitment to the revitalisation of language and marae in the area contributes to their collective focus. The school curriculum provides contextual learning that incorporates Te ao Māori and significant ancestral landmarks while addressing iwi long term goals.

Our school stands tall on tribal land of ART, Atiawa, Raukawa, Toarangatira, supported by the beam of Te Aho Matua. Surrounding us are our marae, the pou of our kura is grounded in the four guiding principles of Whakatupuranga Rau Mano, Generation2000. Our marae is our principal home, Māori language is a taonga, our people are our wealth and we strive for our self-determination. At the centre of everything is humility.

A leader leads by kindness.

A learner learns knowing they are supported.

A child of Te Kura kaupapa Māori o Te Rito wholeheartedly believes in the value of caring, where ever they may go, and are very settled in their beautiful language.

This is a safe haven, as we say, Te Aho Matua is shelter, tikanga our guide and love for one another our instruction.

Raukura kōrero

  • One unique aspect of KKM is that kaiako readily support whānau, not just the child. That’s a major help. They role modelled to us what was right.
  • It was left to us to lead these things and when we got to the marae, we already knew how to do it all.
  • I want my whānau to promote and use te reo Māori in everything that they do.
  • It felt like home. It was a whānau. The whole kura is a whānau.
  • I know who I am.
  • Here the kaiako are like your parents.
  • To me, I am overjoyed that my children are here, that my children are a part of this world. There is no better world for them.

1 Context

Te Kōhanga Reo o Te Kākano o Te Kura is next to Rangiatea church in Ōtaki. The kōhanga reo is one of several te reo Māori education institutions in the local area including Te Kura Kaupapa Māori o Te Rito and four other kōhanga reo. Most children on the roll come from Māori speaking homes. The kōhanga reo whānau requested that this ERO report acknowledge the principles of Ngā Taha e Whā. This philosophy underpins their practices and views of learning and management.

Since its establishment over 30 years ago, the kōhanga reo has sustained high performance and quality outcomes for children. Significant numbers of original whānau return to enrol their children and grandchildren at the kōhanga reo. The whānau are currently in the early phase of working through their property expansion goal mentioned in the last ERO report.

2 The Evaluation Findings

How well do children demonstrate kaitiakitanga?

Children are well informed about kaitiakitanga, and practice this in their daily lives, and learning at kōhanga reo.

Children are immersed in a rich te reo Māori environment that fosters exploration, inquiry and independence. Kaimahi encourage children to self-select and manage their own activities. They have regular conversations with children about their work and play. Children speak only te reo Māori to communicate their thoughts and ideas. They are confident to debate and problem solve in te reo Māori. Older children communicate competently and naturally with others. Kaimahi are effective in extending, prompting and enriching shared conversations. Te reo Māori is the first language of most of the children. Children are well supported as speakers of te reo Māori.

Children’s wellbeing is at the heart of all operations. They are immersed in an environment where their health and safety is carefully monitored. Children actively assist whānau during clean up times and show increased ability to self-manage their own toileting and cleaning needs. Children are familiar with their indoor spaces and move between these confidently. Children are independent and secure learners

Children demonstrate a strong sense of belonging and ownership of the kōhanga reo. They carry out their tangata whenua roles during powhiri and whakatau with confidence. Children are very familiar with tikanga and kawa across a range of contexts. They use te reo Māori to express care and their emotions, and make connections with others. They model patience and respect to others. Children experience meaningful relationships with peers and adults. Children are settled and happy.

Children show an appreciation for ngā atua and their domains. Children of different ages are often heard passionately sharing with adults their detailed knowledge about specific atua Māori, including children as young as two years old. Their learning environment is richly resourced and effectively managed to harness each child’s love of the language and appreciation for their world Māori. Children are stimulated and focused learners.

Planning and Evaluation

Whānau Whakahaere

The kōhanga reo whānau maintains high performance across all areas of management. A culture of collaboration is embedded within the whānau. Working parties actively promote whānau involvement and participation across the kōhanga reo. High retention levels of kaimahi and whānau since establishment are indicators that the kōhanga reo is performing at an exceptional level for children and whānau. Robust internal evaluation is sustained to monitor standards of good practice for children. Whānau members actively support the advancement of the kōhanga reo strategic and operational objectives that are focused directly on success for their children. Many provide expertise in te reo Māori, kaupapa Māori education, business and other fields to support management across the kōhanga reo. Children benefit from effective and efficient management systems which results in sustainable practice.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Continue to use internal evaluation to monitor and report on strategic performance that align to whānau goals and actions.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Kākano o Te Kura will be in four years.
