Te Kōhanga Reo o Te Kāmaka Mātauranga - 16/05/2017

1 He Whakamārama

He Kupu Whakataki

  • ētahi atu take i tāutuhia ai whai muri i te arotake o mua.

E hāpai ana ngā kaimahi me te whānau i ā rātou tamariki.

He iti noa ō rātou whai wāhitanga ki te whakapuaki me te kōkiri i ā rātou ake akoranga, me ā rātou tākaro.

E whakapuaki ana ngā tamariki i ā rātou ake akoranga me ā rātou ake tākaro. Ka whakamahi rātou i ngā rauemi e hāpai ana i tā rātou mahi auaha me tā rātou hīraurau hopanga.

Kāhore ngā aromatawai a ngā tamariki i āta hāngai mārika ki tā rātou ahu whakamua me tō rātou whakawhanaketanga.

Kua pai ake te aromatawai i ngā akoranga a ngā tamariki. Kei ngā pūkete a ia tamaiti, ngā mahi toi me ngā pūrongo Mātai Tamaiti, ā, e āta hono mārika ana ēnei ki ngā kaupapa mahi.

Nā tēnei take, i tango ētahi o ngā whānau i ā rātou tamariki i te kōhanga reo. Kua tau tēnei take i nāianei.

He wāhanga tonu tēnei hei whakawhanake ake. Kāhore ngā kaimahi e aromātai ana i ngā hōtaka, ngā whakaritenga, me ngā ratonga, hei tāutu i tēnā i whai hua ai me ngā āhuatanga hoki hei whakapai ake.

Ka arotake anō Te Tari Arotake Mātauranga i Te Kōhanga Reo o Te Kāmaka Mātauranga i roto i te toru o ngā tau.

Te Kōhanga Reo Supplementary Evaluation Report

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:

  • The learning programme – Mana Reo, monitoring children’s learning and the effectiveness of the learning programme

  • Areas of non-compliance

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Kāmaka Mātauranga is in Manurewa. The kōhanga reo caters to children and their whānau from across South Auckland. Kaimahi and whānau are supportive of their children.

The previous ERO report identified monitoring children’s learning and evaluating the effectiveness of the learning programme as areas for improvement. Self-review was inadequate across all areas of management. Several areas of non-compliance were identified including the lack of reporting of accidents and incidents. The whānau has made progress in these areas.

3 Findings

The previous report identified that children were engaged in a structured learning programme. They had few opportunities to initiate and direct their own learning and play.

Children now enjoy a learning programme that is flexible and based on their interests. They have access to learning stations and various activities throughout the programme. Children initiate their own learning and play. They use resources to support their creativity and problem solving. They are able to explore freely the indoor and outdoor learning environments. Children enjoy learning at kōhanga reo.

The previous ERO report expressed that children’s learning was not clearly monitored or documented. While kaimahi gathered samples of children’s work, there was no clarity about decisions made to improve learning opportunities for children. Children’s assessment information did not accurately reflect their progress and development.

Assessment of children’s learning has improved. Individual profiles include artwork and Mātai Tamaiti reports that clearly link to kaupapa mahi. Assessment information is shared with parents. Te reo Māori is featured in all progression reports. Children’s learning is monitored and supported.

The 2016 report identified that whānau and kaimahi were working through a personnel concern with Te Kōhanga Reo National Trust (TKRNT). As a consequence some whānau withdrew their children from the kōhanga reo. This issue has been resolved. Whānau now have a shared understanding of the complaints process and knowledge of resolving disagreements. Children benefit from clear processes that support kaimahi to learn and develop in their roles.

Key Next Steps

The previous report stated that children’s learning programmes were not monitored for effectiveness. This remains an area for development. Kaimahi do not evaluate programmes, practices and provisions in order to identify what went well and what can be improved. Children do not gain from learning when it is not based on their individual needs.

Areas of non-compliance

Areas of progress

All areas of non compliance have been addressed.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Whānau continue to strengthen evaluation.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Kāmaka Mātauranga will be in three years.
