1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Self review, strategic planning - Programme evaluation and assessment; charter, policies and procedures

  • Health and safety matters

  • Any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Te Kauri is on Te Kauri Marae, Huntly. Many whānau and kaimahi are from the local area, are connected through whakapapa and are new to the kōhanga reo. The whānau are supporters of Kingitanga and participate in Koroneihana, poukai, regatta and other major Waikato-Tainui events.

Since the last ERO report 2014 the whānau have reviewed the charter to support them with managing practices in the kōhanga reo.

3 Findings

Planning and Evaluation

Background

ERO’s report 2014 identified programme evaluation, assessment, charter, policies and procedures, and self-review and strategic planning as areas for development. Although whānau and kaimahi have addressed some areas minimal progress has been achieved.

Key Next Steps

Programme evaluation remains an area for development. Although kaimahi meet regularly the minutes do not reflect discussions about how to improve learning outcomes for children. Kaimahi need to consider the different ages of the children they work with. It is important that they look at the physical environment to create appropriate learning spaces.

Assessment continues to be an area for further development. Kaimahi are developing their understanding about the purpose of assessment. They gather and record their observations of the learning programme. They do not know how this contributes to how to improve what they do for children.

Strategic planning and self-review are areas for further development. Although whānau regularly discuss ways to improve operations, there are no records identifying what they plan to do, their aspirations or priorities to guide kōhanga reo developments. Self review that includes the charter, policies and procedures requires further development. Although whānau have used the National Te Kōhanga Reo guidelines to update the charter including health and safety policies and procedures, they need to know what this means for day to day implementation.

Areas of non-compliance

Background

The previous report identified health and safety as an area of non-compliance particularly regular checking for potential hazards and emergency drills, updating sleeping procedures to align with the ECE Regulations 2008 and reviewing medication policy and procedures.

Areas of progress

Since the last report the following areas of non-compliance have been addressed. Sleeping procedures are aligned to ECE Regulations 2008, emergency evacuation drills are in place. A review of administering medication policy and procedures is completed including administration of asthma pumps.

Areas for further improvement

Whānau need to develop, implement and monitor health and safety systems in the kōhanga reo. It is important to regularly check and record potential hazards, accidents and incidents, processes to manage contagious diseases and emergency drills for earthquakes.

4 Actions of non-compliance

In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • 4.1 carry out and record regular environmental hazard checks

  • 4.2 develop and implement policies and procedures for accidents and incidents
    (R46 (1)(2)ECS2008/HS25)
  • 4.3 develop and implement policies and procedures to protect children against infectious diseases
    (R46 (1) (2) ECS2008/HS26)
  • 4.4 ensure earthquake drills are carried out regularly.

5 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

That whānau and kaimahi seek assistance from the district office of the National Te Kōhanga reo Trust to address the areas identified in the report to improve learning outcomes for children.

Conclusion

Te Kōhanga Reo o Te Kauri is on Te Kauri Marae, Huntly. Although whānau have addressed some areas for development they need to seek assistance to improve systems for planning and evaluation.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Kauri will be within two years.
