The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.

Background

Te Kōhanga Reo o Te Kauri is on Te Kauri Marae, Huntly. Most children whakapapa to Waikato-Tainui. The kōhanga reo is committed to Kiingitanga. The kōhanga reo whānau participate in events related to poukai, koroneihana, regatta and other significant events. An executive committee (Takitini) has been established to oversee the Purapura kōhanga reo in the wider area of Huntly.

Manu Pīrere Kōrero

I think I am fortunate to have grown up here. If I went to another kura, I would have strayed from the correct path. There are about seven of us ex-students who are now pouako. We went to kura together, then university then came back as teachers.

This is a place that they know will look after and nurture them – pouako, kaiāwhina and more who will care for them while they are here. The biggest benefit and attribute of this kura was the whānau. We grew up as a whānau.

I wasn’t scared because I grew up in te ao Māori, in a whānau environment. We felt aroha. We felt, heard and saw manaaki. We saw, felt and heard whanaungatanga. We could touch it. Those are valuable treasures as you make your way in the world.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation – including assessment, programme evaluation, self-review and strategic planning.
  • areas of non-compliance – including hazard checks, earthquake drills, and policies and procedures relating to accidents, incidents and infectious diseases
  • any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Te Kauri is located on Te Kauri Marae in Huntly. In October 2017, the whānau agreed to relocate the kōhanga reo under an executive committee, Takitini, which now provides governance and management support. The previous ERO report in 2016 identified areas of concern relating to aspects of whānau management. Since that review, the whānau have worked to address these issues.

3 Findings

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaimahi use a range of strategies to build children’s language development. These include tongi, mōteatea and whakataukī specific to their location, as well as karakia, hīmene, waiata, pepeha and mihi. Kaimahi provide opportunities for tuākana to lead and guide their tēina in waiata. Children are also learning the whakapapa and values of Te Kīngitanga. This is pivotal to understanding their identity and links to Waikato Tainui. Older children know their whakapapa links to Waikato Tainui. Pēpi enjoy participating in the learning programme alongside their tuakana. Pēpi are praised and nurtured with aroha and manaaki. Children are nurtured and supported in the kōhanga reo.

Planning and Evaluation

Kaimahi have processes in place to evaluate the learning programme. Kaimahi understand the importance of evaluation. They discuss, review and document what worked well, reasons why and where to next for children’s learning. Evaluation is focussed on positive outcomes for children. Children participate in a programme that is regularly refined and improved.

Whānau has developed a strategic plan that influences the future direction for the kōhanga reo. Long term priorities have been clearly identified. The outcomes of the strategic actions are monitored regularly. Whānau review their progress towards the goals in their strategic plan. Children benefit when whānau have clear vision and goals for the future of the kōhanga reo.

Self review has improved. A systematic review plan is displayed for easy access. Some aspects of operations are monitored and reported at whānau hui. Because of the new governance structure, other areas of operations are being identified for self-review. Children are central to decision making in the kōhanga reo.

Areas of non-compliance

The areas of non-compliance identified in the previous ERO report have been addressed. Policies and procedures are reviewed and updated to meet current legislation. The kaiwhakahaere has implemented a system to ensure all procedures are implemented. Children enjoy a learning environment that prioritises their health and safety.

Key Next Steps

Assessment remains an area for development. Kaimahi require external support to establish and maintain robust assessment of children’s learning. The current assessment processes do not reflect the progress of children’s learning. ERO recommend that whānau put in place support for kaimahi to strengthen assessment practices. Whānau do not processes in place to ensure they are well informed of their children’s learning and progress.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau must seek support for kaimahi to strengthen assessment practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kauri will be in three years.
