1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Kōwhai is in Flaxmere. It is licensed to provide education and care for 23 mokopuna including eight aged less than two years of age at any one time. The kōhanga reo has a historical connection with the local purapura, they continue to work closely with each other. One kaiwhakahaere currently manages the administration of Te Kōhanga Reo o Te Kōwhai and Te Kōhanga Reo o Rēwai. The founding kuia continues to be involved in the day-to-day activities of the kōhanga reo.

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Mokopuna express whanaungatanga well through their positive interactions and relationships with others.

4 Findings

Mokopuna develop meaningful caring relationships in a supportive learning environment. Constant praise and encouragement are strategies used by the whānau to promote mokopuna confidence and encourage positive relationships. Purposeful activities encourage tuākana and teina to learn alongside each other. Kaimahi are gentle and caring. They model the values of aroha, manaaki, awhi and tautoko. Mokopuna interact positively with others and tuākana teina relationships are evident. Tuākana understand their roles and manaaki teina. Babies follow the actions of their tuākana. Kaimahi encourage mokopuna to lead and support each other in formal activities such as whakatau, karakia, waiata and mōteatea. Mokopuna are happy positive and engaged in their learning.

Whanaungatanga underpins planning, assessment, and programme evaluation practices. Mokopuna development and care is a priority. Kaimahi plan a range of learning experiences that clearly link to Ngā Taumata Whakahirahira. Assessment is purposeful and mokopuna learning and progress is regularly shared with whānau. Kaimahi hui together weekly to reflect on the learning programme. Programme evaluation results in improvements to the learning programme. Mokopuna wellbeing and learning is enhanced as a result of thorough planning.

Whānau manage the kōhanga reo in the best interests of mokopuna. Te Kōhanga Reo o Te Kōwhai and Te Kōhanga Reo o Rēwai hold combined whānau hui. Systems for managing the operations of both kōhanga reo are the same and are managed well. Whānau hui are held monthly and are well-attended. Whānau monitor and report regularly on key aspects of operations. Decision-making processes are well-informed and recorded. The tūtohinga has recently been reviewed and provides clear guidelines for the roles and responsibilities of whānau. It aligns to Ngā Pou e Whā and affirms whānau commitment to the protection of te reo Māori. Core health and safety policies and procedures are in place and are consistent across both sites. The strategic plan defines whānau aspirations and priorities and is informed by Te Ara Tūāpae. An action plan identifies key tasks and timeframes to achieve strategic goals. The annual plan provides good guidance for the kaiwhakahaere who monitors and completes administrative tasks in a timely manner. Personnel management systems are improvement focused. Appraisals are completed in a regular cycle and lead to professional development that align to kaimahi goals. Mokopuna are the focus of whānau management.   

Key Next Steps

The whānau have identified the need for ongoing professional development for all kaimahi. This is part of their aspiration to grow kaimahi capability and skills across both sites. They aim to monitor this through appraisal and professional goals over time. Mokopuna benefit from an ongoing focus on improvement.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • to work with the tari ā-rohe and with the Purapura to grow kaimahi capability.

2 The Evaluation Findings

How well do children show they understand whanaungatanga?

Children express whanaungatanga in their interactions with their peers and adults.

Ngā Taumata Whakahirahira

Children are learning to communicate in te reo Māori. Kaimahi use a range of strategies to extend children’s language development. They support children during karakia, waiata, hīmene and mihi. Waiata is a popular medium to build children’s vocabulary. Babies enjoy their time with the older children. They observe and listen to kaimahi as they prompt and ask questions. Kaimahi speak gently when engaging with children. Children are able to make connections with the spoken language. They can also associate words with pictures, places and people. Kaimahi are able to focus children’s listening skills. Children are developing as learners of te reo Māori.

Children learn in an environment where whanaungatanga is the basis for all relationships. Kaimahi provide a loving, caring and nurturing atmosphere for children. They use praise and positive interactions when working with children. Kaimahi constantly use the terms such as awhi mai, awhi atu to encourage children to support one another. They foster opportunities for tuākana to interact with their teina. Children work cooperatively with others. They maintain and foster happy relationships with others. Kaimahi recognise and affirm children’s successes. Children appear settled and positive in the kōhanga reo.

Children actively explore their kōhanga reo and beyond. Kaimahi encourage exploration of the kōhanga reo site. Children are happy to explore the wonders of the gardens and observe insects in their natural habitat. Kaimahi model concern for the natural environment. Kaimahi extend children’s knowledge of the community with occasional visits to other kōhanga reo in their purapura. Children enjoy these social events. Kaimahi encourage free play and personal choices. Children are able to pursue their own interests. Kaimahi display children’s work throughout the kōhanga reo. The babies’ room is well resourced for imaginary and creative play. Their programme is appropriate to their age group. Children are happy learners.

Planning and Evaluation

There are processes in place for programme planning, assessment and programme evaluation. Kaimahi planning is comprehensive. Planning is flexible and can be adapted easily to meet the needs of children. Assessments are clear and inform kaimahi and parents of what children are learning and their personal progress. Kaimahi reflect and decide what is effective but challenging. These reflections influence what happens next in the learning programme. Evaluations are well documented. Children benefit when the learning programme and assessment practice are monitored to meet their individual needs.

Whānau management prioritises the care and well-being of children. The charter is current and includes policies that have been reviewed. Strategic planning is authentic to the kōhanga reo. It includes action plans that support their aspirations and goals to be achieved. An annual plan is in place to ensure key tasks are carried out. Internal evaluation is in place. Whānau carry out reviews across all operations. The kaiwhakahaere monitors and records health and safety drills and registers. All employment documents are in place and current including contracts, police vetting and appraisals. Children enjoy a kōhanga where systems focus on long-term sustainability.

Key Next Steps

It is important for the whānau to record that regular hazard checks are carried out as per their relevant policy and processes. Children benefit when all kōhanga reo health and safety practices are upheld.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau ensure their processes for hazard checks are consistently carried out and monitored.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kōwhai will be in three years.
