1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Manawa Tapu o Te Kupu is in Ōtara, South Auckland. They share a site and operate under the same whānau management system as Te Kōhanga Reo o Te Reo Rangatira ki Whaiora

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna confidently demonstrate whanaungatanga.

4 Findings

Mokopuna participate in a programme where relationships are nurtured. Kaimahi and whānau model manaakitanga, aroha and tikanga. Settling mokopuna before welcoming manuhiri is important to kaimahi. Mokopuna display appropriate behaviour during these times. Kaimahi enable mokopuna the freedom to express themselves. Kaimahi and whānau provide warm and positive learning experiences for mokopuna. They gently encourage mokopuna to speak Māori. Providing appropriate strategies to support mokopuna language development helps build mokopuna confidence. Mokopuna are comfortable in their interactions with their peers and adults.

Key Next Steps

While whānau are clear about their priorities, there is no strategic plan and action plan in place. It is important for whānau to record, implement and monitor progress against their strategic direction. Mokopuna will benefit when the future development of their kōhanga reo is monitored.

Mokopuna learning can be further enhanced though stronger links between planning, assessment, and evaluation. While there are examples of good practise in planning, there is more work to be done to broaden good practice in planning and assessment. Programme evaluation is not in place.  Mokopuna learning can be further enhanced.

There is no process in place to ensure key operational tasks are completed in a timely manner. The annual plan requires completion to provide clear guidance for the management of key operational tasks. Mokopuna benefit from focussed approaches. 

Health and safety policies and procedures require reviewing. Whānau do not fully understand how this influences what happens in the kōhanga reo. Mokopuna safety is compromised.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts (documented and undocumented)

  • ensure there is an annual plan is in place to monitor the progress of key aspects of operations

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children.

6 Recommendation

ERO and the (kōhanga reo whānau/kura board) developed the following recommendation:

1 Context

Te Kōhanga Reo o Te Manawa Tapu o Te Kupu is in Otara, South Auckland. This kōhanga shares a building with Te Kōhanga Reo o Te Reo Rangatira ki Whaiora. Both kōhanga reo are a part of the Whaiora Marae complex. Te Manawa Tapu o Te Kupu caters for children under two years and Te Reo Rangatira ki Whaiora is licensed for children over two years old. They operate under the same whānau operations and management.

2 The Evaluation Findings

To what extent are pēpi able to show aroha and manaaki for each other?

Pēpi are developing an understanding about aroha and manaaki.

Ngā Taumata Whakahirahira

Pēpi learn in a nurturing environment. The whānau welcome pēpi with hugs as they arrive at kōhanga reo. Kaimahi and tuākana support them to participate in karakia and mihimihi. There are opportunities for pēpi to interact with other children. All routines are based on responding to their individual needs such as when they have kai, sleep, learn and play. Activities include singing, having toys to play with, and explore the environment where they spend their time. Pēpi appear settled and happy.

Pēpi are developing skills to communicate with others. Kaimahi use a range of activities to encourage them to be clear about what they need, want and are learning. They encourage pēpi to use body language, hand actions and sounds to share messages. Pakiwaitara, waiata, kapa haka and storytelling allows pēpi to hear the language. Pēpi are language learners.

Pēpi are learning about who they are. Kaimahi know their whakapapa, and this is shared as a part of their learning. Pēpi are encouraged to move freely amongst tuakana and whānau during karakia, mihimihi, waiata and kori tinana. They enjoy interacting and learning alongside others in the daily programme. Pēpi are learning about their place.

Pēpi are curious. Kaimahi guide and support pēpi to move freely indoors and outdoors. An outdoor garden area provides pēpi with opportunities to explore and play. Kaimahi encourage pēpi to grow and care for plants. Pēpi explore freely in the kōhanga reo environment.

Planning and Evaluation

Planning is purposeful. Kaimahi have plans for the seasons, each term, each month and week. Learning plans highlight themes, activities and resources required. Planning has all the necessary elements to guide the delivery of the learning programme. There are clear links to Te Whāriki. Kaimahi have a good understanding of what children are learning. They use photos and observations to record what children are doing. They carefully present children’s mahi. Kaimahi meet regularly to discuss how well the learning programme responds to the needs of children. Children experience well planned programmes.

Whānau manage the kōhanga with a focus on children. There is regular reporting to whānau hui on all aspects of whānau operations. This reporting focuses on improvements. Most health and safety and wellbeing and care policies, procedures, practices and registers are aligned. Kaimahi employment documentation includes employment contracts, job descriptions and police vetting. Some kaimahi have regular appraisals. Children and their wellbeing is supported.

Key Next Steps

Assessment practise is developing. Although kaimahi display the child’s work they are yet to provide more detail about what the child is learning, and what the next learning steps for the child are. While informal programme evaluation is discussed, recording these conversations will help to improve what they do for pēpi.

Whānau have completed some appraisals. However, the information from kaiako appraisal is not used to improve what they do for pēpi.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Whānau improve assessment and programme evaluation and complete appraisal for all kaimahi.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Manawa Tapu o Te Kupu will be in three years.
