1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Māungarongo is beside Te Piringa Tahi Te Māungarongo Marae in West Harbour, Auckland. This is an urban based kōhanga reo that caters for mokopuna and their whānau.  The kōhanga reo has a close relationship with the community and their marae.

3 Evaluation Focus

How well do mokopuna experience positive learning outcomes?

Mokopuna demonstrate they are happy and contented learners.

4 Findings

Mokopuna are learning to explore their environment. Kaimahi provide a range of natural resources for mokopuna to choose from. Time is allocated for mokopuna to follow their own learning interest. Mokopuna freely explore the large outdoor area. They play well together. Kaimahi provide a programme where mokopuna can solve simple problems, use their imagination and be creative. Kaimahi encourage mokopuna to make the most of their learning space. Mokopuna are curious learners.

Mokopuna experience meaningful and supportive relationships. Kaimahi are gentle and caring. Relationships between mokopuna, whānau and kaimahi are meaningful. Tuakana understand their roles and manaaki their teina. Babies follow and watch their tuākana. Mokopuna learn in a loving and caring environment. Kaimahi model values such as aroha, manaaki, awhi and tautoko. Mokopuna appear happy and settled.

Whānau members actively participate in the management of the kōhanga reo operations. Whānau hui are well attended. Decision making at whānau hui are well informed and recorded. Internal evaluation processes are in place. There is a cycle for policy review. There is regular reporting across operations. The Tūtohinga defines processes to manage kōhanga reo operations. Health and safety and personnel management policies and procedures are current and in place. Mokopuna wellbeing is at the center of whānau management practice. Whānau priorities are clearly outlined in their strategic plan. The action plan includes resource requirements, timeframes and reporting against the strategic goals. Whānau have in place an annual plan to guide the administration of operations.  Mokopuna benefit when their future needs are considered.

Programme planning, assessment and programme evaluation practices are established. Kaimahi plan a range of learning experiences that clearly links to Ngā Taumata Whakahirahira. Mokopuna learning is well supported through thorough planning. Assessment is purposeful. Mokopuna learning and progress is regularly shared with whānau. Kaimahi hui together weekly to reflect on the learning programme. Programme evaluation focuses on improvements to the learning programme.  Mokopuna learning is well planned and monitored.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • Te Kōhanga Reo whānau continue to further strengthen internal evaluation practices to ensure effective quality learning outcomes for mokopuna.

How well do children speak te reo Māori?

Older children speak te reo Māori with increased confidence.

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori. Kaimahi model correct language structures, encourage repetition and prompt children to respond appropriately. Children speak Māori spontaneously to others. Babies mimic words and actions. Tuakana encourage teina to speak te reo Māori. Whānau learn the Māori language alongside their children. Children speak te reo Māori with increased confidence.

Children participate in a varied and interesting learning programme. Kaimahi encourage children to take on leadership opportunities during karakia and mihimihi. Chidlren explore their marae where they learn about kawa and tikanga of the marae as well as and local history. Children learn to care for and respect their environment. They have access to a variety of natural and commercially made resources. Children use resources to support their learning including counting and colour recognition. Kaimahi encourage children to explore their environment. Children are confident in their learning environment.

Children learn values of respect, wellbeing and care. Kaimahi encourage children to respect others while they are talking during mihimihi and karakia. Children are confident to recite their pepeha and mihimihi in front of their peers and whānau. Children are acknowledged for their efforts and achievements. Children experience harikoa, parekareka, awhi and manaaki. Children are settled and secure learners.

Planning and Evaluation

Children are the focus of programme planning. Kaimahi have established a clear process for planning that is aligned to Te Whariki. Whānau have opportunities to contribute to planning and provide feedback on activities, haerenga, and resources. Kaimahi have detailed plans for each year, term and day. Plans are adapted for different age groups. Te reo Māori is a priority throughout planning. Children receive a range of experiences to support their learning.

Assessment practices support children’s learning. Portfolios include personalised progress information and checklists to highlight social and emotional development. Kaimahi use Matai i te Tamaiti to assess children’s learning progress. Children’s learning is well monitored.

Internal evaluation is effective and benefits children and their whānau. Children experience a safe learning environment. Core health and safety and wellbeing and care policies and procedures are in place. Some policies have been reviewed and others identified for further reflection. Whānau take all reasonable steps to ensure all policies and procedures align to current regulations. Children’s wellbeing and care is paramount.

Personnel management is effective. Kaimahi employee documentation is current and in place. Kaimahi have completed their appraisals. Kaimahi undertake TKRNT training programmes. Children’s learning development is enhanced when kaimahi are encouraged to participate in their own learning and development.

Key Next Steps

Kaimahi do not evaluate the effectiveness of the learning programme. There is very little information to show how improvements are made to the quality of the learning programme. While kaimahi informally discuss learning programmes, they do not record decisions on how to bring about change. Children do not benefit from reflective practice to improve learning outcomes for children.

The kōhanga reo does not have a strategic plan to support their future direction. While they can identify future goals these have not been detailed to show how they will be achieved.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop and complete strategic and annual plans

  • Whānau and kaimahi develop and implement processes to improve programme evaluation.

Conclusion

Te Kōhanga Reo o Te Māungarongo is in West Harbour, Auckland. This kōhanga reo caters for children and their whānau from the West Auckland area. Children speak te reo Māori with increased confidence.
